Polices & Philosophies
Who are we and what are we all about? Good questions. North Region Basketball Association was started in 2000 by two school teachers in North York. At that time, quality basketball was not easily accessible to youth in North York. Our first season in 2000 consisted of 9 girls and 9 boys, playing 3 on 3 with an instructional component. Today, through our various programs and rep teams, we have close to 500 members of the North Region Basketball family and expect to double each year.
Our mission is to build character, one b-baller at a time. We offer many programs to promote the following; healthy active living, fair play, honesty and sportsmanship. commitment, hard work, fun, learning and a love of basketball, a love that we have developed over a combined 45 years of teaching students from ages 6 to 18.
When you register your child with us, they are in good hands. We have many people who work with your child but we will only have people who, first of all, have an excellent rapport with children and who, secondly, have a great understanding of coaching basketball. Relationships matter.

As we are a NON-Profit operating outside of school hours, we are required to pay rent on our gyms, purchase various equipment and supplies. To cover our costs we charge for our programs

Dear Parent(s):
I like to take this opportunity to stake our claim of our vision and values for our organization. North Regions Basketball Association (NRBA) is an exciting and fun environment for your child to develop skills, teamwork, and fun.
Fun is our vision through the sport of Basketball. Our coaching staff, players, and parent(s) play a key role in supporting expectations and behaviour during the season.
Our coaches are fundamentally sound with excellent knowledge of the game. We share the same values to support responsibility and diversity. Our goal is to promote confidence, learn skills with effort, and have fun. Instructional practice’s is a learning competency for your child development for the game. Our coaches, provide structure, a safe learning environment, with the ability to communicate.
Teamwork, friendship to respect each other values and ethnicities helps us to promote awareness, dignity, respect, positive self-awareness individually as a team.
Competitiveness during competition is an element of all sports. Children will adapt naturally in a competitive nature. We adhere to our organizational values to support every member in a healthy way, encourage to play in a variety of positions to play, set for success, in keeping with our vision and ideals to achieve learning as being of upmost value to character development for a healthy child.
Our coaches will provide opportunity for every member to learn fundamental skills at all levels of competence. On and off the court, our vision statement refers to equal opportunity for all. Collaboration from all of us will benefit your child's self-esteem to learning the game of Basketball and promote their own learning style and healthy values.
The Board, coaches endorse the parents to act professionally, respect, and accommodate the players in decision making on and off the court, encourage the heart, learn through practice and play the game with a positive attitude. Parent’s play an important role to support their child’s development through play: dribbling, passing, shooting on off days with good ethics in practice with a positive message in mind.
We at North Region Basketball Association endeavour to ensure safety as the primary goal to the success of our program.

Definitions 1. The following terms are defined for this policy as:
“Individuals” – All categories of membership within the organization, as well as all individuals engaged in activities with the Toronto’s North Region Basketball Association, including but not limited to, Board of Directors, volunteers, coaches, athletes, parents, and administrators. ‘Harassment”- Comment or conduct directed towards an individual or group which is offensive, abusive, racist, sexist, disability, degrading or malicious. “Sexual Harassment” - Sexual harassment is defined as unwelcome sexual comments and sexual advances, requests for sexual favors, or conduct of a sexual nature.
Preamble. Membership to the Toronto’s North Region Basketball Association and participation in its activities brings with it many benefits and privileges that are balanced by an individual’s responsibilities and obligations. This Policy defines the parameters for these responsibilities and obligations, and thus identifies a standard of behavior that is expected of all individuals.
Purpose. The purpose of this Code of Conduct and Ethics policy is to ensure a safe and positive environment within the Toronto’s North Region Basketball Association programs, activities and events, by making all Individuals aware that there is an expectation at all times of appropriate behavior, consistent with the values of the organization.
4. Conduct that violates this Code of Conduct and Ethics policy may be subject to sanctions pursuant to the Toronto’s North Region Basketball Association discipline and complaints policies. Application of this Policy;;
5. This policy applies to an individual’s conduct during the course of the Toronto’s North Region Basketball Association business, activities and events, including but not limited to, office environment, competitions, practices, travel, and any meetings.
6. This policy applies to conduct that may occur outside of the Toronto’s North Region Basketball Association business and events when such conduct adversely affects relationships within the TNRBA Basketball’s work and sport environment and is detrimental to the image and reputation of the Toronto’s North Region Basketball Association responsibilities.
