    ESFA BY-LAWS
    CONSTITUTION BY-LAWS AND RULES
    REVISED NOVEMBER 2004
    REVISED JUNE 2008 Due to the change of leagues the following areas were either partly or all changed. Section 1 Articles 1,3,5,6,7,10a,10d,10e, 10i,11, and Section 2 Articles 1,2,3,4, and 5.



    SECTION ONE ~ ADMINISTRATION


    ARTICLE I

    NAME

    EXCELSIOR SPRINGS FOOTBALL ASSOCIATION
    An association of

    SHOW-ME YOUTH FOOTBALL LEAGUE
    In allegiance with

    NATIONAL ALLIANCE for YOUTH SPORTS (NAYS)
    West Palm Beach, Florida

    ARTICLE II

    PURPOSE

    Education, social, the training and development of character, good sportsmanship, and the health of the youth of this community, through the promotion of age and weight controlled football and related activities.


    ARTICLE III

    JURISDICTION

    Excelsior Springs School District #40 or any participant that qualifies as an out of district player in accordance with the By-laws of the Show-Me Youth Football League.


    ARTICLE IV

    OFFICE

    The principle office of the Association shall be located in Excelsior Springs, Clay County, Missouri.


    ARTICLE V

    ADMINISTRATION

    Its Board of Directors shall manage the business and affairs of the Association. The number of Directors may be ten and shall hold office for a term of two years each. Each Director shall hold office until a successor has been elected and qualified.

    The remaining Board members shall fill vacancies on the Board of Directors. In the event of a vacancy on the Board of Directors, the Board shall, at its next regular meeting of the Board, select a successor.

    The Board shall operate in accordance with the rules and regulations of the Show-Me Youth Football League. It shall be the responsibility of the Association Governing Board, hereinafter referred to as “the Board”, to assimilate, review, incorporate International Rules and/or revisions into the League’s Constitution. The Board shall establish local rules and regulations in harmony of philosophy and concept of the National Alliance for Youth Sports.


    ARTICLE VI

    BOARD MEETINGS

    Regular meetings of the Board of Directors shall be held on the last Sunday each month at 6:00pm (CST).

    Each Board member is required to attend all meetings.

    A Board member whom is absent, without excuse from the President, from two meetings in one year shall relinquish his/her position.

    Board members may attend a meeting by written proxies and shall be deemed
    as present for such meeting, provided however, that no more than two proxies per year may be utilized. An individual Board member can only hold one proxy per meeting.

    A quorum of four voting Board members must be present to conduct Association Business.

    Meetings will be conducted according to Parliamentary Procedure Rules adopted by the League.

    A Board member shall be disqualified from voting on any issue in which he/she is a candidate for a board position or a coaching position.


    ARTICLE VII

    BOARD OF DIRECTORS

    The Board of Directors shall consist of the Executive board and additional specialized officers:

    *President *Secretary
    *Vice President *Treasurer
    *Show-Me Youth Football Liaison *Equipment Manager
    *Cheerleading Coordinator Scholarship Coordinator
    Public Relations Coordinator Fund Raising Coordinator
    *voting members

    Directors may hold more than one office, except that the same person shall not hold the President and Secretary positions, nor shall the office of Treasurer and Fund Raising Coordinator be combined.

    No officer or director shall receive compensation for such office, but may be reimbursed for out-of-pocket expenses made on behalf of the Association as long as prior communication has been made with President and Treasurer before incurring cost on the Association’s behalf.


    ARTICLE VIII

    NOMINATIONS & ELECTION OF OFFICERS

    All Directors/Officers must have had some involvement in the Association or League themselves or children active in the program before their selection and election.

    The members of the Association will make nominations of candidates for Offices. After the nominations are made, the members of the Association will vote on the candidates. The two candidates with the most votes will be turned over to the Board for interviews and the new officer will be chosen by the Board. An Association member is defined as any person with direct involvement in the league such as coaches, parents, grandparents, sponsors, equipment managers, business managers, and team medics. Nominations will be made at the October board meeting. Nominees must be present at October Board Meeting to accept nomination.

