Regulation II (d)
If a person had previously resided within the league boundaries for two years while serving that league as a dedicated manager, coach or member of the Local League Board of Directors for two years, his or her sons and/or daughters are eligible to try out and be selected by teams in that league (1) provided such service to the league from which the person has moved has continued, (2) subject to written agreement from the league within whose boundaries they currently reside and (3) supported by a recommendation of the District Administrator, to Regional Director to the Charter Committee
Out of Boundary Players & Process for Little League Baseball’s Approval of Them
Little League Baseball International (LLBI) Rules and Regulations state that only those players who reside within the boundaries of Lincoln Park American Little League (LPALL) may participate in LPALL baseball & softball. There are exceptions in the form of waivers, for certain circumstances, outlined below. These waivers are approved by LLBI EXCLUSIVELY. No District Administrator, League President or other coach, manager or staff member can approve a waiver. Only LLBI in Williamsport, PA can approve a waiver. All waiver requests MUST originate and must be approved by League President.
Little League Rules and Regulations also allow waivers that would allow players, who do not reside within LPALL boundaries, to participate in LPALL Baseball & Softball. The following are four types of waivers that would allow an Out of Bounds Player to participate in LPALL Baseball & Softball.
1 - Rule 2.d Waiver
Provided to players who once resided in LPALL boundaries and participated in LPALL baseball & softball but who no longer live within LPALL boundaries. Siblings of these players may also qualify to play in LPALL. Three valid Proofs of Residency from the last season in which the player resided within the LPALL boundary are required for this waiver request.
2 - Rule 4.h Waiver
Similar to 2.d; Provided to players who had parents who volunteered at LPALL while residing within LPALL boundaries but no longer reside within said boundaries. The volunteer capacity of the parent must continue during the desired waiver period.
3 - Special Waiver Request (SWR)
Little League's Charter Committee in Williamsport PA may grant a Special Waiver of any Rule or Regulation, including the Boundary Regulation(s). An SWR is a Letter, written to the LLB Charter Committee, asking for a Waiver of a Specific Rule or Regulation
- SWRs MUST be approved by the Local League Board of Directors (At Minimum Executive Board)
- SWRs MUST be put in writing by the parent and signed by the Local League President.
- If the SWR also concerns another League, that League President's comments must be included.
- If the SWR also concerns another District, that District Administrator's comments must be included
- SWRs MUST be forwarded to the District 5 Administrator (DA) for review & comment.
- The DA will forward the SWR to Little League for Approval OR Denial by the LLB Charter Committee.
Parents, please understand that we all want everyone to be happy. The waiver process is what it is for a reason and is not to be abused.
