Code of Conduct Agreement - FPC Hoops Basketball Leagues
As a participant in this League I pledge to:
1. Treat other participants with respect at all times.
2. Cooperate with other participants and officials at all times.
3. Refrain from the use of profanity or obscene gestures.
4. Never physically hurt or cause harm to another participant or official.
5. Treat the staff, officials, other players and spectators with respect at all times.
6. Listen to, and follow, all given instructions/directions from officials and league workers.
7. Respect the gym, sports equipment and facility amenities.
8. Participate in a sportsmanlike and safe manner at all times.
9. Read and review the league rules and policies and adhere to them at all times
10. Uphold the league philosophy of healthy competition and sportsmanship.
11. I understand that the league directors do not monitor or manage playing time and it is at the discretion of the captain. However, captains should ensure that all players should play on average 50% of the games over the course of the season. Some games may be more, some less, but should be at least 50% over the course of the season. ALL players are expected to sub out at each game unless their team has only 4 or 5 players. Playoffs are play to win, and playing time may be more limited, but ALL should play and contribute.
If I cannot participate according to this Code of Conduct, then depending on the seriousness of the
offense(s), any or all of the following consequences may occur:
a. Verbal warning
b. Technical foul for unsportsmanlike conduct.
c. Ejection from game (and premises) for 2nd technical foul. Failure to leave in a timely, calm manner will result in a forfeit and cancellation of the remainder of the game for your team. All ejections will also result in a ONE (1) game suspension, and must be served at the next game (including playoffs or if it carries across season boundaries.)
* 2 technical fouls over the course of a season will also result in a 1 game suspension. After 2 technicals have been accumulated in a season, each and every technical will result in a 1 game suspension.
d. Expulsion from the league entirely (excessive technicals, poor conduct, fighting, etc.)
Registration / Fees / Gym Rules
Registration:
1) The Registration period for the next season will begin at the conclusion of the current REGULAR season. Registration is given priority to players with the MOST league seniority. New players will be only able to join if there is a spot that is still open.
2) Players will fill out both a “Player Information Sheet”, and a “Release of Liability Form” MUST be on file. Payment of league fee and jersey fee (if needed, see below) is required at the time of registration. All forms and complete fees must be in for a player to be considered “Registered” for the upcoming season. (There will be no “holding a spot” for ANYONE who has not completed all the form and fee requirements).
3) Once the league has filled all the spots, a waiting list will be established. Players on the waiting list are required to fill out the forms mentioned above. League Fees won’t be due until they are added to a team (in proportion to the # of games left in the season – your fee will be the refunded amount given to the player you are replacing).
League Fees:
1) League fee is $120 for the season. Season is 10 Regular Season games + Playoffs (top 7 teams in a 8 team league).
Jersey Fees / Rules:
1) Jerseys are high quality reversible jerseys (Navy / White). League jerseys must be purchased when player registers for the league for the first time. Jersey Cost is $25. Jerseys only need to be purchased one time. You can use it for as many seasons as you wish as long as it is still in a “like new” or at least good condition. We do not require a new purchase of a jersey each calendar year, or change colors each year so that a new jersey must be purchased. A player is welcome to purchase a new jersey at any time if he feels it has worn out due to age, or just wants a new one, etc. IF the majority of Jerseys in the league are beginning to show their age after a few years, a League decision may be reached to require replacements at this time.
2) Lost or damaged jerseys must be replaced with the purchase of a replacement. If the league has no jerseys of your size in stock, a player may bring a similar jersey of his own for approval for use until a replacement jersey can be ordered. If the players own jersey isn’t similar enough, a “substitute” jersey will be provided by the league until the jersey order comes in, or for the balance of the season (depending on when the need arises).
3) League jersey should be worn for all games. A player on occasion, can use a different jersey. However, this is just a courtesy, for a once in a while occasion. If the league jersey is lost, the player will need to purchase a replacement.
Gym Rules:
Sportsmanship/Conduct:
All players are expected to show good sportsmanship and adhere to the code of conduct listed at the top of this page. Any player who fights or threatens another player, official, or league worker will be dismissed from the league. This includes anytime that the player is on the premises. This includes all areas, of the facility and anytime before, during, or after a game. Player will be BANNED from any and all future leagues and activities at FPC with NO refund of fees!
Facility:
1) Treat the entire facility including gym, bleachers, locker rooms, weight room, restrooms, parking area, etc. with respect. Clean up spills or report them. Flush toilets after use. Don’t spit on floors / walls. Don’t damage anything out of frustration / anger, etc. (throwing items / kicking chairs, slamming doors, etc.).
2) Please throw out your garbage from the bench area before leaving. Also be sure not to leave trash in the bleachers or parking lot, etc. Throw paper towels in the can in the restrooms. If you have trash, find a receptacle to place it in.
3) Players ONLY on the bench and on the bench side of the court. No spectators or players warming up before their game. There will be enough room on the bleacher side for players waiting for their game to stretch (NO balls allowed while game is in progress)
4) NO children are permitted in the gym without a parents supervision (NOT A PLAYER)
5) Children are not permitted on the court, on the playground, or running around at any time. They MUST be seated in the stands with their parent.
6) ONLY League players are allowed on the court. NO shooting, etc. by spectators at any time.
7) NO outside balls. Warm up balls and a game ball will be provided.
