Tournament Rules

***ABSOLUTELY NO TOBACCO OR ALCOHOL, OF ANY KIND, IS ALLOWED ON TOURNAMENT PREMISES. INCLUDING PARKING LOTS. THANK YOU.***

TEAM INSURANCE

All teams must bring a copy of their team insurance to the tournament in order to play. By showing your valid team insurance you understand and agree that The League assumes NO responsibility for ANY damages or injury to any players, coaches, umpires, family members/fans, personal belongings, automobiles, etc.

MANDATORY TEAM CHECK-IN and MANDATORY ARRIVAL TIMES

At least one hour before your first game, please find the On-Site Tournament Coordinator, and provide them with:

-Filled out Team Roster form, from the Handouts tab on this site.

-Valid team insurance.

-Copies of birth certificates for all players on roster.

***Teams MUST be on-site one-hour before each scheduled game time and be prepared for EARLY start times***

GAMES

Each team will play in a minimum of three (3) games.

-Two pool play games on Saturday.

-At least one game on Sunday.

--Single elimination, playoff bracket format.

--Two semi-final games (#2 v. #3, and, #1 v. #4).

--One championship game to follow the semi-final match-ups.

*Tournament Director reserves right, when daylight dictates, to change Sunday formatting, ensuring all teams at least one Sunday game, committing to the third game of the weekend.*

HOME TEAM DETERMINATION

During Pool-Play:

-Coin Flip

-Umpire's decision between "clicker flip" or "odd-even inning clicker guess"

During Bracket-Games:

-Higher Seed

SEEDING WILL BE DECIDED BY:

-Overall win percentage.

-Head-to-head record.

-Run differential.

-Runs allowed.

-Runs scored.

-Coin flip.

OFFICIAL SCOREKEEPING AND SCORE REPORTING

Recommend both teams have a scorekeeper. Home team will be designated as Official scorer. If home team does not have a scorekeeper, then the visiting team will be designated as Official scorer. If neither team provides a scorekeeper, the game will be played for only 90 minutes and will be marked as a Tie Game, 0-0.

After game, scorekeepers should get together and ensure the score is accurate, then, report the score to the On-Site Tournament Coordinator.

GAME LENGTH AND TIME LIMITS

*subject to change at all times based on weather, daylight, unforeseen circumstances outside our control.

**Sunday/Bracket games will use the CALIFORNIA TIE-BREAKER for any extra inning games that begin after No-New Time. League Director reserves the right to make any immediate changes needed in order to find a game-winner and keep the tournament moving/on-time.**

12U and Younger Divisions will play 6 inning games.

13U and Older Divisions will play 7 inning games.

All Saturday/pool-play games will have the following rules in effect:

10U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

11U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

12U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

13U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

14U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

16U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

All Sunday/bracket games will have the following rules in effect:

10U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

11U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

12U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

13U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

14U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

16U: no-new-inning 1 hour 50 minutes | drop-dead 2 hours

ALL CHAMPIONSHIP GAMES will have a no-new-inning 2 hours. No drop-dead.

November 18/19, 2017 Tournament - ALL 13U GAMES played with no-new-inning 1 hour 50 minutes | drop-dead 2 hours.

RUN RULES

All games will have the following run rules in effect:

-20 runs after 1 inning. 15 runs after 2 innings. 12 runs after 3 innings. 10 runs after 4 innings. 8 runs after 5 innings.

PLAYER EQUIPMENT

Metal Cleats allowed 13U and older divisions. Metal cleats NOT allowed in 12U and younger divisions.

-Player found wearing metal cleats illegally must change his cleats before he can return to the game.

No wooden bats allowed.

14U Division must use -3 BBCOR bats only.

13U Division and younger  must have 1.15 BPF or BBCOR stamp.

Work together as coaches and umpires. If there is a younger or much smaller player, speak at the plate meeting about this player perhaps using a different bat. We want to be fair in all aspects of all these young men getting true competitive repetitions.

Any batter caught in the act of using an illegal bat will be called Out. Bat will be marked and removed from game. Second offense of using any illegal bat by a team in the same game will result in a forfeit (Loss, 7-0). Third offense within same tournament, will result in complete forfeiting of all tournament games: past, present, and future.

Players must be properly equipped (athletic cup/supporter) at all times. Any player found playing without proper equipment will be removed from the game and the head coach will be ejected for only that game.

Loose jewelry NOT allowed. *Umpire discretion*

ILLEGAL PLAYERS

Any team using an illegal player or players will forfeit that game (Loss, 7-0). Any previous games, won or lost, will be forfeited (Loss, 7-0). And, will forfeit any remaining games (Loss, 7-0). No refund will be provided to team/program.

FLAGRANT CONTACT

If there is a collision between a runner and a defensive player possessing the baseball, the umpire will judge whether or not the collision was avoidable. If it is decided the baserunner intentionally attempted to dislodge the ball, he will be declared Out; the ball will be called Dead; any other basrunners will be returned to the last base they touched at the time of the interference. A flagrant collision is subject to ejection. *Umpire discretion*

SLIDE OR AVOID RULE

All baserunners must slide or avoid contact with any defensive player that already has possession of the ball or is declared, in the umpires' opinion, to be in the act of possessing the ball.

If the judgement of the umpire is the runner did not legally slide nor attempted to avoid contact, the runner will be declared Out.

If the umpires' opinion is the contact made was malicious, the player will be ejected.

When in doubt, slide Straight at the base, do NOT slide Beyond/Through the base, stay Down/do NOT Pop-Up at the base. When in doubt, after already being forced out at the base, deliberately peel out of the way of the continuing play.

COURTESY RUNNERS

Courtesy runners are allowed at any time for the pitcher and catcher. Courtesy runners MUST be used for the pitcher and  catcher with 2 outs in an inning. If you are batting 9 or 10 batters, and have at least one player on the bench, that/those bench player(s) must be used as the courtesy runner(s). If you are batting you entire roster, the last batted out must be used as the courtesy runner. If the last batted out is the pitcher or catcher, then, it goes to the last batted out before them.

"THIRD-to-FIRST" PICKOFF

Legal at all levels in all games!

UMPIRES and CONDUCT

10U, 11U, 12U will have one umpire per game; 14U and above will have two umpires at each game.

13U will 99% of the time have one umpire per game. We work diligently to provide 2. But, expect to see just 1.

Head coaches are responsible for themselves, their assistant coaches, their players, and their fans. Please be respectful to your umpires, opponents, and on-site coordinator. At the end of the day, we're all just trying to get competitive reps and aggressive/malicious behavior isn't necessary.

If a player is ejected, they will be removed, sight and sound, from the current game. It will be determined by the on-site coordinator if the player will return in the very next game, after serving a full-game suspension, or will not return at all.

If a coach or parent is ejected, they will be removed, sight and sound, from the current game. They will not be allowed to return for the remainder of that game as well the next game the team plays. It will be up to the on-site coordinator if the parent will return after serving their suspension, or will not return at all.

DIMENSIONS and EQUIPMENT

10U: 46 foot mound and 65 foot bases.

11U: 50 foot mound and 70 foot bases.

12U: 50 foot mound and 70 foot bases.

13U: 54 foot mound and 80 foot bases.

14U: 60'6" mound and 90 foot bases.

New game balls provided for each game.

LINE-UP, PLAYING TIME, PITCHING LIMITATIONS

A team may bat 9 batters, 10 batters (utilizing an "Extra Hitter" (EH), or, all their batters.

-The Designated Hitter (DH) may be used in any age division.

There is no playing time minimum.

There are no pitching limitations. Coaches, please use common sense and discretion for player safety when making pitching decisions.
