POLICIES AND RULES

FEES

A. LEAGUE FEES PAID AT 50% BEFORE YOUR TEAM IS PLACED ON THE SCHEDULE.

B. BY WEEK THREE FEES MUST BE PAID IN FULL TO REMAIN ON THE SCHEDULE.

C. AFTER WEEK THREE A $25 LATE FEE WILL BE ADDED EACH WEEK.    

 

D. REFEREE FEES MUST BE PAID AT THE COIN TOSS AS FOLLOW.                           

3 REFS > $36 PER TEAM

2 REFS > $30 PER TEAM

FORFEIT FEE > $30

GAME SCHEDULES AND NO-SHOWS

GAMES WILL BE PLAYED ACCORDING TO THE POSTED LEAGUE SCHEDULE, VIA THE WEBSITE AT www.leaguelineup.con/kmr PLEASE CHECK THE SITE ON WEDNESDAY FOR YOUR SCHEDULE.

 

 THE DAY OF THE GAMES WHEN YOU GET TO THE PARK,YOU MUST REPORT TO THE OFFICIAL ON YOUR FIELD THAT YOU ARE HERE.                                                                                                                                       

THE FIRST GAME OF THE DAY IS THE ONLY  GAME WITH A 10 MINUTE GRACE PERIOD.

COIN TOSS

BEFORE THE START OF THE GAME THE REFEREE SHALL INSTRUCT THE VISITING CAPTAIN TO GIVE A "HEADS" OR "TAILS" CHOICE BEFORE THE COIN TOSS. THE REFEREE WILL THEN TOSS AND CATCH THE COIN IN THE PERSENCE OF THE OPPOSING CAPTAINS. THE WINNER OF THE COIN TOSS SHELL HAVE A CHOICE OF OPIONS                                                                                                                                                      

              A. TO CHOOSE WHETHER TO START ON OFFENSE OR DEFENSE.

   B. DEFER HIS OPION TO THE 2nd HALF                                  

FORFEITS

GAMES WILL START PROMPTLY. THE CLOCK WILL BEGIN RUNNING AT THE SCHEDULED TIME. TO AVOID A FORFEIT YOU MAY USE THE TWO ONE MINUTE 1st HALF TIME-OUTS WHILE THE CLOCK RUNS. WHEN THAT EXPIRES A FORFEIT WILL BE DECLARED. IF A TEAM CANNOT FEILD THE MINIMUM FIVE PLAYER TO START THE GAME. A FORFEIT FEE WILL BE APPLIED.                                                              

REFEREES / REFEREE DECISIONS

A TEAM CAPTAIN / PLAYER COACH IS THE ONLY PERSON PERMITTED TO SPEAK TO THE OFFICIALS BY CALLING A TIME-OUT. THE TIME-OUT WILL NOT BE CHARGED IF THE DECISION IS IN YOUR FAVER. TEAM CAPTAINS MAY BE APPOINTED PRIOR TO THE GAME FOR BOTH OFFENSE AND DEFENSE. ONLY THE CAPTAIN / PLAYER COACH MAY REQUEST A TIME-OUT FOR A MISAPPLICATION OR MISINTERPRETATION OF A RULE, THE OFFICIALS WILL CONFER THE CAPTAIN IF THE REF CHANGES THE RULING, IT IS AN OFFICIAL'S TIME-OUT. THE HEAD OFFICIAL WILL MAKE THE FINAL DECISION.

PROFANITY WILL NOT BE TOLERATED AND COULD RESULT IN A PERSONAL FOUL UNSPORTSMANLIKE CONDUCT PENALTY, A PLAYER WITH TWO UNSPORTSMANLIKE CALLS WILL BE EJECTED FROM THE GAME.                                                                                                                                                                            

FIGHTING WILL NOT BE TOLERATED ANY PLAYER FIGHTING WILL IMMEDIATELY BE EJECTED FROM THE GAME. FIGHTING IS DEFINED AS THE THROWING OF A PUNCH,PUSHING OF ANOTHER PLAYER OR INTENTIONAL PHYSICAL AGGRESSIVE CONTACT. ANY PLAYER LEAVING THE BENCH AREA DURING AN ALTERCATION ON THE FIELD WILL RECEIVE AN AUTOMATIC EJECTION.

( PLAYER AND INDIVIDUALS WILL BE BANNED FROM THE LEAGUE )

SUSPENSIONS / BANNED

EJECTION - IF A PLAYER OR NONPLAYER IS EJECTED FROM THE GAME DUE TO UNSPORTSMANLIKE CONDUCT, HE MAY BE ALLOWED TO REMAIN ON THE BENCH. IF THE EJECTED PLAYER OR NONPLAYER CREATES A PROBLEM FOR THE GAME OFFICIALS FROM THE BENCH AREA,HE WILL BE TOLD TO LEAVE THE FIELD AREA. THE FIELD AREA IS DEFINED AS OUT OF SIGHT, OUT OF SOUND. IF THE EJECTED PLAYER OR NONPLAYER REFUSES TO LEAVE AFTER A REASONABLE AMOUNT OF TIME. THE REFEREE WILL INFORM THE CAPTAIN THAT THE GAME WILL BE A FORFEIT.

