Winfield Youth Basketball League Rules 


All standard basketball rules apply along with the following Winfield Youth Basketball League rules.

Participation

• each player must sit out three consecutive minutes per game

• no minimum sit out time for either team if one team has five or fewer players at startof game

• on a team with seven or less roster players each player must play two Quarters or 12 minutes… on a team with eight or more roster players each player must play one and half quarters or 9 minutes.

• minimum play time applies only to those players present at the start of the game

* records of player playing time shall be maintained by third party and score table for each game

• if a substitution is to be made due to an injury or for five fouls the player substituted must be one who has already sat out three minutes (if available) … for example:during the last three minutes of a game you have two players on the bench … your star player and a player of lesser ability … one of your players on the floor gets hurtor fouls out … your star player is sitting out his three minutes while your player oflesser ability has already sat out three minutes … the player entering the game must be the player who has already sat out three minutes … the exception to this would be if both players are sitting out their three minutes … at this point either player can enter the game

Game Clock

• the clock runs without stopping during the first three quarters except for fouls, injuries, and time outs

• during the last 60 seconds of each of the first three quarters the clock stops on allwhistles

• during the fourth quarter the clock stops on all whistles

• quarters are 6 minutes long• two minutes between quarters

• three to five minutes (referee discretion)for half time

Game Play

• team must have four players to start a game

• start of game can be delayed a maximum of 5 minutes waiting for a fourth or fifth player

• only three coaches allowed per team on bench. 1 coach is allowed to stand

• only 1 coach standing at a time

• three full time outs and two 20 second time outs per game

• Head coaches only can call time outs

• if t-shirts are worn they must be white or same color as jersey

• full court press :

• 3rd / 4th boys and 5th / 6th grade boys can press only during second and fourth quarters

• 3rd/4th/5th Girls grade can press only during last 2 minutes of game

• 7th grade and above can press in all four quarters

• no pressing by any team if ahead by 10 or more points 

1st/2nd Grade, may only press full court in last minute of post season tournament and only if the pressing team has fewer points than the team with the ball.

1st/2nd Grade, must play defense inside 3-point line the entire 1st half.  Defense may be extended out to half-court during the 2nd half only.

Concessions and Door

Home team is responsible for concession and door duties in game immediately preceeding their game.

It is the responsibility of each Home to supply 2 adults / mature teens to work the concession stand and 1 adult to work the door.

During every game it is the Visiting team's responibi1ity to supply 1 adult to work the clock, and the Home team's responibility to provide 1 adult to work the book.

Visiting Team of the 2nd to last game of the day is responsible to have parents at the last game of the day at least 30 minutes prior to the start of that game for work duties.

Board Members will open up on Saturdays and Sundays. They should be there1 hour before the first game to set up the concession stand and man the doors. This includes setting up tables, setting up of candies and snacks, filling coolers with ice, placing drinks in ice, etc.

If a team is scheduled to work the last game of the evening they are responsible for the closing of the concession stand. This involves putting all remaining concessions up, putting up tables, emptying coolers, general cleanup of area, etc. A board member will pick the money up in the evening after concessions close.

The last 2 games of the night are responsible for helping to put chairs away, clean stands, and take out trash at nights end.

Parents that cannot fulfill there duties may pay a $10.00 per parent fee per game they are scheduled to get out of duties. Must have a 48 hour notice so we may hire someone.

Board members will work at least one full weekend during the season

No children under the age of 15 shall be allowed in the concession area.

A set of clock rules has been issued.

In the past the teams have been very lax in these responsibilities, the Board reserves the right to penalize players and teams for failure to meet these responibilities.

Adults / mature teens are required to work the clock and keep the book.

Closing

-LAST TWO TEAMS OF THE EVENING.

“Closing” means cleaning the gym and surrounding areas.

This includes picking up of all trash and placing in trash cans, sweeping of gym floor, verifying bathrooms clean, leaving the middle school stage clean and neat with all loose items picked up, etc.

It is very important that we leave these areas in better condition than we found them in.