    Election of officers will be held in November of each year, selected by the Board Members from among its members. The installation of officers shall be the first meeting in February, the following year.

    Terms of office will be two years.

    Directors holding offices elected in odd numbered years shall be:
    Vice President
    Secretary
    Fund Raising Coordinator
    Heart of America Liaison
    Scholarship Coordinator


    Directors holding offices elected on even numbered years will be:
    President
    Treasurer
    Cheerleading Coordinator
    Public Relations Coordinator
    Equipment Manager


    ARTICLE IX

    TRANSFER OF OFFICES

    Outgoing officers shall be prepared with procedures and all pertinent information to turn over to newly elected officers by the second week in December, and newly elected officers shall be ready to assume their responsibilities by February board meeting. Any officer may succeed himself or herself.


    ARTICLE X

    DUTIES AND QUALIFICATIONS OF INDIVIDUAL OFFICERS

    A. PRESIDENT (PRES)

    The Board of Directors shall elect the President for a two-year term.

    The President shall be the Chief Executive Officer of the Association, and shall in general, supervise and control all the business and affairs of the Association.

    The President shall serve as chief spokesperson of the Association, and has responsibility to provide for the operation of the entire league.

    The President shall preside at all meetings of the Board of Directors.

    The President may fill unoccupied Board positions; appoint coaches and standing committees with the approval of the Board of Directors.

    The President shall, in conjunction with the Treasurer, Public Relations Coordinator, Equipment Manager, and the Show-Me Youth Football Liaison, develop a league budget for ensuing years, providing for the development and expansion of the league.

    The President may approve expenditures upon communicating with the Treasurer and board associate responsible for expenditure. (Ex: Equipment with Equipment Manager, Advertising with Public Relations Coordinator… etc…)

    The President shall chair all Association meetings according to the rules adopted by the Board and has a vote in the Association business only in case of a tie.

    The President, throughout his or her term, shall be in constant communication with the Show-Me Youth Football League. All correspondence and other affairs of the league must be reported to the Board members at regular monthly board meetings.

    The President must furnish an annual calendar of events on a month-by-month basis and must provide an agenda for each regular Board meeting.

    The Board will give approval to the President, Treasurer, and SMYFL Liaison to jointly sign all Excelsior Springs Football Association checks, and all checks must have two signatures.

    Qualifications:

    Previous coaching or board experience is suggested but not necessary.

    Agree to develop a complete working knowledge of all local and international rules.

    Must be a firm, but fair disciplinarian, and not hesitate to use summary discipline when warranted.

    It is recommended that the President’s weekends during the season be at the fields on Saturdays during playing hours (est. 9:00am – 5:30pm CST) to assist in any disputes or discussions that may arise in reference to Excelsior Springs Football Association teams.


    B. VICE PRESIDENT (VP)

    The Vice President shall be elected to the Board of Directors for a two-year term and shall perform duties as may be assigned by the President and the Board of Directors.

    In the event the President is absent of incapacitated, the Vice President shall perform duties of President.

    The Vice President shall review balanced bank statements and financial reports on a monthly basis, and initial them for permanent Association records.

    The Vice President shall head the Coaches Evaluation Committee. (See Standing Committees)

    The Vice President shall ascertain that adequate insurance coverage exists prior to the beginning of any practice or registration in which any participants might be participating.

    The Vice President shall develop a procedure and system to expedite insurance claims from participants.

    Qualifications:

    Previous coaching or Board experience is suggested, but not necessary.

    Must agree to develop a complete working knowledge of all local and international rules.

    Be a firm but fair disciplinarian and not hesitate to use summary discipline when warranted, when acting in the absence of the President.

    C. SECRETARY (SEC)

    The Board of Directors shall elect the Secretary for a two-year term.

    The Secretary shall record minutes of regular Board meetings and those special meetings that may be called from time to time.

    A copy of all Board Meeting Minutes shall be distributed to each Board member at the meeting.

