  TEMPLE TERRACE YOUTH PONY BASEBALL RULES AND REGULATIONS FALL 2019
 
 
Everyone will follow the Official Major League and Pony Baseball Rules superseded by the following special rules. 
 
1. BEGINNING OF SEASON (ALL DIVISIONS):  a. The first game of the season will take place on Saturday September 17, 2016. 
 
2. GAME SCHEDULING:  a. Each corresponding Player Agent will provide schedules from the Vice President to the managers.  b. Rescheduled games are at the discretion of the Player Agent and must be coordinated through the Player Agent and the season Vice President to make sure that umpires are rescheduled.  c. Those rescheduled games must be played within two weeks of the originally scheduled game or it will be counted as a forfeit by the team requesting the reschedule. Exception to this rule will be the games that are cancelled because of rainouts, although Player Agents will do their best to get the games rescheduled within the two-week timeframe, when possible. 
 
3. METAL CLEATS:  a. Metal cleats are only allowed for Pony, Colt and High school games. Anyone wearing metal cleats in any other division will be removed from the practice or game until they change into the appropriate footwear. 
 
4. TOBACCO USE:  As specified by the City of Temple Terrace, THERE ARE NO TOBACCO PRODUCTS PERMITTED IN Temple Terrace Youth Sports Complex. This includes cigarettes, cigars and chewing tobacco. The only place a person is allowed to smoke is in their car or the  parking lot.  5. ALCOHOL USE:  As specified by City of Temple Terrace ordinance, THERE IS NO ALCOHOL PERMITTED IN THE Temple Terrace Youth Sports Complex.  a. Managers, coaches, or adult helpers who have noticeably consumed alcoholic beverages shall not be permitted to participate in the scheduled game or practice.  b. Any person in the Temple Terrace Youth Sports Complex exhibiting noticeable intoxicated behavior will be asked to immediately leave the complex. 
 
6. PETS:  As specified by City of Temple Terrace ordinance, NO PETS ARE PERMITTED IN THE Temple Terrace Youth Sports Complex. This includes ALL animals (horses, goats, dogs, cats, ferrets, parrots, snakes, lizards, etc.) except service animals. Bicycles, skates, skateboards (of all types) are prohibited in the park.

7. BREAKING THE ORDINANCES:  If any of the above mentioned ordinances, or numerous others, is broken, the Board of Directors has the right to contact the Hillsborough County Sheriff’s office who is in charge of enforcing these ordinances. Any person being arrested for this may end up banned from the park.  8. GENERAL RULES FOR GAMES:  a. Time limit on Games: 
 
Shetland 1 ½ hours  Pinto 1 ¾ hours  Mustang 2 hours  Bronco 2 hours  Pony 2 ½ hours  **PLEASE NOTE that managers should agree with the umpire on the official starting time of the game before the game begins. If this does not occur, the official starting time shall be the scheduled starting time of the game.**  NO INNING SHALL START AFTER THE SCHEDULED TIME LIMIT UNLESS THE GAME IS TIED. ANY INNING STARTED BEFORE THE TIME LIMIT SHALL BE FINISHED. INNINGS ARE CONSIDERED STARTED AS SOON AS THE 3RD OUT IS MADE IN THE PREVIOUS INNING.  b. Maximum Run Rule: 
 
Shetland – Teams shall not score more than five runs per inning except in the sixth or final inning, where they may score ten run. Games shall be considered over when it is mathematically impossible for one team to catch up in six innings.  Pinto – During the first five innings, a team can score a maximum of five (5) runs per inning. The 6th inning and any inning thereafter are open, meaning all runs count.  A ten-run rule will apply after the 5th inning or 4 ½ innings, if the home team is winning.  Mustang through Pony – A ten-run rule will apply after the 5th inning or 4 ½ innings, if the home team is winning.  c. Tied Games: 
 
If a game is tied at the conclusion of the allowable time, the game will continue with the following limitations:  Shetland – Maximum of seven (7) innings will be played and no inning can start after 9:00 p.m. After the 6th inning, the game continues with tee only. Pinto - Maximum of eight (8) innings will be played and no inning can start after 9:00 p.m. After the 6th inning, the game continues with coach pitch.  Mustang - Maximum of eight (8) innings will be played and no inning can start after 9:00 p.m. except on Saturday.  Bronco and Pony – Maximum of nine (9) innings will be played and no inning can start after 9:30 p.m. on weeknights or 11:00 p.m. on Saturday.  For all divisions – if the game is still tied after any of these time limitations, the game is recorded as a tie.  (Fall Season)  ** IMPORTANT: PLEASE KEEP TRACK OF HOMERUNS HIT BY ALL YOUR PLAYERS AND REPORT THEM TO YOUR PLAYER AGENT FOLLOWING EACH GAME FOR ELIGIBILITY FOR AWARDS AT THE END OF THE SEASON.  d. Personnel on the Field:  i. There shall be no more than three (3) coaches, four (4) in Shetland and Pinto including the manager, inside the fence during a game. Each team may use an alternate coach in case of absence, provided that coach has been approved by the Board. For practices, a manager may have as many adult helpers as he deems necessary. 
 
