SECTION I – LEAGUE CONSTITUTION

SPIRIT OF THE LEAGUE
Arlington Coed Kicks (ACK) aims to promote the game of soccer in a competitive but friendly environment, where fair play and good sportsmanship take priority.

PLAYER AND TEAM ELIGIBILITY
-
Players must be at least 18 years of age at the start of a season to participate.

Teams are considered official when they have completed the following:
-
Paid for the team fee set by the League
-
Registered a rosters with a minimum of 15 players
-
Late payments will incur penalties
-
Maintain 50% Arlington Residency. Proof of residency shall be required to establish residency status, as outlined by Arlington County. Residents consist of players that:

live in Arlington County
-
work for (or spouse of employee) Arlington County government
-
go to school in Arlington County
-
are stationed on military orders in Arlington County.
-
Business residents, defined as anyone who works in Arlington County, count towards residency but the out of county fee is applicable and will be applied to the team fee.

DIVISIONS
-
Open divisions, may be combined based on completed team registrations.
-
D1 - Players who have played at a collegiate level
-
D2 - Players who have played organized soccer at a high level
-
D3 - Recreational players or those new to the sport

Masters division is for players 30 and over within the calendar year, with the exception of goalkeepers
-
NUMBER OF PLAYERS
-
11v11 – Maximum of seven of the one gender and minimum of two of the other gender
-
To avoid forfeit within 10 minutes of game start, teams must have a minimum of seven players
-
8v8 - Maximum of six of the one gender and minimum of one of the other gender
-
To avoid forfeit within 10 minutes of game start, teams must have a minimum of five players
-
Captains may agree to play without the gender requirements, but play must remain coed.

EQUIPMENT
-
Shin guards are required and must be covered entirely by socks
-
A player must not use equipment or wear anything that is dangerous to themselves or others. Jewelry that is of medical or religious nature, or are extremely difficult to remove, may be taped over and be deemed safe for play by the referee. Watch-style fitness trackers may be worn if covered by a wrist band or other similar protective covering. If a player on the field is deemed unsafe by the referee, they must leave the field to address the issue before returning. This alone is not a cautionable offense.

Only soccer/athletic shoes are acceptable. No “street shoes” or metal-cleated shoes allowed. The referee’s decisions about footwear suitability are final.

Uniforms must consist of like-colored shirts. The home team will change shirts if there is a color conflict.

Referees have the ultimate authority for deeming unsafe equipment.

LAWS OF THE GAME
ACK follows FIFA rules and guidance with the following exceptions:
-
Slide tackling is not allowed and will result in a direct free kick.
-
Subbing is permitted at any stoppage of play; however players must notify the assistant or center referee prior to subbing and be permitted by the center ref. It is recommended that subbing occurs at the midfield line.

Regulation games consist of 2 x 40 minute halves with a 5 minute half-time and no overtime.
-
Games that end prior to halftime are not considered official unless they were terminated due to matters involving player misconduct.
-
Playoff games that end in a tie will go into two 5-minute overtime periods (no golden goal) and then penalty kicks, if necessary.

FIELD RULES
Players shall follow the Arlington County Park Rules and Regulations. Please keep in mind that some fields do not permit animals. Alcohol is not permitted at any field.
In the event of inclement weather or lightning/thunder, the game may be delayed. Play may resume 30 minutes after the last lightning strike at the discretion of the ref.

DISCIPLINE
In the event of member infractions and violations to the League guidelines, the Board may need to follow the disciplinary actions on the following assumptions.

Referees have the ultimate authority to assign player infractions.

Yellow Cards
-
Players who receive a yellow card must leave the field for two minutes, except for goalkeepers.
-
Card accumulation: a player that has received three yellow cards in a single season will receive a one game suspension.
-
Red-carded players may not be replaced and must sit out for the game in which they’re ejected and the team’s next scheduled game. Red-carded players must leave the field of play immediately following ejection and game play will not resume until the player leaves the facility. Failure to leave the field may result in game suspension and the game will not be rescheduled.

Fighting is not allowed and may result in expulsion from the league.
-
Failure to keep the carded player out of the next game results in the forfeiture of that game.
-
Providing misleading information about a carded player may result in further disciplinary actions.

A team that is issued three red cards will lose three points in the standings. Four red cards in one season will result in expulsion of the team for the remainder of the season.

Arlington Coed Kicks reserves the right to dismiss any player or team from the league that consistently displays dangerous play. No financial reimbursement will be made to such players or teams for missed games. ACK’s decisions regarding such cases are final.

Red cards issued in the final game of season shall carry forward to the next season the member issued the card registers for.

TEAM CAPTAIN RESPONSIBILITIES

Attend League meetings as scheduled. If they are unable to attend, a representative shall be sent.
-
Relay player registration instructions to members and collect fees.
-
Pay the team fee prior to the season start.
-
Game reports shall be submitted within 48 hours of play
-
Player infractions should be reported with full name and details of the infraction
-
Team captain should relay any League communications and inform members of League rules and regulations.