Game Rules:
Time Rules
Start of Game / Forfeits / Warmups:
1) Game time is START time! Game will start if both teams have at least 4 players present. We will not wait for a 5th player to arrive, or for him to "get dressed". Game time is start time! If a team does not have 4 players present at the game start time, the clock will run for 5 minutes before a forfeit is declared. A team may get 2 extra minutes before forfeiting if they give up their timeouts for the first half. Time spent waiting will be deducted from the first quarter (except the time of timeouts if they were used). If a game is declared a forfeit, the teams may play pick-up until 10 minutes before the next game's starting time. (No Refs, No Book, No Clock)
NOTE: Unforeseen delays in gym setup are the only reason why the first game would start late.
2) There will be a 5 minute warm up / preparation period before the start of the game. The first 4 minutes on the clock are to “Warm up” and the final minute for “Game prep”. A warning horn will be signaled with 1 minute remaining on the clock. This is the time to set lineups, huddle with team etc. NOT a time for additional warm up! Warm up balls will be collected by coaches and brought to the table to be put away during this time also. Both teams should be at the jump circle at the expiration of the warm up clock.
Penalty: Will be considered a “Delay of Game” and fall under rules for “Delay of Game”
Game Timing / Playing Time:
1) Two 18 minute half’s. Running clock until the 10 seconds of the first half and the last minute of the game. (Clock does not stop for Technical Fouls UNLESS it is the “Stop Clock” portion of the game).
2) Three timeouts per game. Timeouts are 45 seconds in duration.
3) Halftime is 2:30 minutes.
4) If there is a 15+ point margin with less than 1 minute left in the game –or- a 25 point margin anytime during the 2nd half, the game clock will not stop except for timeouts or injury.
5) ALL players MUST play a minimum of 15 minutes per game on average during the regular season. Playoffs, all players should play, but playoffs Are “playing to win” and playing time could be affected.
6) Overtime: The first overtime period is 2:00 minutes with a Running clock. The clock will stop in the last 30 seconds of the overtime period. An additional timeout is added for each team for the first OT only.
a. Each additional overtime period will be reduced by 30 seconds. These periods will also be running clock until the last 30 seconds of the overtime period. NO additional timeouts are added for the 2nd and 3rd overtime. If a game goes to a 4th overtime period, the first team who scores will win the game (NO clock).
DELAY OF GAME:
· Delay of game is at the discretion of the referees. A warning will be issued for the first occurrence. The 2nd and any occurrences after that will result in a technical foul. Examples of Delay of Game are Delayed Game Time Start, knocking ball away after a made basket, etc. Cursing (including using the Lord’s name in vain) that is out of frustration with one’s OWN play or just a “slip of the tongue” is also considered a Delay of Game.
SUBSTITUTIONS:
· A player must check in at the scorekeeper’s table. Wait for the official to call you into the game.
· Players subbing in during free throws must wait until before the last free throw to check-in on all 2 or 3 shot fouls.
Fouls
PERSONAL FOULS:
- Each player shall have 5 (FIVE) personal fouls before fouling out.
TEAM FOULS:
- One + one bonus after seven (7) team fouls
- Two (2) shot bonus after ten (10) team fouls.
- Technical Fouls for unsportsmanlike conduct count as a team foul (A Delay of Game technical does not)
FREE THROWS:
Technical Fouls
PLEASE NOTE: Clock will follow league rules during a technical. If it’s the “Running Clock” portion of the game, the clock WILL RUN (ONLY exception is if referees need to discuss, or if staff needs to calm the situation down. Clock will resume running when official gives player the ball to shoot the technical shots). Clock will STOP if it’s the “Stopped Clock” portion of the game. This is to HIGHLY discourage getting to the point of a technical.
Technical Fouls (Delay of Game):
· Technical fouls will be assessed for a 2nd and any subsequent “Delay of Game” called on a team. (1st Delay of Game on a team is a WARNING). Examples of Delay of Game are Delayed Game Time Start, throw in plane violation, knocking ball away after a made basket, huddling after FT . Cursing (including using the Lord’s name in vain) that is out of frustration with one’s OWN play is also considered a Delay of Game. 2 Delay of Games will result in a Technical Foul and will result in 2 shots + the ball (HS Rules). A Delay of Game technical does not count as a Personal Foul or a Team Foul, or a technical foul against the player.
Technical Fouls (Unsportsmanlike):
· Technical Fouls will be assessed for any Unsportsmanlike Behavior by a player. Cursing (including using the Lord’s name in vain) is considered unsportsmanlike if it is directed at another player, official, or league administrator. If the cursing is also verbally threatening to another player, official, or league administrator, an Unsportsmanlike Technical will be assessed. A Technical will result in 2 shots + the ball (HS Rules). A technical will also count as one Team Foul.
o 2nd Technical: If a player receives a 2nd Unsportsmanlike Technical, he is EJECTED from the game, and MUST Sit Out the Next Game (EVEN if the Next Game is a Playoff Game, or will be in the Next season). He must leave the gym in a timely manner. The game will be stopped until the player exits the facility and may result in a forfeit for his team if he fails to leave the premesis.
NOTE: Any physical altercation such as shoving, etc. will result in an automatic 2 game suspension. Fighting (punches thrown) will result in a permanent ban. Threatening a player, worker, or referee also will result in a permanent ban.
Players who accumulate 2 unsportsmanlike technical fouls in the course of a season will be suspended for 1 game, and each technical afterwards for the remainder of the season will also result in a 1 game suspension.