e. Required Number of Players:  i. If at any point in the season, a team loses a player, it must be reported to the corresponding Player Agent within twenty-four (24) hours. The required registered replacement will be provided from the waiting list in the order in which they signed up. Failure to report to the Player Agent within twenty-four (24) hours, the loss of a player, or the absence of player for at least a week, will result in an automatic one (1) game suspension. No player will be added to a team after the halfway mark in the season unless the addition is necessary to avoid having less than ten (10) healthy, rostered players in Shetland and Pinto, nine (9) Mustang-Pony.  ii. Any player added after the season begins will be required to register and present a birth certificate before participating in any game. In addition, he/she must attend one (1) non-game day practice with the assigned team before playing. 
 
f. Substitutions (All Divisions):  i. In all divisions (except Colt), all players will bat in rotation. If a player is injured or ill, or removed by the manager for disciplinary reasons, the manager will notify the opposing manager, the umpire and the official scorekeeper immediately and the player will not be eligible to return to the game. His/her spot in the batting order will be skipped over and not count as an out.

 g. Pitching Rules: 
 
Follow the rules and regulations for Pony Baseball Pitching Rule Section:  i. Pinto – Two (2) inning maximum per game.  ii. Mustang – Three (3) inning maximum per game.  iii. Bronco – Four (4) inning maximum per game.  iv. Pony – Five (5) inning maximum per game  v. All divisions - For purposes of the pitching rules - once the umpire-in-chief signals “play” to the pitcher, that pitcher shall become the pitcher of record and his innings begin at that point  vi. A forty (40) hour rest period will be required for any pitcher that pitches more than three (3) innings in any 24-hour period. 
 
h. Disciplinary Action for Flagrant and Unsportsmanlike Conduct:  i. Managers, Coaches, Players and Spectators:  a. The manager must inform the appropriate Player Agent, within twenty-four (24) hours, if anyone associated with his team is ejected from a game. An ejected manager, coach, player or spectator must notify, in writing, the appropriate Player Agent who must notify the Vice President.  b. Any ejection from a game will result in a one (1) game suspension from the next scheduled game. The ejected manager, coach or spectator will be required to leave the complex. This includes pre- and postgame activities. There will be a Decisions Committee in place to hear appeals on suspension if requested. (This will consist of the President, Head of Decisions Committee and the Division’s Player Agent or their designee).  c. A second ejection will result in a two (2) game suspension to be served for the next two (2) consecutively scheduled games. The suspended person will leave the complex as stated above.  d. A third ejection will result in dismissal from the particular team. Future consideration to participate on any team or have membership revoked will be decided by the Board of Directors.  e. If ejected in the final game of the season, tournament or post-season game, the suspension will be continue into the next season, tournament or post-season game the person is scheduled to participate in. 
 
Remember – Managers will be held responsible for their own conduct, the conduct of their coaching staff, players, parents and spectators for your team. If you find yourself in a position where you can’t control one of the aforementioned parties, please contact your Player Agent immediately for assistance in resolving the issue(s) at hand.  ii. Violent Physical Contact:  a. Anyone initiating violent physical contact will be barred from present and future participation in the league, either permanently or for a specific number of years.

 b. All managers, coaches and players must participate in the post-game traditional handshake unless ill or injured, or face disciplinary action by the Player Agent.  c. PONY Baseball, Inc. and Temple Terrace Youth Pony baseball shall reserve the right to withdraw membership from any league, team, parent, spectator, player or adult volunteer, whose conduct, on or off the playing field, reflects in a manner that is detrimental to the best interest of Temple Terrace Youth Pony baseball or PONY Baseball, Inc.  d. Players, coaches, adult volunteers, parents or spectators who engage in unsportsmanlike conduct, fighting, abusive language or similarly derogatory activity, may be suspended for one or more games or possible dismissal from future membership at Temple Terrace Youth Pony baseball. 
 
i. Make-up games: 
 
All make-up games will be scheduled within two weeks of their originally scheduled date. The make-up game must be coordinated through the respective Division Player Agent.  j. Protests: 
 