7. The Toronto’s North Region Basketball Association is committed to providing a safe environment in which all individuals are treated with respect. All Individuals have a responsibility to:
a) Maintain and enhance the dignity and self-esteem of all participants by:
-
Demonstrating respect to individuals regardless of body type, physical characteristics, athletic ability, gender, ancestry, color, ethnic or racial origin, nationality, national origin, sexual orientation, age, marital status, religion, religious belief, political belief, disability, economic status or any other reason;;
-
Focusing comments or criticism appropriately and avoiding public criticism of Individuals;; consistently demonstrating the spirit of sportsmanship, sports leadership and ethical conduct;; caring and respecting the property and assets of the Toronto’s North Region Basketball Association and all individuals;;
-
Consistently treating individuals fairly, reasonably with respect and refraining from negative remarks, human behaviour or conduct;;
-
And ensuring that the rules of the organization, and the spirit of such rules, are adhered to.

b) Refrain from any behavior that constitutes harassment, types of behavior that constitute harassment include, but are not limited to:
-
Written or verbal abuse, threats or outbursts;; the display of visual material, the use of technological devices, which is offensive or which one ought to know is offensive;;
-
Unwelcome remarks, jokes, comments, innuendos or taunts;;
-
Leering or other suggestive or obscene gestures;;
-
Condescending or patronizing behavior which is intended to undermine self-
esteem, diminish performance or adversely affect working conditions;;
-
Practical jokes which cause awkwardness or embarrassment, endanger a
person’s safety or negatively affect performance;;
-
Unwanted physical contact;; or
-
Verbal retaliation, physical retaliation or threats of retaliation against an
individual who reports harassment.
b) Refrain from any behavior that constitutes sexual harassment. Types of behavior that constitute sexual harassment include, but are not limited to:
-
Sexist jokes;;
-
Display of sexually offensive material;;
-
Sexually degrading words used to describe a person;;
-
Inquiries or comments about a person’s sex life;;
-
Unwelcome sexual flirtations, advances or propositions;;
-
Persistent unwanted contact;;
-
Sexual assault.
c) Refrain from the use of power or authority in an attempt to coerce another person to engage in inappropriate activities.
d) Refrain from using alcohol and tobacco products when involved in the Basketball’s practice sessions or competitive events and manage the responsible consumption of alcoholic beverages, tobacco or vaping products in social situations associated at any Basketball’s events.
e) In the case of minors, refrain from possessing or consuming alcohol, vaping or tobacco products.
f) Abstain from the non-medical use, control or possession of over the counter/prescription medication, or performance-enhancing drugs.
g) Comply at all times with the policies, rules and regulations of the Toronto’s North Region Basketball Association, as adopted and amended from time to time, with any contracts or agreements executed with or by the Toronto’s North Region Basketball Association, and any directives or sanctions imposed by the Toronto’s North Region Basketball Association.
Coaches:
8. In addition to paragraph 7 above, Coaches have additional responsibilities. Coaches will at all times:
a) Ensure a safe environment by selecting activities and appropriate venues while establishing controls that are suitable for the age, experience, ability and fitness level of athletes, including educating athletes as to their responsibilities in contributing to a safe environment.
b) Prepare athletes systematically and progressively, using appropriate time frames and monitoring physical and psychological adjustments while refraining from using training methods or techniques that may harm athletes or the NCCP “Do no Harm Principal” – The NCCP nonetheless considers that, above all, it is the duty of all coaches to ensure the decisions they make and the actions they take will result in no harm, physical, verbal or other, to the athletes.”
c) Avoid compromising the present and future health of athletes by communicating and cooperating with sport medicine professionals in the diagnosis, treatment and management of athletes’ medical and/or psychological problems.
d) Under no circumstances provide, promote or condone the use of drugs or performance- enhancing substances or methods, and in the case of minors, alcoholic beverages and/or tobacco products.
e) Accept and promote all levels of athletes’ personal goals and refer athletes to other coaches and sports specialists as appropriate and as opportunities arise.
f) At no time engage in an intimate or sexual relationship with any athlete under the age of 18 years and at no time engage in an intimate or sexual relation with any athlete over the age of 18 if the coach is in a position of power, trust or authority over the athlete, unless the two are in a relationship.
g) Discourage inappropriate physical or emotional intimacy with an athlete, regardless of the athlete’s age.
h) Act in the best interest of the athlete’s development as a whole person.
i) Recognize the power inherent in the position of coach and respect and promote the rights of all participants in sport.
j) Abide by the National Coaching Certification Program Code of Conduct and Do no Harm Principal, certified in CPR/First Aid level C.
