  • Introduction
    This section of the website will provide you with a variety of information related to the Eastern Ontario Umpire Association.



    The first set of documents will provide you with some basic information about our umpire association and our governing bodies Softball Ontario and Softball Canada. You will see that we developed a handbook that provides each member with information about the association and how our association is administered.



    The remainder of this page is dedicated to the various leagues that we officiate. You will find valuable information specific to each of the leagues such as their respective rules. Please be advised that the rules are a guideline (and may be out-of-date) it is therefore important to review league specific variances of the basic rules at the pre-game meeting.



    Our association utilizes the HorizonWebRef for assigning games and storing data specific to members of the EOUA. If you are an active member of the EOUA, please refer to our instance of the HorizonWebRef website for additional information.

  • League Rules
    The league rules are listed in Alphabetical Order. Some of the rules will ''''pop-up'''' as an attachment whereas other rules will be redirected to the league''s website.

    NOTE: The first two files are a SUMMARY of all the leagues in a CONDENSED format. Even though we make an effort to maintain these files please keep in mind that this information is as accurate as the date of issue (which may be a from the previous year). With that in mind if you identify a need for change PLEASE ADVISE the League UIC who in turn will notify the Web Committee. THANK YOU !!

    In terms of new rules for the season:

    Until the June meeting, the BMFL will try out the idea of limiting pitchers to 4 innings maximum per game. Teams will declare before the game how many pitchers they have. If a team only declares 1 pitcher, the opposing team can choose to only use 1 pitcher.

    The 2 out catcher rule will not be mandatory in the playoffs.

    METRO LEAGUE
    The following summarizes the league rule changes for this year...2015

    - Players: 8 rostered team players to start, 2 spares allowed - unless agreed otherwise by the team captains at the game.
    - Warmup pitches: the usual 5 + 3 (5 at start of game or new pitcher; 3 at start of each inning or for a returning pitcher)
    - No infield warmup after the first inning
    - Mercy: 9 after 5 during regular season, 15 after 5 in playoffs. No mercy for the final/last championship game (only).
    - Ties: Possible in regular season and playoff games, excepting only the final championship game
    - Grace: 10 minutes from scheduled start of game. Teams have the option of agreeing to extend the grace time. All grace time counts towards game time.
    - Time limit: No new inning to start 10 minutes before the scheduled start of the next game but with a maximum 5 minute “overtime”, delaying next game a maximum of 5 minutes. Applies to all games except the final championship game. Note that the league may change to 15 minutes depending upon how 10 minutes work out.
    - Early start (request): Allowed for games 2 & 3. Teams are being requested (but not required) to be ready to start playing X minutes early so that games can start early if the previous game ends early.