In order for a protest to be valid, the following must apply:  i. The protest must have been recorded in a timely manner with the umpire, scorekeeper, and opposing manager. The timely aspect of the protest is governed by the rules of organized baseball, superseded whenever applicable by the rules of Pony Baseball.  ii. Such protest must be submitted, in writing, to the corresponding Player Agent within twenty-four (24) hours of the game in question. A meeting will be held where the managers for both teams must be present and, if necessary, the umpires of the game will be requested to attend. After all is heard, the Decision Committee will make a decision within forty-eight (48) hours. Such decision will be final. Furthermore, there will be no protest on a judgment call made by an umpire.  iii. The Head of the Decision Committee will randomly select four (4) members in good standing that are from a division other than the one where the protest was submitted. The President, Spring Vice-President, and corresponding Player Agent will also be present at the meeting of the Decision Committee. 
 
k. Complaints: 
 
Any complaints concerning players, managers, coaches, parents or umpires will be accepted and acted upon only if they are submitted in writing to the appropriate Player Agent within 24hrs. The Board of Directors will not address complaints unless an attempt has been made to try and resolve the problem with the corresponding Player Agent.  SPRING SEASON TOURNAMENT (SPRING SEASON ONLY):  There will be a spring tournament held during the week of Spring Break. One of the local PONY parks will host this tournament. The top teams, based on record at the Spring Break, will represent Temple Terrace Youth Pony baseball except in the Shetland Division.

IN-PARK END-OF SEASON TOURNAMENT (SPRING SEASON ONLY):  All teams in each division will participate in the end-of-season tournament with a double-elimination or round robin format that will be determined based on the number of teams in each division.  All-star Manager Selection: Selection of All-star managers will be at the discretion and approval of the Board of Directors. Managers who have demonstrated good sportsmanship, leadership, and character throughout the season will be given top consideration.  SHETLAND DIVISION SUPPLEMENTAL  1) GENERAL INFORMATION 
 
Any rule not covered in these supplemental rules for the Shetland Division shall then revert to the Pony Baseball Rule and the Official Baseball Rulebook.  2) LENGTH OF GAME 
 
a. Games will be played for six (6) innings with a 1 ½ hour time limit. No inning may start after the time limit.  b. No game should begin after 7:30 p.m. and no inning should begin after 9:00 p.m., except in tournament play.  c. The ten run rule does not apply.  3) PLAYER PARTICIPATION  a) Six players will play in the infield, including a catcher or rover. There shall be a maximum of four (4) outfielders and must be positioned in the outfield grass.  b) When a catcher is being used, they shall stand away from the plate until the batter swings, then field the position defensively.  c) During coach-pitch, the player playing in the pitcher’s position shall be positioned to the rear of the coach pitcher, behind the pitchers plate on either side and must have one (1) foot inside the circle until the batter has taken a swing.  d) When hitting off the tee, the player playing in the pitcher’s position must be in contact with the pitching rubber until the batter hits the ball.  e) Infielders must have both feet on the infield clay until the batter takes a swing.  f) Outfielders must be positioned 15 feet behind the baselines.  g) An outfielder is not permitted to run in and make a play in the infield. The ball must be thrown to an infielder to make the play. This does not apply to the pitcher/catcher who may tag home plate for a force out.  h) If the pitcher fields a batted ball around the pitching circle, they must throw the ball to a base to make an out (as opposed to running to tag a base or runner), unless there is a play at home plate (if no catcher is

 present). Penalty: Warning issued for the first violation of this rule but the Out will stand. Any further violation will result in the runner being declared Safe. 
 
4) UNIFORMS AND EQUIPMENT  a) Full catcher’s gear must be worn by the catcher (helmet, chest protector, shin guards.  b) Players playing the pitchers position will be required to wear a helmet equipped with a protective cage (or appropriate face guard), as well as a protective heart guard. 
 
5) PERSONNEL ON THE FIELD 
 
Only four (4) adults will be allowed on the field or in the dugout, including the manager.  Offensive Coaches:  (1) The offensive coaches must remain in the coaches’ boxes where they are not permitted to touch base runners.  (2) A third coach acts as the coach-pitcher while the remaining coach catches. The coach-pitcher must leave the playing field upon a ball being batted as not to block a fielder from making a play.  (3) If the coach-pitcher is struck with a batted ball or unintentionally interferes with an infielder’s’ play on a batted ball, then the umpire will declare a Dead ball. The hitter will be limited to first base and all other runners will advance one (1) base from the base they began if forced. Same rule applies if the coachpitcher must make a play on a ball that he/she reasonably believes will cause injury to the pitch if not for the coach’s intervention.  (4) If the coach-pitcher intentionally gets struck with a ball or intentionally interferes with an infielder’s play on a batted ball, then the batter will be called “out” and the runners will return to the bases that they occupied when the ball was batted. If a coach-pitcher intentionally interferes with an infielders attempt to make a play a second time shall be removed from that position for the remainder on the game. 
 
