Note: Solid one piece wood bats are permitted for use in all divisions and must conform to Rule 1.10. No laminated or experimental bats shall be used in a game.
Tampering or altering bats may violate certain federal and state laws and voids the USA Baseball certification, as well as all manufacturer warranties. Rolling is considered tampering and would void the bat’s certification and make it illegal for play.
NON-COMPLIANT BATS FOR - BABE RUTH BASEBALL
The NCAA recently conducted additional testing of the previously-certified 33 in./30 oz. Louisville Slugger 2020 Meta (-3) BBCOR baseball bat. The conclusion of this additional testing resulted in the NCAA and the National Federation of State High School Associations (NFHS) removing this specific model from their approved-for-play bat list. At this time, no other sizes of this bat model, or any previous model years of the bat model, have been decertified.
NON-COMPLIANT BATS FOR - BABE RUTH SOFTBALL:
Contained below is a current listing of non-compliant bats that are not eligible, or approved, for use in any Babe Ruth Softball program or activity.
* Babe Ruth League Softball has been advised that Louisville Slugger is recalling the entire current line of the OneX fastpitch softball bat (all lengths and weights) from the market.
* Easton Ghost (GOLD) is not permitted in any level of Babe Ruth Softball Play.
This does NOT affect the (BLUE) Ghost Blue is permitted.
PENALTY
- If the illegal bat is discovered prior to a batter completing his "at bat" the bat is simply removed from play and the "at bat" continues.
- A player who uses an illegal bat or non-conforming barrel dimension and hits a fair ball will be ruled out. No advancement on the bases will be allowed, and any outs during the play shall stand. This is an appeal play. The "at bat" will be considered legal once a pitch is thrown to the next batter.
- Any bat discovered prior to the game that does not conform to the above rule shall be directed to be removed immediately and not be allowed for use during the game.

Latest Rule Changes for 2024
The International Board of Directors has approved the following rule changes beginning with the 2024 season. These changes will be reflected in the 2024 Babe Ruth League, Inc. Rules and Regulations.
Rule Changes Beginning with the 2024 Season (Please note Division or Level of Play)
The Babe Ruth Baseball 13-15 Division will become the Babe Ruth Baseball 13-16 Division. The official tournament trail for the Babe Ruth Baseball 13-16 Division and the Babe Ruth Baseball 16-18 Division will be as follows:
- 13-Year-Old tournaments (District, State, Regional, and World Series)
- 14-Year-Old tournaments (District, State, Regional, and World Series)
- 13–16 Year-Old tournaments (District, State, Regional, and World Series)
- 16-18 Year-Old tournaments (District, State, Regional, and World Series)
Babe Ruth Baseball Rule 0.02
Babe Ruth Baseball 16-18 – Age Determination Date – Clarification – Any player born on or after January 1, 2005 will be eligible for Babe Ruth Baseball 16-18 Division competition – Season of 2024.
Babe Ruth Baseball Division - 15-Year-Old Swing Player – This rule has been eliminated.
Babe Ruth Baseball Division - 13-Year-Old Prep and 16-Year-Old Prep – For chartering purposes, these divisions have been eliminated.
Babe Ruth Baseball Division – Rule 6.10 – Any Babe Ruth 13-16 and 16-18 league may elect to use the Designated Hitter Rule.
Babe Ruth Baseball Division – Rule 11.05, #12 – The Designated Hitter (DH) Rule 6.10 and Courtesy Runner Rule 3.04(a) are allowed in the 13-16 and 16-18 Division.
Babe Ruth Baseball Division – Rule 11.02, #1 – Team Composition – Each Babe Ruth 13-16 and 16-18 Division tournament team shall consist of no less than twelve (12) players and no more than eighteen (18) players, one (1) manager, and three (3) coaches.
a. Each Babe Ruth 13-16 and 16-18 tournament team may consist of any eighteen (18) players from the league or division regardless of age or position played during the local league regular season.
Cal Ripken Baseball Division, Babe Ruth Baseball Division, and Babe Ruth Softball Division – Determination of Pool Play Standings – Addition of Criterion #5 – Coin Flip
All coin flips are governed by tournament jurisdiction as determined in Rule 11.06. If the results of the run differential with a maximum of 10 per game of the teams involved cannot break the tie, the tie is broken using a coin flip. In the event of 3 or more teams tied, a coin shall be assigned to each team. The coin landing on the opposite side as the others advances. If all coins land on the same side, teams must re-flip. The remaining teams’ tie is broken by reverting to criterion #2.
Cal Ripken Baseball Division, Babe Ruth Baseball Division, and Babe Ruth Softball Division – World Series – Important: All members of the official roster must report at their designated team report time (local time of the series) on the scheduled day of travel. Players and coaches on the official roster not arriving at the designated team report time will not be permitted to participate in the World Series without a written approved waiver from Babe Ruth League Headquarters prior to traveling to the site.
PENALTY: Any player, or replacement player, manager or coach who violates this rule shall be ineligible in the current level of tournament competition.
Babe Ruth Softball Division – Rule 11.07(h) – 8U COACH PITCH OR PITCHING MACHINE SECTION - Each batter will have three (3) swinging strikes or a maximum of four (4) pitches.
Babe Ruth Softball Division - POWERS OF DISTRICT, STATE, AND REGIONAL COMMISSIONERS – Annual State fees may be established. State fees, as well as any other league or team assessments, must be submitted and approved in writing by the Regional Commissioner and Babe Ruth League, Inc.
2023 RULE CHANGES
The International Board of Directors has approved the following rule changes beginning with the 2023 season. These changes will be reflected in the 2023 Babe Ruth League, Inc. Rules and Regulations.
Cal Ripken Baseball, League Age 8, 9, 10, Tournament Regulations - Rule 11.05, Paragraph 4(a) – A pitcher shall not deliver more than 75 pitches in the same game or on the same day.
- If a pitcher pitch 1-40 pitches in a game or day, no rest is required.
- If a pitcher pitches 41-65 pitches in a game or day, 1 day rest required.
- If a pitcher pitches 66 plus pitches in a game or day, 2 days rest required.
Cal Ripken Baseball Division, Babe Ruth Baseball Division, Babe Ruth Softball Division, Babe Ruth Buddy Ball Division - Jewelry is permitted in all divisions of Babe Ruth League Inc. Umpires have the authority to remove anything believed to distract or increase risk to player safety. Medical alert or religious bracelets or necklaces are not considered jewelry.”
Cal Ripken Major 60 World Series (11/12-year-old players) - Due to the decline in player participation at the State Tournaments and Regional Tournaments, the Cal Ripken Major 60 World Series has been eliminated. Individual States and Regions are permitted to host a Cal Ripken Major 60 tournament if so desired.