    The Secretary shall perform such other responsibilities pertaining to secretarial duties as may be assigned by the President. (I.e. Association Directory, Coaches Directory, Sponsors Directory,
    And collect trophy suggestions for Board vote for September Board Meeting)

    D. TREASURER (TRS)

    The Board of Directors shall elect the Treasurer for a two-year term.

    The Treasurer shall perform the faithful discharge of his/her duties and shall have charge and custody of/and be responsible for all funds of the Association.

    The Treasurer shall receive and give receipt for Monies due and payable from any source, and deposit all monies in the name of Excelsior Springs Football Association in such bank or the Board of Directors shall select other depositories as. All records will be an accurate account of receipts and disbursements.

    The Treasurer shall furnish one copy of the Association’s monthly financial statement to each Board member at each regular meeting.

    The Treasurer shall bring with the monthly report the balance statement issued from the bank for the previous month.

    In coordination with the President, Public Relations Representative, Equipment Manager, and HOA Liaison, the Treasurer shall develop an Association Budget for ensuring years.

    Disburses funds with the approval of the President and/or Board of Directors and, in general, shall perform all duties incident to the office of Treasurer or other duties that may be assigned by the President or the Board of Directors.

    Treasurer shall pre-approve any and all purchases prior to Excelsior Springs Football Association funds being expended to assure that funds are available for said purchases.

    E. CHEERLEADING COORDINATOR (CC)

    The Board of Directors shall elect the Cheerleading Coordinator for a two-year term.

    The Cheerleading Coordinator shall develop and supervise a program for Association Cheerleaders.

    Is responsible for completion of rosters and collection of league fees of each cheerleading team and turning in to Treasurer in a timely manner, no later than the first game of the season.

    Cheerleading Coordinator is also responsible for end of the year banquets, scheduling, etc….

    It is recommended that the Cheerleading Coordinator’s weekends during the season be at the fields on Saturdays during playing hours (est. 9:00am – 5:30 pm CST) to assist in any disputes or discussions that may arise in reference to Excelsior Springs Football Associations Cheerleading teams.

    Cheerleading squads must have one adult supervisor for every twelve cheerleaders.

    Cheerleading Coordinator will be responsible for the Pre-Season Concession Stand Pre-Stock and scheduling of Team Managers for working during Pre-Season Games. This will be Co-Coordinated with Public Relations Coordinator.

    F. PUBLIC RELATIONS COORDINATOR (PRC)

    The PR shall be responsible for communication with:
    Excelsior Springs paper for sign-up ads, pictures during season, and weekly scores to be submitted by Monday following the Saturday games.

    Excelsior Springs/ Elkhorn Schools for flyers and sign-ups, banquets, etc. They will also be responsible for contacting home-schooled children in the area.

    Contacting parents via flyers, emails, and postcards regarding any up-coming events for the Association.

    The maintenance and accuracy of the Excelsior Springs Football Association Website.

    The PR shall be in charge of all advertising for the Excelsior Springs Football Association.

    Public Relations Coordinator will be responsible for the Pre-Season Concession Stand Pre-Stock and scheduling of Team Managers for working during Pre-Season Games. This will be Co-Coordinated with Cheerleading Coordinator.

    The coordination of the Yearbook including:
    Team and individual photos
    Action photos
    Contact with appropriate printing company to provide project within budget.

    The PR shall have prior approval via communication with President and Treasurer before incurring expense in behalf of Excelsior Springs Football Association.

    G. FUND RAISING COORDINATOR (FRC)

    The Board of Directors shall elect the Fund Raising Coordinator for a two-year term.

    Activities subject to Board approval:
    Coordinate a short-range budget with the Board President and Treasurer, regarding fund raising projects.

    Plan and develop Association fund raising projects.

    Supervise ticket sales, and other fund raising projects and shall collect all monies and items to be returned to the association Treasurer.

    All fund raising money, ad slicks (yearbook), etc., due to Excelsior Springs Football Association Treasurer no later than August 31 of current year.

    Is required to develop a complete set of books to record receipts and disbursements of annual fund raising projects.

    The Board of Directors, other than from a team to its sponsors, must approve all solicitations.

    H. EQUIPMENT MANAGER (EM)


    The Board of Directors shall elect the Equipment Manager for a two-year term.

