Cheer Competition teams are based on the average age. Cheer expo is September 24th.

USA Football Grants are open March 1 thru April 12.

Rules Committee:

  • Post Season gate fee will be $5. $1 will go back to the hosting organization. (All in favor)
  • Continue to discuss a Code of Conduct for officials.
  • 2 coaches will remain on the field for 5/6 thru 8 year olds.
  • Only 1 huddle. More than 1 person leaving the huddle constitutes a huddle break. Warning then 15 yard penalty. (All in favor)
  • Coaches need to be behind the referee.
  • Once the whistle blows, no communication from coaches on the field.
  • Come week 4, coaches will no be allowed to line up players and have no communication. 5/6 & 7 year olds will get warnings the first 3 games. 8 year olds no warnings.

  • Requesting quotes for cheer matt decals.
  • Boone County Youth Football has requested a meeting to discuss joining CCYFL.

  • West Clermont is purchasing an end zone camera for home and away games. Need each organization to discuss for next meeting.
  • There was a discussion if the home team providing a trainer at each game.

USA Football discussion

 

            Organizations shared their thoughts on a league-wide transition to USA Football as a means of coaching certifications, and safety training 

 

  •             (a topic tabled from Januarys meeting).
  • Questions arose regarding restrictions on organizations during a transition.
  • President Scott Donaldson requested the USA Football representative to attend the next meeting to clarify any questions and/or concerns. (Will advise more when rep reaches back to our organization)
  • Clermont North Eastern (CNE) & Forest Hills have already made a transition from National Alliance of Youth Sports (NAYS) to USA Football.

Rules Committee

  • (Sean Hoover) Provided details from recent meeting of the rules committee.
  • *All options below are requested to be discussed with organizations, and are tabled to next months meeting. (Organizations are asked to provide as much feedback as possible)
  • League-wide transition to a CCYFL executive board takeover of background checks. This transition would eliminate organizations from carrying out background checks on coaches; providing a league-wide standard that would be determined before implementing the rule. NOTE: Most organizations charge coaches for background checks, and if implemented a pass or fail method would be created.

  • Only 1 huddle allowed on the field.(Strongly enforced by week 3 for 5/6 year olds. Strongly enforced from beginning of season for 7 & 8 year old age groups.)
  • Only 1 coach allowed on the field for 7 & 8 year old age groups, or only 1 coach allowed on the field for just 8 year old age groups (Remaining age groups would have 2 coaches allowed)
  • No huddle is allowed but play can’t begin until official blows the whistle for ready to play.
  • Coaches minimum of 15 yards away from the line of scrimmage at all times.
  • Western Brown Recommendation - Coaches only allowed to the numbers or hashmarks, and must leave field before play starts.
  • Little Miami Recommendation - Increase the penalty for offense of coaches talking to players after leaving the huddle, including an increasing penalty for multiple offenses during a game, and any games following. (Example week 1 first offense 15 yards, week 2 ejection)

  • Players cannot wear football colored long sleeves during any CCYFL game. (Short sleeves are ok, and consist of no lower than the elbow of the player.)

  • Organizations are asked to send any ideas in prior to the above scheduled date and time.

 

 

 

Open Discussion

  • Blanchester - Potential scheduling and/or divisions were discussed
  • Handouts were provided to each organization for discussions at organizational meetings.
  • Potential schedules could include a North/South or East/West division and remove the bye week. NOTE: Little Miami teams would be separated, teams not played would change from year to year, the overall record would determine the top 3 in each division, and every game would still count.
  • Organizations are asked to discuss this, and provide feedback at next months meeting.
  • Little Miami - 14 players out of multiple teams are not coming back due to frozen rosters; due to this the organization is considering a merger into one single organization, in which the current vote is 50/50. 
  • Organizations addressed the issue, and advised of our league rules, and bylaws.
  • Clermont North Eastern (CNE) - Mentioned an increase from 6 playoff teams to 8 playoff teams
  • All discussions were tabled to next months meeting.

January 2017 CCYFL League Meeting

  • USA Football attended the meeting to discuss "Heads Up Football". Little Miami and CNE filed for equipment grants through USA Football in 2016 and wasn't approved. Their organizations will hopefully receive a better look this year.
  • USA Football grants awarded to organizations receive a credit to purchase equipment through Riddell at discounted prices.
    • Board Nominations from the December meeting were read and excepted. Each Organization and Board Member voted for the 2017 CCYFL Board. Here are the names of the 2017 CCYFL Board.

      • 2nd Vice-President - Sean Hoover
      • Treasurer - Mark Kuhlenberg

  • The Rules Committee and By-Laws Committee will meet within the next couple of weeks to discuss changes. These changes will be presented and voted on by the organizations in the coming months.
  • New Richmond has decided to leave CCYFL.
  • West Clermont currently pulls from 4 out of the 8 elementary schools in their district. Glen Este has the other 4 which are open. West Clermont is requesting all 8 schools to be covered by the CCYFL school district rules.
  • Forest Hills pulls from several elementary schools as well. We are looking at clarification of which schools those are.
  • Next Meeting Feb 5th at noon.