ONE GAME PLAYER SUSPENSION - PLAYER EJECTED

TWO GAME PLAYER SUSPENSION -PLAYER EJECTED REFUSE TO LEAVE

BANNED- PLAYER OR NONPLAYER CONTACTING A GAME OFFICIAL

1. PLAYERS MUST STAY WITHIN THE 20 YARD LINES FROM SIDELINE TO SIDELINE.

2. SCREEN BLOCKING IS ALLOWED. ( ON MOVING PICKS )                             

3. A BALL IN THE RUNNERS HAND CONTACTS THE GROUND, PLAY CONTINUES AS A BALL IN POSSESSION IS CONSIDERED PART OF THE HAND.     

4. INTENTIONAL GROUNDING IS NOT ALLOWED - PENALTY 5 YARDS LOSS OF DOWN

5. OFFSIDE DEAD BALL FOUL - PENALTY 5 YARDS REPEAT THE DOWN

6. ILLEGAL MOTION LIVE BALL FOUL - PENALTY 5 YARDS REPEAT THE DOWN

7. ENCROACHMENT DEAD BALL FOUL - PENALTY 5 YARDS REPEAT THE DOWN

8. DELAY OF GAME DEAD BALL FOUL - PENALTY 5 YARDS REPEAT THE DOWN

9. FALSE START DEAD BALL FOUL - PENALTY 5 YARDS REPEAT THE DOWN

10. NOT WEARING REQUIRED EQUIPMENT LEGALLY ON BELT, JERSEY NOT TUCKED IN - RESULT OF THE PLAY OR THE PENALTY 5 YARDS REPEAT THE DOWN

11. ILLEGAL FORWARD PASS SPOT FOUL - PENALTY 5 YARDS LOSS OF DOWN

12. ILLEGAL SNAP DEAD BALL FOUL - PENALTY 5 YARDS REPEAT THE DOWN

13. ILLEGAL FORMATION - PANALTY 5 YARDS REPEAT THE DOWN

14. ILLEGAL RUSH - PENALTY 10 YARDS REPEAT THE DOWN

15. HOLDING SPOT FOUL OR TACK ON TO THE END OF THE RUN - PENALTY 10 YARDS REPEAT THE DOWN

16. FLAG GUARDING SPOT FOUL - PENALTY 10 YARDS REPEAT THE DOWN

21. DEFENSIVE PASS INTERFERENCE - PENALTY 10 YARDS REPEAT DOWN, AUTOMATIC FIRST DOWN HAS BEEN ELIMINATED

22. ILLEGAL PERTICIPATION - PENALTY 10 YARDS

23. STRIP OR ATTEMPT TO STRIP THE BALL - PENALTY 10 YARDS

24. UNSPORTSMANLIKE CONDUCT  EXAMLES INCLUDE BUT NOT LIMITED TO 

- SPIKING,KICKING OR THROWING THE BALL DURING A DEAD BALL PERIOD.

- USING WORDS SIMILAR TO THE OFFENSIVE AUDIBLES AND QUARTERBACK CADENCE PRIOR TO THE SNAP IN AN ATTEMPT TO INTERFERE WITH A's SIGNALS OR MOVEMENTS.

- ATTEMPTING TO INFLUENCE A DECISION BY AN OFFICIAL.

- DISRESPECTFULLY ADDRESSING AN OFFICIAL.

- INDICATING OBJECTIONS TO AN OFFICAL'S DECISION.

- USING PROFANITY,TAUNTING, INSULTING OR VULGAR LANGUAGE OR GESTURES.

- INTENTIONALLY CONTACTING A GAME OFFICIAL. ( DQ )

- LEAVING THE BENCH AND ENTERING THE FIELD DURING A FIGHT. ( DQ )

PENALTY 10 YARD ( TWO OR MORE EJECTION )

SCORING

TOUCHDOWN = 6 POINTS

IT IS A TOUCHDOWN WHEN A RUNNER ADVANCES FROM THE FIELD OF PLAY SO THAT THE BALL PANETRATES THE VERTICAL PLANE OF THE OPPONENT'S GOAL LINE. IT IS ALSO A TOUCHDOWN WHEN A LOOSE BALL IS CAUGHT BY A PLAYER WHILE THE BALL IS ON OR BEHIND THE OPPONENT'S GOAL LINE.

THE TRY = 1,2, OR 3 POINTS

AN OPPORTUNITY TO SCORE 1 POINT FROM THE 3 YARD LINE, 2 POINTS FROM THE 10 YARD LINE, OR 3 POINTS FROM THE 20 YARD LINE BY RUNNING OR PASSING. ( NOTE ) THE TRY BEGINS WHEN THE BALL IS MARKED READY FOR PLAY. THE TRY ENDS WHEN THE DEFENSE SECURES POSSESSION, THE TRY IS SUCCESSFUL, OR THE BALL BECOMES DEAD BY RULE.

 

  POST SEASON TOURNAMENT 

 THE LEAGUE CHAMPION AND RUNNER-UP FOR BRACKETS A , B AND C WILL BE DETERMINED BY A SINGLE ELIMINATION TOURNAMENT. SEEDING IN THE TOURNAMENT WILL BE BASED ON YOUR STANDINGS AT THE END OF THE REGULAR SEASON.