    Equipment Manager is in complete charge of all Excelsior Springs Football Association owned football related equipment.

    Has complete control and access to the storage facilities of the equipment during the off-season. All equipment transactions or access of any kind must be cleared with the Equipment Manager.

    Equipment Manager is responsible for providing Treasurer with packing slips for ALL equipment received for ESFA.

    Equipment Manager is responsible for developing logs to track equipment inventory coming into storage facility and for going out of storage facility.

    The equipment Manager has authority to purchase needed equipment once communication has been made prior to purchase with the President and Treasurer.

    Equipment Manager coordinates insp4ection, upgrading of equipment, and inventory.

    Typed inventory will be distributed to Board of Directors, twice annually, once prior to season, at the June monthly board meeting, and once at the November monthly Board meeting.

    Submit a budget for annual purchases to the board before November monthly board meeting.

    Have equipment ready to issue at the end of each July.

    Schedule equipment turn-in with each team Head Coach not later than two weeks after the end of the season.

    I. SHOW-ME YOUTH FOOTBALL LEAGUE LIAISON (SMYFLL)

    The Board of Directors shall elect the SMYFLL for a two-year term.

    The SMYFLL shall be the representative at all SMYFL functions during the year.

    The SMYFLL shall serve as a SMYFL Board member to act on the behalf of Excelsior Springs Football Association in all SMYFL matters.

    SMYFLL shall be present at all SMYFL monthly meetings held the third Sunday of every month.

    SMYFLL shall present the Excelsior Springs Football Association board with all pertinent information from SMYFL monthly board meetings. This information shall be reported to the ESFA board at their regular monthly meetings.


    ARTICLE XI

    OTHER FISCAL MATTERS

    The Board of Directors may authorize any officer(s) to enter into any contract or execute and deliver any instrument in the name of and behalf of Excelsior Springs Football Association, and such authority may be general or confined to specific instances.

    No loans shall be contracted on behalf of Excelsior Springs Football Association, nor shall be issued in its name unless authorized by Resolution of the Excelsior Springs Football Association Board. All checks or other orders for the payment of money shall be issued in the name of Excelsior Springs Football Association, shall be signed by such officer of the Board in such manner as shall from time to time be determined by the Resolution of the Excelsior Springs Football Association Board.

    HARDSHIP FUND

    ASSISTANCE FOR FEES: A letter describing need and assistance to the Excelsior Springs Football Association Treasurer no later than August 1 of the current year. For assistance from Excelsior Springs Football Association (ESFA) team/league fees you will need to complete an application and submit it to the Hardship committee prior to August 1 of the current year. If assistance is granted through ESFA Hardship committee, all fees will be waived. This assistance is on a per season basis as well. Upon approval by the Hardship committee all paperwork (Copies) will be provided to ESFA Treasurer for recording purposes. This paperwork is due to ESFA Treasurer by august 8 of the current year. The Hardship committee shall handle situations that arise after August 1 on a case-by-case basis.


    ARTICLE XII

    STANDING COMMITTEES

    The following Standing Committees shall be established and shall be selected by the President with approval of the Board of Directors. In the event a team is not fielded in any division, such committee may be left vacant.

    Executive Committee:
    The Executive Committee shall consist of the President, Secretary and Treasurer. They shall have the authority to act on all matters on behalf of the Association and report all actions taken at the next regular meeting of the Board of Directors.

    Coaches Evaluation Committee:
    The Committee shall be headed by the Vice President, is formed to evaluate coaches with the involvement of the Association President, and other board Members who wish to participate.




    SECTION TWO


    TEAMS
    Individual teams shall consist of coaches, players, cheerleaders, parents, and sponsors.


    ARTICLE I

    COACHES

    COACHING STAFF: will consist of one Head Coach, a maximum of four Assistant Coaches, and one Business Manager.

    A Coach should be of unquestionable character. He/She should have the interest of his players and other team players at heart at all times.

    A Coach should put good sportsmanship above all else, as set forth in the coaches code of conduct in the Pop Warner Rules and Regulations.