October 2016 Monthly CCYFL League Meeting

  • 1st Round of Play-offs offered to Forrest Hills. (Anderson High School : 6-6 format)
  • 2nd Round of Play-offs at Goshen. 8-4 format.
  • Referee pay will remain $45.
  • Cheer Expo at Goshen. October 9th.
  • CCYFL Cheer Competition at Goshen. November 6th.
  • Scott Donaldson to email a letter to be announced before each game.
  • Players can only play 6 quarters a day.

May 2016 Monthly CCYFL League Meeting

  • Organizations voted to raise weight limits for 5/6, 7 and 8 year olds by 5 lbs. These weights will hold for 2 years. No changes to weights will be allowed for a vote for 2 years. Batavia & CNE voted No to increase. Little Miami and Western Brown abstained. All others in favor.
  • Still need Western Brown field availability.
  • OHSAA rule books will be given to each organization. (2 per)
  • The Ohio Department of Health Concussion Information Sheet will be required to be signed by the parents and turned in with player agreements.
  • 1 hour of hitting per week (practices, scrimmages). 1/2 per day and not consecutive. This does not include games.
  • There will not be a Weigh-In Preview Game this year. Looking at August 13,14 or August 17,18 to weigh-in. Vacation weigh-in will be August 20th at the Batavia Middle School.
  • Changes to the league By-Laws were approved.
  • a $1 increase to $4 gate for regular season games was approved.
  • Ist Day of conditioning/acclamation is July 18.

April 2016 Monthly CCYFL League Meeting

Little Miami has been voted into the league. They will be combining this year forming (1) organization with (2) teams at each age. This includes the grandfathering of roughly 12 older players to remain with their respective team that they have been established with. ALL new players with follow the CCYFL Age based rules.

March 2016 Monthly CCYFL League Meeting

Organizations need to discuss the following:

  • Little Miami has requested to join CCYFL. Historically there has been (2) LM separate organizations. They will be combining this year forming (1) organization with (2) teams at each age. Both LM organizations have been in leagues with teams based on "Grade". CCYFL teams are formed by "Age". There will be further discussion in April and a vote to allow Little Miami to join CCYFL and be allowed to grandfather players that are older or younger to stay with their team.
  • There has been discussion on the weight limits currently held at the 5/6, 7 & 8 year old teams. What are the organizations thoughts on increasing weights or leaving weights alone?
  • There has been discussion on the length of the season. The league reps brought up ideas to shorten the season. (do away with the Weigh-In preview game or play an occasional Sunday game)
  • Organizations get with your AD's on field availability.

February Monthly CCFLY League Meeting

  • CNE registered twins from Amelia during their early sign-ups. Moved to CNE last year. Vote to allow them to play at CNE and not sit out a year. Vote in favor

January 2016 Monthly CCYFL League Meeting

  • USA Football opened up the meeting. They offer grants of $500-$1500. These grants are through Riddell.
  • They talked about their "Heads Up Football" coaches certification. Organizations that register get a discount. Requires a Player Safety Coach to attend a 4 hour class.

  • County Auditors website will be used to determine school district lines
  • Change wording on player movement due to moving into a member organization from "one fee move" to one free choice"

March 2015 Monthly CCYFL Meeting

AYAC changed their name to West Clermont Youth Football & Cheer. They will continue to be a CCYFL organization.

Glen Este has created a new football league called, West Clermont United Youth Football & Cheer. Understood to be a recreational league looking to play 8 Bowl games.

There has been a lot of discussion about playing a regular season game Labor Day weekend with the addition of Forest Hills. CCYFL Organizations need to return the April meeting with there decision to play or not to play. The season will be longer if we do not play Labor Day weekend.

The next meeting is scheduled for April 12th at 1pm.

February 2014 Monthly CCYFL Meeting

During the February meeting, CCYFL and it's Organizations voted and have removed the

Weight Restrictions for the 9 and 10 Year Old Teams. The 11/12 Year Olds went Unlimited for the 2013 season. Ages 9, 10 and 11/12's are Unlimited Weights with no position restrictions.  Ages 5/6, 7 and 8 Year Olds are currently the same weight restriction.

  

The CCYFL Rules Committe will be meeting February 11th to review the 2014 Rules and Regulations Handbook. Organizations, please make an effort to discuss any ideas or suggestions that you may have to improve our league now. Please email to Scott Donaldson.

March 2014 Monthly CCYFL Meeting

During the March meeting, CCYFL and it's Organizations voted to increase the weight limit of the 5/6, 7 and 8 year old teams by 5%. Here is the updated 2014 weight restrictions.

 There was a vote to allow a player to move up one age level to play with his or her grade with stipulations. The vote was a tie with the Organizations which had to be decided by the Executive Board. The EB voted against the change.

 

 

 

There were some changes to the 2014 Rule Book.

 

  • No filming of other organizations games you are not apart of.
  • Team books for Weigh-Ins, Play-offs and the Superbowl will be in numerical jersey order, not alphabetical order.
  • We will follow the Ohio High School Athletic Association Rule Book for football and jersey color.
  • Updates to dates, change weight restrictions and update field diagram.