Athletes & Parents: 9. In addition to paragraph 7 above, Athletes and parents will have additional responsibilities to:
a) Demonstrating respect to individuals regardless of body type, physical characteristics, athletic ability, gender, ancestry, color, ethnic or racial origin, nationality, national origin, sexual orientation, age, marital status, religion, religious belief, political belief, disability, economic status or any other reason;;
b) Report any medical problems in a timely fashion, where such problems may limit the athlete’s ability to travel, train or compete.
c) Adhere to all the Toronto’s North Region Basketball Association rules, regulations and policies.
d) Adhere to the Toronto’s North Region Basketball Association requirements regarding travel, hotels, clothing, facilities, and equipment.

Definitions
The Toronto’s North Region Basketball Association Discipline And Complaints Policy
1. The following terms have these meanings in this Policy:
a) “Complainant” – The Party alleging an infraction.
b) “Days” – Days irrespective of weekend, not including stat holidays.
c) “The Toronto North Region Basketball Association Member (s)”- All categories of membership as defined in the Toronto North Region Basketball Association Code of Conduct, as well as all individuals engaged in any activities with the Toronto North Region Basketball Association, including but not limited to Board members, coaches, volunteers, athletes, parents and administrators.
d) “Respondent” – The alleged infracting Party.
Purpose
2. Membership to the Toronto North Region Basketball Association, as well as participation in its activities, brings with it many benefits and privileges. At the same time, Toronto North Region Basketball Association Members and participants are expected to fulfill certain responsibilities and obligations including, but not limited to, complying with Toronto North Region Basketball Association, policy, procedures, regulations and Code of Conduct and Ethical Behaviour. Irresponsible behavior by the Toronto North Region Basketball Association Members can result in severe damage to the integrity of Toronto North Region Basketball Association. Conduct that violates these values may be subject to sanctions pursuant to this policy and mission statement.
Application of this Policy
3. This Policy applies to all Toronto North Region Basketball Association Members as delineated in the Definitions.
4. This Policy only applies to discipline matters that may arise during the course of the association business, activities and events, including but not limited to, competitions, practices, training camps, travel associated with Toronto North Region Basketball Association activities, and any meetings.
5. Discipline matters and complaints arising within the business, activities or events organized by entities other than Toronto North Region Basketball Association, including its members will be dealt with pursuant to the policies of these other entities unless the matter is accepted by Toronto North Region Basketball Association at its sole discretion.
Reporting a Complaint
6. Any Toronto North Region Basketball Association Member in good standing (Complainant) may or can report to the Board any complaint of an infraction by a Toronto North Region Basketball Association Member (s). Such a complaint must be filed in writing, addressed to the director of Toronto North Region Basketball Association, within fifteen (15) days of the alleged incident, dated and signed.
7. A Complainant wishing to file a complaint beyond the fourteen (15) days must provide a written statement giving specific reasons for an exemption to this limitation. The decision to accept, or not accept, the notice of complaint outside the fifteen (15) day period will be at the sole discretion of the Board. This decision may not be appealed.
Disciplinary and Complaint Panel
8. Upon receipt of a complaint, the Board has appointed three (3) D&C Panel to oversee management and administration of complaints submitted in accordance with this Policy.
This appointment is not appealable. The D&C Panel are independent from of the Toronto North Region Basketball Association entities. The D&C Panel has an overall responsibility to ensure neutrality, impartial and unaligned objectivity as per this Policy, and to implement this Policy in a timely manner in confidence. More specifically, the D&C Panel has a responsibility to:
a) Determine whether the complaint is frivolous or vexatious and within the jurisdiction of this Policy. If the (3) D&C Panel determines the complaint is frivolous or vexatious or outside the jurisdiction of this Policy, the complaint will be dismissed immediately. The D&C Panel decision as to acceptance or dismissal of the complaint may not be appealed. b) Determine if the complaint is a minor or major infraction;
c) The (3) D&C Panel will take specific action related to an individual complaint only with individual’s express permission in writing/dated and only to the extent permitted, unless such action can be taken in a way that safeguards the identity of the individual.
d) As per point 20, appoint the D&C Panel, if necessary, in accordance with this Policy; e) They coordinate all administrative aspects of the complaint;
f) Provide administrative assistance and logistical support to the Panel as required; and g) Provide any other service or support that may be necessary to ensure a fair and timely proceeding.
9. The (3) D&C Panel will inform the Parties if the incident is to be dealt with as a minor infraction or major infraction and the matter will be dealt with according to the applicable section relating to the minor or major infraction.
