| NOVA SCOTIA INTERMEDIATE BASEBALL LEAGUE RULES AND PROCEDURES As Amended April 2016 1. The Official Rules of Baseball as approved by Baseball Canada shall apply, with all necessary changes and modifications to fit the circumstances of the League. 2. Games are seven innings in length. In the event of a tie game extra innings will be played until the tie is broken. An official game is four and one half innings(with the home team leading) or five innings (with the visiting team leading). 3. All players fielded by a team must wear a uniform consisting of socks, baseball pants, same colour team jersey and a hat. This is a fineable offence, not a protest able offence. 4. All batters and base runners must wear a protective helmet with two ear flaps. Catchers must wear a protective helmet and face mask. 5. All bat and ball boys/girls must, at all times during a game, wear a protective helmet fitted with two ear flaps. 6. A player substituting for the catcher and warming up the pitcher before the start of an inning, or a player warming up a relief pitcher, must wear a protective helmet and face mask. 7. The designated hitter rule only applies to the starting pitcher. 8. A team must field no fewer than nine players at game time. A fifteen minute grace period will be allowed and if fewer than nine players are present, the game will be forfeit. 9. During the regular season the home team is responsible for paying the umpires, providing enough baseballs, the condition of the playing field, the operation of lights and the placement of the bases. 10. According to the rules of Baseball Nova Scotia, wooden or composite wooden bats are the only types of bats allowed for Intermediate baseball. 11. The only types of baseballs permitted in League play are those endorsed by Baseball Nova Scotia. 12. League standings are based on a point system three points for a win and one point for a loss in all games which were played. In the case of a forfeit, the forfeiting team gets zero points while the team ready to perform gets their full complement of three points. In the case of a tie in the league standings then the Baseball Nova Scotia tie breaking procedure will be followed. To qualify for the League Championship(top four teams) each of the four teams must have played eighty percent of the scheduled games. If most teams don't get their eighty percent played then the eighty percent will be negated. 13.With two outs and the catcher on base the offensive team may request that the player making the second out run for the catcher. The request for time and the substitution must be made before the pitcher delivers the first pitch to the batter following the player who made the second out. If the player running for the catcher has his/her spot in the order come on deck again in the same inning then the catcher must go in and run for himself/herself. 14. If during a game, an injury to a player results in that team not being able to field nine players then a previously substituted player may be brought back into the game. If there are two or more players eligible then the opposing coach shall select the returning player. If the number of players drops below nine because of an ejection then the game shall be declared forfeit. 15. In the event that registered umpires are not available at game time through no fault of the host team, non-registered umpires who are not affiliated with either team may be used as long as both teams agree.
League Discipline Rules And Procedures 1. Disciplinary action lies at the sole discretion of the Discipline Board and Baseball Nova Scotia. Rulings by Baseball Nova Scotia take precedence over rulings by the Nova Scotia Intermediate Baseball League. 2. The Discipline Board shall consist of the President, the Vice-President and the Secretary-Treasurer. In the event of a conflict of Interest by either one or all members then individual(s) will be appointed to fill in. The President shall not have a vote unless there is a tie. The President shall cast the deciding vote in that case. 3. All protests must be lodged with the President within forty-eight hours of the end of the game protested and/or with Baseball Nova Scotia when applicable. Protests will be ruled on by the Discipline Board and/or Baseball Nova Scotia when applicable. 4. Requests for disciplinary action must be lodged with the President of the league within forty-eight hours of the end of the game. 5. Any game cancelled without reasonable excuse and without giving at least seventy two hours notice shall be reported to the President who may declare forfeiture. Please note: not having enough players to field a team will not be considered a reasonable excuse. 6. If a team forfeits a game without a reasonable excuse and the President declares a forfeit then that team will forfeit its $200.00 Performance Bond. If it occurs a second time that team will be expelled from the league. New teams must post a $500.00 bond of which $300.00 will be returned after the second year if no infractions occur. If a new team commits an infraction during the first two years they will forfeit $200.00 for the first occurrence and $300.00 for the second infraction and be expelled from the league. Team Roster Rules 1. Each team shall consist of no than 12 players and not more than 21 players. No player on a team shall on the date of commencement of the regular schedule of play be of an age less than 15 years. 2. A team must file with the webmaster by the deadline set by BNS a roster of players and coaches. This is each team's responsibility as they must fill out their roster on the league website. Since Baseball Nova Scotia allows a set period to add players the NSIBL will honour this. For a player to be eligible with this late registration the team must alert the President and he/she will ask the webmaster to unlock and make that change in the team's roster. It should be noted on the date that BNS asks for rosters that the website will be locked. 3. Teams may also affiliate with a lower age division team. Examples would be Junior and Midget aged teams. A copy of this roster must be sent to the webmaster by the date stipulated by BNS. It should be noted that any lineup card can only have 18 names on it for any one game. 4. Once the roster deadline set by BNS passes a NSIBL player may only play in 6 games with a senior team. If a player's name appears on a senior lineup card that will constitute one game. If a player plays more than six games with a senior league team after this date they are not eligible to play in the NSIBL for the remainder of the season, including the league playoffs. 5.Once the final roster has been is filed, any player not appearing on that roster or the roster of their affiliate cannot play for that team. Doing so may result in a forfeiture and may result in a $50.00 fine. 6. After the final roster has been set by BNS, no player from the NSIBL is allowed to play for another intermediate team without the permission of the President.
PROCEDURES FOR REPORTING GAME RESULTS AND RE-SCHEDULING OF GAMES 1. Each team is responsible for their own media and must update their stats on the league website as soon as possible. 2. All suspended games must be reported to the league webmaster by the home team. All games which have been postponed due to weather or otherwise cancelled must be reported to the webmaster by the home team. 3. Games suspended or postponed by inclement weather or otherwise cancelled are to be rescheduled by the teams involved without delay. The webmaster must be notified when the makeup games are scheduled. 4. Every team must make their best effort to play every league game before the end of the regular season. 5. The home team must notify the Umpire Assigner and the coach of the visiting team of any postponed or cancelled game due to bad weather or wet field conditions no later than four hours prior to the scheduled game time. Teams that are close may make other arrangements. 6. Teams are responsible to update their own site on the league website.
PLAYOFF FORMAT The top four teams will qualify for the league tournament based on the standings on the league website. Final standings will be determined by 12 noon on the last Monday before the league championship. The host team will be the team leading the standings by 12 noon of the first Monday in August. In the unlikely event that this team finishes out of the top four at the season's end, there will be a five team tournament based on the double knock-out format. The four teams involved in the league championship shall provide three baseballs to the host team to help defray costs. The NSIBL will provide $50.00 multiplied by the number of teams in the league to the host team. The league championship will be a double knockout format which means when a team loses two games they are eliminated. In the first four games the team finishing higher in the standings is the home team. In games five and seven the home team is determined by a coin flip. In game six the team with the 2-0 record will be the home team. If a game is tied after seven(7) innings the tie breaking format advocated by Baseball Nova Scotia shall be in effect.
