    Meeting Minutes/ Operating Code



    1. League Members:

    ? The league will consist of. “8” Catholic Schools this year.

    ? Additions, Deletions, Consolidations: Addition- Resurrection Catholic School, Good Shepherd & St. Michael out 2017, & Clearview & Eggerton Christian are out of Catholic League. St. Mary’s Vineland considering.

    ? Each school fields one Varsity team and one JV team Exceptions are: Holy Angels- 2 Varsity Teams, St. Teresa -2 JV Teams??

    ? 8 Varsity Teams will be grouped in one division. Holy Angels/HTRS, John Paul II, Our Lady of Mount Carmel, St. Joan of Arc, St. Margaret, St. Mary, St. Teresa, Resurrection Catholic School

    ? 8 JV Teams will be grouped in one division. Holy Angels/HTRS, John Paul II, Our Lady of Mount Carmel, St Joan of Arc, St. Margaret, St. Mary, St. Teresa, Resurrection Catholic School

    ? COMPLETE ROSTERS FOR ALL TEAMS MUST BE SUBMITTED TO THE COMMISSIONER VIA EMAIL PRIOR TO FIRST GAME, AND COMPLETED IN THE LEAGUE LINE-UP FORMAT.

    ? *Any player who participates in a match and/or sits on the bench with a particular team must be listed on the roster submitted for that team.

    ? *For schools with multiple teams at the same level (ex. 2 Varsity), each player can only be listed on one roster at the same level. There can not be any movement of players between rosters of different teams at the same level after the rosters have been submitted. If a team loses players through injury or attrition and cannot field a complete team, then the school may petition the league for permission. To transfer players between rosters so that complete teams can be fielded.

    ? *Fifth and Sixth graders (only) may be listed simultaneously on one JV roster and one Varsity roster for the entire regular season and playoffs. Coaches should make every effort to place girls on teams according to their ability.

    2.Regular Season:

    Consists of playing each team Twice - one away game and one home game. Exceptions will occur only if gym availability becomes an issue.

    ? Varsity & Junior Varsity regular season play - Each team plays every team twice. All teams will be scheduled an equal number of home and away matches. ( provided the number of regular season matches is an even number)

    ? Games begin nominally on Monday following Labor Day, based on team and gym availability.

    ? Season :September 11, 2017 - October 25, 2017.

    ? Make Up Games: October 26 & 27.

    ? To ensure that all matches are completed by the end of the season, every effort will be made to schedule

    3.PlayOffs: Paul VI High School

    ? JV Playoffs - October 28 th at 11:30am - 4:00pm

    ? Round Robin Format - all teams participate in playoffs

    ? Teams will be seeded according to their final season record. Standard single elimination (best- worst) brackets will be constructed, and teams will NOT be re-seeded after each playoff round. JV championship game that same day.

    ? Team Medals will be awarded for 1st and 2nd only.

    ? Fees for this day will be different than Reg. Season.

    ?

    ? Varsity Playoffs will be single-elimination: October, 30th- November 3rd. The VARSITY CHAMPIONSHIP GAME is scheduled November 4th at Paul VI High School. 12:00pm - 4:00pm

    ? All teams participate in playoffs.

    ? Teams will be seeded according to their final regular season record. Standard single elimination (best - worst) brackets will be constructed, and teams will NOT be re-seeded after each playoff round. The teams remaining after quarterfinals and semi final rounds will participate in the Varsity Championship Game. Top 2,3, or 4 teams will compete in Varsity Championship. (Allotted time allowed by PVI will be deciding factor)

    ? Team Medals will be awarded for 1st and 2nd only.

    ? Fees for this day will be different than regular season.

    ? VARSITY ALL -STAR MATCH will be played the day of the VARSITY CHAMPIONSHIP GAME. ( November 4 th) All stars will receive a T- Shirt. Coaches for the All Star game will be 1st and 2nd seeds.

    4. Matches

    ? JV matches that precede Varsity matches at the same location will begin at 7:00pm. Team should arrive at the venue at 6:30 pm. Official pre-game warm-ups will begin at 6:45pm as directed by the referee. Prior to official pre-game warm-ups, teams may conduct half court warm-ups. Official pre-game warm-ups will follow 5-5 format; that is -5 minute full court warm - up by Home Team, followed by 5 minute full court warm -up by the visiting team.

    ? Varsity Matches that follow JV matches at the same location will begin. Nominally at 8:00pm. Teams should arrive at the venue at 7:30pm. Official pre-game warm-ups will begin at 7:45 or after JV teams have cleared the court after their match, whichever is later, as directed by the referee, following the same format 5-5 as above. If pre-game warm-ups begin after 7:45 due to the JV match, the full warm -up period will still be utilized, even if the start time must be delayed.