    A Coach will refrain from the use of profanity.

    A Coach will refrain from the use of physical contact.

    One member of the staff must have a valid first aid card.

    A Coach that violates the rules set forth in the current edition of the Show-Me Youth Football League Rules and Regulations shall be dealt with according to procedures set forth in the Show-Me Youth Football League Rules and Regulations.

    Any Coach ejected from a game will be ineligible to coach the next game. Upon second ejection, the Board has the authority to permanently suspend the coach.

    All Coaches must fill out a Mandatory Background Check form.

    HEAD COACHES

    A Head Coach must be at least 21 years of age.

    A Head Coach has signed a League coaching agreement, and has complete charge of his team affairs, also, the Head Coach is responsible for this teams conduct at all functions.


    A Head Coach is to choose his coaching staff and Business Manager and submit their names for the approval of the Board.

    A Head Coach is responsible for informing his team, coaches, and parents of the unsportsmanlike conduct rule, which reads, “ Anyone can be penalized for unsportsmanlike conduct by the Referee." First offense is a 15-yard penalty. Second offense by the same individual is automatic ejection from the football facility. If said individual does not leave immediately upon notice, his team will forfeit the game.

    The Head Coach will be held accountable for all team money. Upon request, the Head Coach must submit a financial statement, settle all claims with the league, the players and parents when due.

    The Head Coach is responsible for the distribution and collecting of all equipment. All equipment must be returned to equipment manager after the last scheduled game at a time and date to be scheduled by Excelsior Springs Football Association Equipment Manager.

    The Head Coach is responsible for the collecting of signed parental or guardian consent forms, medical certification, proof of age, scholastic fitness, and registration fees from each participant before August 1.

    The Head Coach is required to attend all Excelsior Springs Football Association monthly Board meetings the months of July through October. If the coach is unable to attend, he/she should send an alternate. If the coach missed two meetings during this time, he/she will be subject to dismissal from coaching in Excelsior Springs Football Association.

    A pre-season MANDATORY Coaches meeting must be attended by the Head Coach or his Assistant Head Coach in order for his team to be qualified for any bowl games, including the Truman Bowl.

    Any Head Coach ejected from a game will be ineligible for the next game. Upon second ejection, the Board of Directors has the authority to permanently suspend the Head Coach.

    BUSINESS MANAGER

    The Business Manager for each team is a league requirement. He/She must sign a Business Manager Agreement.

    The Business Manager is to be responsible for handling the teams fund raising projects. This includes the distribution of products, i.e. candy, and information encouraging participation of all team member, organizing group sales efforts within the team, keeping records of team and individual sales, collecting money and products at the end of the project, distribution of prizes, and turning in all information to the Treasurer.

    The Business Manager will make all remittances to the Treasurer in the form of a money order or cashiers check.

    The business Manager must submit a financial statement to the Excelsior Springs Football Association Treasurer upon request.

    ASSISTANT COACHES

    The Assistant coach will carry out such duties as agreed upon between them and the Head Coach and must be 18 years of age.

    The Assistant Coach will be in charge at practices when the head Coach is unable to attend.

    The Assistant Coach and the Head Coach will work together harmoniously even when they might be in disagreement over philosophy or fundamentals.

    Any Assistant Coach ejected from a game will be ineligible for the next game. Upon second ejection, the Board of Directors has the authority to permanently suspend the Assistant Coach.

    CHEERLEADING COACH

    The Cheerleading Coach must be at least 21 years of age and with the approval of the Head Coach be in charge of/or responsible for the following:

    Selection of uniforms to be worn by her squad with approval of Cheerleading Coordinator. A price limit on the uniforms will be set by the cheerleading Coordinator and must be approved by Board of Directors. The Cheerleading Coordinator and the Board of Directors before any purchases must approve all uniforms.

    A Cheerleading Coach must attend all meeting called by the Cheerleading Coordinator unless excused by the Cheerleading Coordinator.

    The Cheerleading Coach will abide by all the rules and governing cheerleaders in regards to tryout, registration, squad size, age, etc, as set forth in recommended Cheerleading Rules of Show-Me Youth Football League Rules and Regulations.