 

CCYFL will be ordering Cheerleading mats for CCYFL events. CCYFL Organizations will be allowed to use to use the mats.

 Conditioning / Heat Acclamation Rules: (www.ohssa.org)

 

  • 5 days of heat acclamation. A player can use up to (2) two days of another sport like Baseball.
  • NO full pads or contact for the first week. Helmet and shoulder pads only. 

Use of any Tobacco Products will be grounds for ejection and fine for that game.

 

  • 1st offense will be a verbal warning for the Head Coach regardless if it's an assistant coach offender.
  •  2nd offense the Head Coach will be ejected from the game and fined $250.

September 2013 Monthly CCYFL Meeting

ALL,

We are approx. halfway thru the season and it is time to re-emphasize our new No Communication once the Huddle Breaks Rule. I have spoken at length with the Head of Officials, Donny Watson and we have discussed how to handle this issue.

 

All League Reps and League Presidents please WARN your 5/6, 7, + 8 year old coaches. There is to be NO communication either verbal or non-verbal from the coaches on the field once the huddle breaks.

 

First infraction will be a Warning along with an explanation from the Ref of the Rule and expectations, 2nd infraction will result in a 5 yard penalty and each infraction afterwards will result in a 5 yard penalty. If the Referee feels that any coach is disregarding the call they make call  on this issue an “Un-Sportsmanlike” penalty may be called on the Coach.

 

Please stress to your coaches we do not want to do this, but if a coach has total disregard for the rules, this will occur.  Please remember that 2 such unsportsmanlike penalties does result in a coaches ejection from the game and all that entails.

 

If it takes one entire practice day this week to teach all your players  how to line up quickly and know who to block, I would suggest this be done.

 

We have several coaches who have spent their time in teaching their players the correct way and it is now time to reward them for their earlier teaching efforts and to get all our CCYFL coaches to do the same. After all we are here to TEACH football.  

 

ADDITIONAL GAME RULES FOR INSTRUCTIONAL AGES:

Age Divisions:  Five & Six (5 & 6), Seven (7) & Eight (8) Year Olds

  • Two coaches per team are permitted on the field during play, but must remain ten (10) yards behind the deepest player.
  • Once huddle breaks NO communication, verbal or non-verbal from the two coaches on the field is allowed.
  • Huddle break is defined as, two (2) or more players leaving the huddle.

On fourth down, there is an optional free punt of 25 yards. Clock will be stopped and then a 10 SECOND RUN-OFF will occur. In no circumstances can the ball be placed inside the twenty (20) yard line.

· Round 1 of the playoffs will be November 2 & 3 at Western Brown. 

· Round 2 of the playoffs will be November 9 & 10 at CNE

· The Superbowl will be November 16 at Blanchester.   

· The vote was made in favor for the 5% over weight at Weigh-ins. The weight limit has always been +.9 lbs of the max weight. If the player is over the weight limit but within the 5%, a waiver must be signed by the legal gaurdian to allow the child to lose weight to make weight or the gaurdian may decide to allow the player to play up.

· July 28 will be the all coaches meeting. New rules and information about the league will be discussed and information handed out. This is a great opportunity for coaches to ask the referees questions or express concerns.

· A vote was made in favor of a gate fee increase for regular season games and CCYFL events. $3.00 regular season / $4.00 CCYFL events.

February 2013 Monthly CCYFL Meeting

· CCYFL is purchasing radios for each organization to be used for the head referee and announcers booth. CCYFL is also providing each organization with a OHSAA Handbook.

· The Rules Committee met on two occassions to discuss changes and ideas for the 2013 season. These changes were brought in front of the members in attendance. The primary discussion is whether to keep the weight limits as they are or go to an unlimited weight. The league representative's were advised to discuss this with their coaches and parents.

· Organizations with astroturf will rotate and host CCYFL Weigh-Ins.

· Blanchester, Western Brown and CNE are in the rotation for the 2013 post season events. Blanchester has the first choice.

· 5 referees will be used for the post season. 4 field referees and 1 managing the clock. Adults only are to run the clock during the regular season.

· Organizations that use High School fields need to provide CCYFL with a field schedule asap so we can begin sceduling.

· There is discussion of trying to shorten our season by playing on Labor Day or possibly on an occassional Sunday. We need each organization to discuss this for the next meeting.

January 2013 Monthly CCYFL Meeting

 

· The 2013 CCYFL Board was voted in. There are 3 new Trustee's.

· CCYFL is considering a Post Season Bowl Game for teams that do not advance to the playoffs. 

· A Rules Committee was appointed to evaluate the Rules and Regulations Handbook. Organizations are encouraged to suggest new ideas and changes to the handbook. The committee is Steve Skaggs, Scott Dunford and Jeremy Sleet. They will be meeting at the end of this month with the Executive Board.

· CCYFL needs 2 volunteers in addition to Scott Lytle for the Bylaws Committee .
