As the commish you Must play non favor to any teams! If your going to make deadlines or have transactions from team to team then it's your JOB to make sure that everything handled! Meaning any player owing money or not on rosters can't Play. Your not there to only watch games but to make sure rules are being upheld. So do your job from the start and avoid situations like the one your facing!

One more thing I've never heard of something so stupid when you make a roster on any level it's the jersey # and player name wearing it. If the player who's wearing it isn't the actually player than that player should not be able to play.