    Any Cheerleading Coach ejected from a game will be ineligible for the next game. Upon second ejection, the Board has the authority to permanently suspend the Coach.

    Cheerleading squads must have on adult supervisor for every twelve cheerleaders.


    ARTICLE II

    PLAYERS & CHEERLEADERS

    PLAYERS (Ages and Districts, etc.)

    Players shall be divided into two grade/age classifications, with the birthday cutoff date being August 1, each year.

    The BANTAM DIVISION shall be for players in the 3rd or 4th grade when school begins in the fall and is not yet 11 years old on August 1st. If a Player cannot qualify under the age limit they must play up in the next level. If need be 2nd Graders may participate in this age group. The ball carriers weight limit shall be 100 pounds.

    The TITAN DIVISION shall be for players in the 5th and 6th grade when school begins in the fall and is not yet 13 years old on August 1st. If a Player cannot qualify under the age limit they will be ineligible to play.
    The ball carriers weight limit shall be 125 pounds.

    Players will be allowed to add one pound to official weight to allow for shorts and T-shirt.

    Ball carrier eligible players will be allowed to gain one pound each week after the official weigh-in at the SMYFL Jamboree. All eligible players that qualify for the playoffs must re-weigh at the new limit.

    Players shall be selected from the Excelsior Springs School District or if the town they attend school in does not have a Show-Me Youth Football League program or an organized youth football league that the player qualifies to play for the players guardian may choose between the two geographically closest towns offering a Show-Me Youth Football League program. No exceptions!!!! All out of District players must be approved by the SMYFL Board of Directors by August 1st each year.

    Player suspension - Players ejected from a game will sit out the next game. They may sit on the bench with their jersey inside out.

    Final rosters are due to SMYFL by the start of play of a teams first game.

    Players will help cheerleaders in picking up all trash on their side of the field after their game.

    Players and cheerleaders involved in the last game of the day shall help pickup equipment.

    CHEERLEADERS

    Cheerleaders shall be of the same age classification as the players they cheer for. This requirement is for competitive squads only.

    A Mascot is not to be younger than five years old, and must be at least one year younger than the youngest cheerleader on the squad.

    Cheerleaders shall be confined to the districts of the team they might represent. In the event the squad in their district if full, they will be allowed to go to another district.

    An out of district cheerleader can be placed on an out of district squad only if that squad cannot be filled with cheerleaders in their own district.

    The out of district rule applies to Coaches cheerleaders only.

    Cheerleaders will help the players in picking up all trash on their side of the field after their game.

    Cheerleaders (and players) participating in the final game of the day will also pick up the sideline markers and chains.

    Cheerleaders will comply with all rules and regulations of the Show-Me Youth Football League.

    SIGN-UPS

    Within his own district, a Coach may recruit players in many different ways. Newspaper ads are common, as are posters and spring visits to the schools. Regardless of the method chosen, all recruiting messages should sp0ecify both maximum and minimum age and weights. Coaches should be mindful that when recruiting they are also representing the League and should act accordingly.

    The Board must approve sign-up dates.

    Sign-up of eligible players from filled teams will be assigned to another team via the League player pool.

    Sign-up participants must all be listed with name, address, phone number, and school district. This list should be turned into the league office.

    Sign-up of player will not be allowed after the start of a teams second regular season game without HOA approval.

    ROSTERS

    A player cannot begin practice with a team until he is signed up on the team roster with all monies and paperwork turned in…. NO EXCEPTIONS.

    A roster of the team shall consist of not more than 30 players, not less than 11 players, one Head Coach, not more than four Assistant Coaches, and one Business Manager.

    A roster must note any out of district player(s).

    All rosters should be in order from oldest to youngest.

    A preliminary roster must be typed and turned into the ESFA Secratary no later than ten business days prior to the first official weigh-in.++

    An official roster must be typed and completed with all required information and turned into the ESYF Secratary, not later than the start of the first league game.

    REGISTRATION

    A registered player must pay the current team and league fee, which is to be set annually by the Board of Directors.