Softball Tournament Teams - 8U; 10U; 12U; 14U; 16U and 18U - $50
Babe Ruth Softball Division - Rule 8.02 (The Pitcher)
(a) The pitch starts when one hand is off the ball, or the pitcher makes any motion that is part of the windup. In the act of delivering the ball, the pitcher shall not take more than one step which must be forward, toward the batter, and simultaneously with the delivery of the ball to the batter. Towards the batter is interpreted as within the twenty-four” length of the pitcher’s plate.
(b) For a legal delivery: The pitcher is allowed to have their pivot foot remain in contact with the pitcher's plate, push off and drag away from the pitcher, or leap with both feet in the air simultaneously.
Note: Allowing the pitcher to have both feet in the air does not allow pitchers to crow-hop or re-plant. These two actions are illegal.
Babe Ruth Softball Division - Illegal Pitch, Rule 8.06 Penalty - Remove the penalty of advancing a runner one base on illegal pitch for 8.01 - 8.06. All other parts of the penalty remain the same.
Babe Ruth Softball Division - Courtesy Runner - Add to existing rule - After a team has used its eligible players for this rule, teams shall be allowed to use its last completed at bat to run for the pitcher or catcher.
2022 RULE CHANGES
The International Board of Directors has approved the following rule changes beginning with the 2022 season. These changes will be reflected in the 2022 Babe Ruth League, Inc. Rules and Regulations.

Tournament Regulations - Rule 11.02, Team Composition, Number 1(b), NOTE (Cal Ripken Baseball and Babe Ruth Baseball) - At no time is it permissible for a player, manager, or coach to appear on more than one “active/participating” tournament team roster in the same year.

Tournament Regulations - Rule 11.05, Playing Rules, Number 4, NOTE (Cal Ripken Baseball and Babe Ruth Baseball)– Note has been deleted: No pitcher shall appear in a game as a pitcher for three (3) consecutive days regardless of the pitch count.

Tournament Regulations- Rule 11.05, Playing Rules, Number 4(a), Tournament Pitching Rules (Cal Ripken Baseball) – League Age 7-8: No pitcher is allowed to pitch in more than six (6) innings in a day or a total of six (6) innings in two successive days. If a pitcher pitches six (6) innings in a day, the pitcher must have one (1) calendar day rest. If a pitcher pitches a total of six (6) innings in two successive days, the pitcher must have one (1) calendar day rest.

Tournament Regulations - Rule 11.06, Jurisdiction, Number 7 (Cal Ripken Baseball and Babe Ruth Baseball) - The host teams for all divisions of baseball having received eligibility approval from Babe Ruth League, Inc., and at their League President’s discretion, shall be eligible to enter official tournament competition beginning at the District Tournament level.

Tournament Regulations - Rule 11.06, Jurisdiction, Number 10 (Babe Ruth 16-18 Baseball) – The following has been deleted: The Host Family Plan will be used in the Babe Ruth 16–18-Year-Old World Series.

Rule 12.00, Babe Ruth League, Inc., Powers of District, State and Regional Commissioners, Number 6 - Annual State fees may be established. State fees, as well as any other league or team assessments, must be submitted and approved in writing by the Regional Commissioner and Babe Ruth League Inc.

Babe Ruth Softball Rule 1.15 (b) - No pitcher shall attach to her glove any foreign material of a color different from the glove. The pitcher may wear her batting glove on her non-pitching hand under her pitcher’s glove, provided the batting glove is not optic yellow.