10. This Policy does not prevent an appropriate person from having the authority to take immediate, informal and corrective action in response to behaviour that constitutes either a minor or major infraction. Further sanctions may be applied in accordance with the procedures set out in this Policy and the Code of Conduct.
Minor Infractions
11. Minor infractions are single incidents off ailing to achieve the expected standards of conduct that generally do not result in harm to others, Toronto North Region Basketball Association Members or to the sport of basketball. Examples of minor infractions include, but are not limited to, a single incident of: a) Un-sportsmanlike conduct;
b) Disrespectful comments or behavior directed towards others; either verbal, non-verbal or technology based applications; and
c) Non-compliance with the policies, procedures, regulations and directives of Toronto North Region Basketball Association.
12. All disciplinary situations involving minor infractions will be dealt with by the appropriate person having authority overt he situation and the individual involved (the person in authority may include, but is not restricted to, Board members, coaches, volunteers, athletes, parents).
13. Procedures for dealing with minor infractions will be informal as compared to those for major infractions and will be determined at the discretion of the person responsible for discipline of such infractions (as noted above in point 11). This is provided that the Respondent being disciplined is told the nature of the infraction and has an opportunity to provide information concerning the incident.
14. Penalties for minor infractions, which may be applied singly or in combination, include the following: a) Written warning; b) Written apology; c) Service or other voluntary contribution to the Toronto North Region Basketball Association; d) Removal of certain privileges as members for a designated period of time as determined; e) Suspension from
the current practices, competition, activity or event; or f) Any other sanction considered appropriate for the offense.
15. Minor infractions that result in discipline will be recorded and maintained by Toronto North Region Basketball Association to safeguard confidentiality. Repeat minor infractions may result in further such incidents being considered a major infraction.
Major Infractions
16. Major infractions are instances off ailing to achieve the expected standards of conduct that result, or have the potential to result, in severe verbal or physical harm to other persons, to the Toronto North Region Basketball Association or to the sport of basketball.
17. Examples of major infractions include, but are not limited to:
a) Repeated Minor Infractions;
b) Intentionally damaging Toronto North Region Basketball Association equipment, property or improperly handling Toronto North Region Basketball Association funds/monies;
c) Activities or behaviour that interferes with a competition or with any athlete’s preparation for a competition;
d) Incidents or suspected of physical abuse;
e) Malicious pranks, or other dangerous human activities that endanger the safety of others, including hazing;
f) Deliberate disregard for the policies, regulations and directives of Toronto North Region Basketball Association;
g) Conduct that intentionally damages the image, credibility or reputation of the Toronto North Region Basketball Association;
h) Behavior that constitutes harassment, sexual harassment or sexual misconduct; or
i) Abusive use of alcohol and any use or possession of alcohol by minors.
j) Use or possession of illicit drugs and narcotics, and/or use or possession of over the counter drugs or methods. Is a criminal offence under the criminal act in which the member (s) expulsion from the Toronto North Region Basketball Association or events. This decision cannot be appealed.
k) Unauthorized possession of prohibited weapon or restricted weapon, every person commits an offence who possesses a prohibited weapon, a restricted weapon, a prohibited device, a replica firearm, or any prohibited ammunition. Is a criminal offence under the criminal act in which the member (s) expulsion from the Toronto North Region Basketball Association or events. This decision cannot be appealed.
18. Consequences to major infractions will be decided upon by using the disciplinary procedures as set out in this Policy, except where a dispute resolution procedure contained within a contract or other formal written agreement takes precedence.
19. Major infractions occurring within competition may be dealt with immediately, if necessary, by the (3) D&C Panel having authority. In such situations, disciplinary sanctions will be for the duration of the practice, competition, training camps, activity or event only. Further sanctions may be applied but only after review of the matter in accordance with the procedures set out in this Policy. This review does not replace the appeal provisions of this Policy. Procedure for Major Infraction Hearing
20. If Board are satisfied that the complaint is a major infraction, the Board will advise the three (3) D&C Panel to review and adjudicate the complaint that strives for the impartiality, fairness and objectivity in the treatment of each case and the consideration of issues. A rendered process and liaise with all parties in the pursuit of best practices for dispute resolution.
21. The (3) D&C Panel will determine the format of the hearing, which will involve an oral hearing in person, a hearing based on written submissions or a combination of these methods. The hearing will be governed by the procedure that the (3) D&C Panel deem appropriate in the circumstances, provided that:
a) The hearing will be held within the appropriate timeline determined by the (3) D&C
P anel.
b) The (complainant) and parties will be given appropriate notice of the day, time and place of the hearing.