    A registered player must have parental permission. A written statement is needed stating that the child has his parent permission to participate.

    All registered players must have a medical certification.

    A signed statement from an examining physician that the player is physically fit and there are no observable conditions, which would indicate, he/she should not play football.

    A registered player must show proof of age at the official weigh-in.

    A copy of a state issued birth certificate must be turned into the league before any participant can play in any scheduled game. Cut off date is second regular season game.

    A registered player must show proof of scholastic fitness.

    Proof of satisfactory progress in school is required (grade card).

    A registered cheerleader must show proof of age.

    A registered cheerleader must have a medical certification.

    A registered cheerleader must show proof of scholastic fitness.


    ARTICLE III

    PARENTS

    Parents have no official capacity nor do they have any specific requirements or rules to follow. However, it is the parent that might be the most important element in our hold program. Parents of all players are urged to exhibit good sportsmanship and demonstrate positive support of each of the players.

    Parents are encouraged to monitor their child’s team practice and perhaps assist, when and only when, asked by the Coach.

    Parents should encourage their favorite player not only with words of encouragement, but by helping to get players to and from practice on time.

    Parents are encouraged to attend all games and practices.

    Parents are encouraged to learn football rules.

    Parents are encouraged to find out about the sponsors of our Association and patronize them when possible.

    Parents should not heckle game officials or be abusive with their language. A penalty can be assessed against parents.

    Any parent ejected from a game may be subject to suspension from the following game as determined by the SMYFL Board of Directors.


    ARTICLE IV

    LEAGUE FUND RAISING

    Team fundraising guidelines will be handed out via the Fund Raising Coordinator.

    Team fund raisings that fail to follow any of the rules in this section will deny the team the right to participate in any post-season competition.

    Team and league funds will be handled through the Excelsior Springs Youth Football Treasurer.

    All remittances to the league will be by personal check, cash, money order, or cashiers check. (Registration, fund-raising money, etc…)

    Accounting of these funds is available to the Board and parents at the end of the season.


    ARTICLE V

    REQUIRED EQUIPMENT

    Players in all divisions, beginning with physical contact in practice sessions, shall wear the following equipment. Excelsior Springs Football Association will furnish these items.

    *HELMETS - Only helmets bearing the N.O.C.S.A.E. seal of certification may be worn.

    *SHOULDER PADS – Only shoulder pads furnished or approved by the Excelsior Springs Youth Football can be worn.

    *PANTS – with hip pads, thigh pads, tail pads, and kneepads, furnished or approved by the Excelsior Springs Football Association can be worn.

    OTHER EQUIPMENT that is required, but furnished by parents, include:

    *MOUTHGUARD (Keeper strap required)) MUST BE COLORED

    *ATHLECTIC SUPPORTER

    *SHOES with all-purpose sports cleats are required. No metal are allowed.


    ARTICLE VI

    PRACTICE

    Practices will begin August 1 or the date set by SMYFL rules.

    Contact practice may not begin until a player has had five practices of two hours each practice of conditioning.

    Practices may be called for five two-hour sessions per week (seven days) before school starts. Then only three practices per week will be allowed, maximum tow hours per practice. (Does not include break)


    ARTICLE VII

    PRE-SEASON / POST SEASON

    Pre-season games: Excelsior Springs Football Association funds will be used to reimburse incurred costs for ESFA pre-season games. Costs to be reimbursed shall be for the following: Referees, concession stand pre-stock (not more than $500, and with ESFA Board approval). Any remaining funds from concession stand proceeds shall be deposited back into ESFA funds after paying for Referees and concession stand pre-stock. Public relations and cheerleading coordinator will coordinate the concession stand pre-stock and scheduling of team manager to work concession stand during the pre-season games.

    Post-season games: Excelsior Springs Football Association funds will be used to pay entry fees to any HOA Pop Warner qualifying post season tournaments that an ESFA team should happen to qualify for, pending availability of funds for such and with Board approval. Such funds will be distributed between ESFA teams on an evenly equitable basis if more than one team should qualify with each team having the responsibility to make up the difference, if any.
