INTERLOCK RULES & SUSPENSIONS

THE DISCIPLINE COMMITTEE WILL CONSIST OF 1 REPRESENTATIVE FROM EACH ARENA INVOLVED IN THE INTERLOCK PROGRAM DURING THE SEASON.  THE INTENT OF THE COMMITTEE IS THE FAIR AND EQUAL ADMINISTRATION OF THE FOLLOWING RULES.  CONFLICT OF INTEREST MUST BE DECLARED.  THIS INTERLOCK LEAGUE WILL ABIDE BY THE ALLIANCE RULE BOOK, THE HAMILTON MINOR HOCKEY COUNCIL CONSTITUTION AND BY-LAWS, AND THE FOLLOWING RULES:
 
TIME PERMITTING
  1. All games will consist of 3 - 10 minute stop time periods. 
  2. All games will finish as per the curfew of the home arena.
  3. All games will use a 2-man Referee system.
  4. All game sheets must be signed by the coaching staff prior to the start of the game.
  5. All game sheets mus be signed by the officials at the conclusion of the game.
  6. Incident reports mus be filled out immediately after the game and submitted to the home arena.  The home arena will then notify all arenas involved by email or phone.
  7. Home rink will change colours in the event of a sweater conflict.
  8. No changes to the schedule will be permitted.
  9. Any games cancelled due to unforseen circumstances will be recorded as a 0 - 0 tie.
  10. Failure to appear will result in the team that forfeits must pay for the 2 officials scheduled for the game.
  11. All protective equipment must be worn as specified in HMHC Constitution & By-laws, and the Alliance Rule Book.
INJURED & ABSENT PLAYERS
  1. Each team must start and finish with a minimum of 6 players or they must forfeit as per Rule 16A in the Rule Book.
  2. Teams will be allowed to call up MAJOR players from a lower carded division for injures or absent players to a maximum of 10 players per team.
  3. The coach calling up a player must get prior approval for the convenors of each division and the coach of the called up player.
  4. Call-ups must be noted on the game sheet.
  5. Call-ups are NOT ALLOWED for suspended players.
  6. Each team will be allowed a maximum of 16 players.
  7. No Juveniles are allowed on the Midget Teams.
  8. Goalies may be pulled up from the Division below or from the same division with the Convenors permission.
  9. All rules and suspensions apply to the regular season, interlock, exhibition, playoffs and the city playdowns.
  10. Tournament suspensions and penalties must be reported to the interlock committee and will carry over to the regularly scheduled games.
  11. Suspended players can serve the suspension in House League Games, Tournament games and Select Games.  These games must have been scheduled prior to the game in which the player received the suspension.
  12. A coach may not officiate the same division in which they coach.
SUSPENSIONS
  1. 4 Minor penalties for the same player during the game will result in automatic game ejection.  If the 4th occurs in the 3rd period, the player will receive an automatic 1 game suspension.
  2. 3 Stick infractions:  Slashing; High Sticking; Butt Ending; Spearing; Cross-Checking.  The player will receive an automatic 1 game suspension.
FIGHTING
  1. First fighting offence the player will receive a 3 Game Suspension.
  2. Second fighting offence the player will be suspended until reviewed by the discipline committee and the player will then be advised.
MAJOR & GAME MISCONDUCTS
  1. The player will receive an automatice game ejection.
  2. If a 10 minute misconduct occurs in the 3rd period the player could be subject to review by the discipline committee and further action taken.
  3.  Second offence will be reviewed by the discipline committee and further action could be taken.
  4. If the offence occurs after the time expired and is noted on the game sheet the player is subject to review by the discipline committee.
  5. If a player receives a Match or Gross Misconduct it is automatically referred to the discipline committee and further actions will be taken.
  6. Any coach playing a suspended player will automatically be reviewed by the discipline committee.
  7. All Suspensions can and will be served during House League games, Interlock games, Exhibition games, Playoffs, City Playdowns and Select games until suspended games are served.  These games must have been scheduled prior to the game the suspension occurred.
  8. All suspensions must be reported to all arenas involved in the interlock.
  9. All suspensions that occur, will be carried over to the next season if they have not been fully served by year end.
APPEALS
  1. All players will continue to serve their suspensions even if an appeal has been submitted until a decision has been made by the discipline committee.
  2. The Coach has 24 hours to submit an appeal to the convenor in writing.
  3. Appeals or only allowed for suspensions of 2 or more games.
ALL REFEREES CALLS ARE FINAL
  1.  Fighting before or after, off the ice, on arena property and witnessed by a member of the Executive members, convenors, rink staff and reported will result in an indefinite suspension and referred to the discipline committee for review.
  2. City of Hamilton's "ZERO TOLERANCE RULE WILL APPLY" in all cases.
  3. Players leaving the bench during an altercation on the ice will receive an automatic 1 game suspension and review by the discipline committee for possible further action.
  4. A team official being ejected from a game will result in a 1 game suspension and reported to the discipline committee for possible further action.
  5. A coach whose players leave the bench dureing an on ice altercation will receive an automatic 1 game suspension and reported to the discipline committee for possible further action.
  6. Any suspended player that is played in a game will automatically receive and additional 2 game suspension.
  7. The coach permitting a suspended player to play will receive a 3 game suspension.
  8. Any coach who fails to report a suspended player from any type of game will result in a 3 game suspension with possible further action from the discipline committee.

ABUSE OF THE OFFICIALS - Referees; Time Keepers; Score Keepers; Convenors
  1. All subject to indefinite suspension and reviewed to discipline committee for action to be taken.
  2. Any team receiving 36 minutes (or more) in penalties during the same game (excluding Majors & Misconducts) will result in the coach receiving an automatic 1 game suspension.
  3. The second offence the discipline committee will assess discipline on both major penalties.
  4. For the teams that carry only 1 goalie - when a major penalty results in the goalie being ejected from the game, the team will be allowed a 15 minute time limit to suit up another team member to take the Goalies' position.  The goalie ejected from the game will be assessed by the discipline committee for further action as needed.
CONVENORS
  1. There must be a rink convenor or executive member present at all games played at your home arena, with no exceptions.
  2. Trainers will be allowed on the ice surface during a game only after being summoned by the referee in the event of an injury.
  3. All teams will shake hands before the start of each game.
  4. Visitors will leave the surface firts and the home team will remain at their bench until all the Visitors teams has left the ice surface.
