Northern Monmouth County Guidelines
The guidelines contain medical forms and other documents needed for athletes in Dicoesan athletic programs.
League Rules
School/Parish Membership- Any school or parish of the Diocese of Trenton may enter the Northern Monmouth Parochial Basketball League. League fees are determined every year based on costs associated with the league.

Player Eligibility- Players on a school team must be members of the school or parish that sponsors the school. A school team may not cut school players in order to allow a parish player. Players on a parish team must be members of the parish religious education program. In order to make allowances for special circumstances, players from parishes that do not offer a basketball program or who are cut from their school team may play on another team, however, no more than two players on any team may be from outside the parish. Players who are seeking to play on a parish team other than their own must get a waiver signed by their parish priest, the parish priest of the team he/she wishes to play on, and approval from the league prior to registering to play.

League Divisions- The league will be divided into a parish division and a school division where appropriate (enough teams). Teams will play against other teams in both divisions, however, the playoffs will be held within the division with a one game overall league championship between the parish division winner and the school division winner for each level.

All policies of the Diocese of Trenton must be followed in regards to player eligibility, coaching requirements, and restrictions on practice times.


NMPBL VARSITY GIRLS BASKETBALL LEAGUE

League Rules

Current year NFHS/NJSIAA High School Basketball rules will be adhered to with the following exceptions:

1) All teams are to be parish/school based. This allows the larger parishes to put both a school team and a parish team in the league. It also allows the smaller parishes to draw from their CCD program to help field a team. The child must attend CCD in that parish in order to be eligible to participate. THIS RULE PROHIBIT’S THE CUTTING OF A SCHOOL PLAYER TO ADD ON A PARISH PLAYER. It is only an attempt to strengthen the smaller schools. Any exception must be approved by the members of the league.

2) The games will consist of four 7 minute (stop clock) quarters.

3) NFHA/NJSIAA rules for player numbers and matching shirts under uniform tops will not be enforced. All shirts must be tucked in and players must be properly attired before play begins.

4) If a team is leading by 20 or more points they will not be allowed to have any backcourt defense (pressing). The team with the lead must pull their defense back to below the 3 point line. Backcourt defense can resume again when the score falls below 20 points. All coaches are encouraged to use their coaching ability to keep the games competitive. The running up of scores will not be tolerated.

5) The league will use a full size 28.5 inch ball.

6) The 3 point shot will be used in gymnasiums that have a three point line permanently painted on the gym floor.

7) If a coach, player, parent, etc., is asked to leave the gym and refuses, the game will not be resumed until that person leaves. The offending person will be barred from participating or attending the next 3 games. If that person refuses to leave the confines of the gym the officials can call a forfeit of that game. If a coach, player, parent, etc., is asked to leave the gym a second time during the season they will not be allowed to participate for the rest of that season.

8) If a player or coach receives 2 technical fouls and is ejected from the game they will be suspended for the next game. If a player or coach receives 2 technical fouls and is ejected from the game twice in one season they will be suspended for the next 3 games.

9) Game times/locations can only be changed after the official schedule is approved by the coaches and submitted with a 2 week notice to the director. The team wishing to change the schedule first has to call the other coaches playing that day at that location and get their approval. Once this is achieved the team requesting the change must contact the referee assignor and than they must notify the league Director of the final change. The reason for the change must be a legitimate reason such as not having enough players to field a team. A coach going on vacation or business trip or a key player not being able to participate is not a legitimate reason and the games will be played as originally scheduled.

10) ALL TEAMS MAKE THE PLAYOFFS regardless of their season record. All teams are re-seeded and the playoffs are one game elimination with the championship being a best of 3 series. The finals are home, home, and neutral.

11) All teams will be split into divisions that best reflect their teams ability. If during the course of the season a team cannot compete effectively in their division every effort will be made to move that team into a division that best reflects their ability.

12) The league will be officiated by carded IAABO high school officials.

13) It is recommended that each team at a time and location of its choosing say a team prayer before the start each game.

14) There is a zero tolerance for bad behavior by coaches, players and parents.


NMPBL JV GIRLS BASKETBALL LEAGUE

5) Pressing will only be allowed in the last 2 minutes of each half.

6) If a team is leading by 15 or more points they will not be allowed to have any backcourt defense (pressing). The team with the lead must pull their defense back to below the 3 point line. Backcourt defense (pressing) can resume again when the score falls below 15 points. All coaches are encouraged to use their coaching ability to keep the games competitive. The running up of scores will not be tolerated.