Defensive Coaches:  (1) Three defensive coaches are permitted in the outfield and must be positioned as follows:  (a) One coach at each foul pole but in foul territory, one (1) coach in centerfield behind the players and the remaining coach must be positioned in front of the dugout. 
 
6) WHEN PLAY STOPS 
 
a) Overthrows made by any infielder to any base on an infield hit will result in a maximum of one extra base for all runners. Each additional infield overthrow may result in a maximum of one additional base for all runners. This does not apply to overthrows being made by an outfielder returning an overthrown ball to the infield.

 b) On balls hit to the outfield, runners may continue to advance until the ball is controlled by an infielder with at least one foot in the clay.  c) If a runner attempts to advance on an overthrow from the outfield, they are subject to being tagged out.  d) On a caught fly ball, defensive players may complete a double play by throwing to the base the runner left. Defensive players may complete the double play by tagging a base so long as it is a play normally made by that position.  e) When an outfielder throws the ball to an infielder, the infielder must have control of the ball with one (1) foot in the infield grass or clay.  f) Play will stop when in the judgement of the umpire; an infielder has control of the ball in the infield and is not attempting to make a play on the advancing runner(s). At that time, the runner will be allowed to continue to the base they were attempting to attain at the time that the infielder came into control of the ball. If the infielder attempts a play on an advancing runner, then the runner will be allowed to continue until such time as the infielder stops the play. 
 
Comments from managers, coaches, parents and spectators will be of an instructional nature reflecting responsible judgment in dealing with small children. Unsportsmanlike instructions to players or indirect attempts to verbally influence the opposing team will not be tolerated. Any improper conduct on the part of any manager, coach, parent or spectator arising from an “umpires’ decisions” or any other game-related incident will be just cause for ejecting the manager, coach, parent or spectator from the game or park by a league official.  Remember – Managers will be held responsible for their own conduct, the conduct of their coaching staff, players and parents. If you find yourself in a position where you can’t control one of the aforementioned parties, and then contact your Player Agent immediately for assistance in resolving the issue(s) at hand.  8) STANDINGS 
 
There will be no formal standings kept during the season. The purpose of Shetland in our program is to introduce children to the very basic rules and, above all, for the children to have fun while participating in an organized sport.

PINTO DIVISION SUPPLEMENTAL  1. GENERAL INFORMATION:  Anything not covered in these exclusive rules for the Pinto Division is governed by the General Playing Rules for all divisions.  2. PITCHING:  a) Coach pitch for the first three (3) games of the season, then a combination of coach/player pitching for the remainder of the season.  b) Players will pitch the first two (2) innings of each game and coaches will pitch the remaining innings, and if necessary, extra innings.  c) Two (2) inning maximum per player per game.  d) When coaches are pitching, the batter is allowed six (6) pitches. If a foul ball is hit on the fifth pitch or any pitch thereafter, the batter continues until the ball is hit in fair territory or the batter misses or takes a pitch.  e) After the 3rd batter is hit by the same pitcher, that pitcher must be replaced. 
 
3. CATCHING:  a) The player in the catcher’s position must be capable of playing that position safely.  b) The umpire will have the discretion as to whether a catcher needs to be replaced or not. 
 
4. TEN PLAYERS:  An extra player is used as a 4th outfielder. No more than (6) players may be in the infield. During coachpitch, the player playing in the pitcher’s position must have both feet inside the circle and behind the pitching rubber until the batter has taken a swing.  5. CONDUCT:  Comments from managers/coaches on the field will be of an instructional nature reflecting responsible judgment in dealing with small children. Unsportsmanlike instructions to boys/girls or indirect attempts to verbally influence the opposing team will not be tolerated. Any improper conduct on the part of any manager/coach arising from umpire’s decisions or any other game-related event will be subject to disciplinary action by the League.  6. INFIELD FLY RULE:  There is no infield fly rule in effect.  7. CAGE HELMETS:  Use of a helmet with a face mask is recommended when the players are batting. Pony Tournaments require cage helmets at all times, even when on base.  8. PERSONNEL ON THE FIELD:  Only four (4) adults will be allowed on the field or in the dugout, including the manager.  Defensive: Two (2) coaches may coach the outfielders along the foul lines and at the foul poles, as long as they stand in foul territory and are not so close to the line to obstruct the

All coaches must stand in front of dugout. 
 
BRONCO DIVISION SUPPLEMENTAL   2 hour time limit (No new inning)   7 inning games   Pitchers – 4 inning maximum per game.   All players bat in rotation. 
 
PONY DIVISION SUPPLEMENTAL   2 ½ time limit (No new inning)   7 inning games   Pitchers – 5 inning maximum per game.   All players bat in rotation.