    ? Varsity Only and JV Only matches will begin at 7:00pm. Teams should arrive at the venue at 6:30pm. Official pre game warm-ups will begin at 6:45 as directed. By the referee, following the same 5-5 format.

    ? Tri-Matches will begin at 6:30pm. Teams should arrive at the venue at 6:00pm and begin official pre game warm-ups by 6:15. Teams should arrive at 7:00 pm for the 7:30pm match and be prepared to warm- up at 7:15. Teams playing the 8:30pm match should arrive at 8:00pm and be prepared to warm- up at 8:15. Games will be: JV-JV-V or JV-V-V Be aware of times. Lateness will result in forfeiture of set team is late for.

    ? JV Matches will be best 2 of 3 games, with first two games to 25 and third to 15. All three games will be played regardless of the outcome of the first two games.

    ? Varsity Matches will be beat 2 of 3 games to 25 points each. All three games will be played regardless of the outcome of the first two games.

    5. Results / Standings

    ? Home JV and Varsity Coaches will report match results to the Commissioner via email or text (jaqkriebel@comcast.net or 609-707-3613) the evening of the match or by the next day. Please report results of deciding games only. Scores of the first two games if a team win in two or all three games if third game is required to determine winner of match.

    ? JV and Varsity standing will be determined by the following: Win- Loss record in matches, followed by: Head to head results ( match win/ loss record, then point differential in deciding games), if only two teams tied, followed by: Overall point differential in deciding games if three or more teams tied.

    6. Rules of Play

    ? Unless specified otherwise in this document,the 2017-2018 National Federation of State High School Associations Volleyball Rules Book will govern all rules of play.

    ? NO NEW RULE CHANGES for 2017-18 Season at GCCAL level

    ? Knee pads are optional.

    ? Reminder of 2006 Rule change: Allows a HEAD coach to stand in the Libero replacement zone (back zone, behind the 10’ attack line) during a dead ball to coach his or her players. Coach is allowed to stand during play. During play - Coach cannot be closer to the court than 6 feet. If a card(yellow or red) is issued directly or indirectly to the head coach, assistant coach(es), or team & head coach must remain seated for the remainder of the match except as provided in Rule 12-2-5,items

    ? Exceptions:a-g- brief summary (complete rules pigs. #43-44 in ‘06 book). 1. Request for time outs/subs. 2. Confer with officials about Scorekeeping errors and line up checks. 3. To greet a replaced player. 4. Confer during time outs with players. 5. Cheer for an outstanding player. 6. Confer with officials during requested time outs. 7. Attend an injured player. *Basically, if anyone on the team bench receives a card, the head coach loses the privilege of coaching at the sideline during a dead-ball.

    ? Libero can be used.

    ? Line-up sheets from previous year will be used, with player numbers submitted in service position, not court position. *Line- up sheets are located on League Line Up.

    ? Teams will adhere to the spirit of the uniform regulations contained in the NFHS Rulebook, in particular having player numbers on both front and back of uniform. However, due to limitations of some schools’ athletic budgets, teams will not be penalized for minor deviations in number size and/or placement.

    ? JV ONLY: JV serving line shall be five feet from each of the end lines. Home team must mark the JV serving line with tape. **Note - this exception only applies to underhand servers! If a JV player serves overhand, she must serve behind the end line.

    ? JV ONLY: Each server will be limited to a maximum of 5 consecutive serves. If server’s team wins rally after fifth consecutive serve, then server’s team only will rotate and continue with next server in rotation.

    ? Varsity Only: in a non deciding 3rd game, if a server scores 5 consecutive serves in a row, loss of rally will be awarded to other team, who will rotate and begin serving.

    7. Referee Fees:

    ? $60 total for a JV and Varsity match on the same night at the same location. Each team will provide $30 in cash or check (cash preferred) to the referee prior to the start of the JV match. Before the start of the Varsity match if that coach is paying referee fees.

    ? $40 total for Varsity only or JV only match. Each team will provide $20 in cash or check ( cash preferred) to the referee prior to the start of the match.

    ? $70 total for a JV and Varsity match with one home school and two visiting schools. Home team will provide $30 in cash or check (cash preferred) to the referee prior to the start of the JV match, if possible, but certainly by the start of the Varsity match. Each visiting team will provide $20 in cash or check(cash preferred) to the referee prior to the start of their respective matches.

    ? $90 total for a Tri-Match regardless of JV or Varsity. Each team will provide $30 each in cash or check (cash preferred) to the referee prior to the start of their respective matches.

    ? If a team fails to show up for a scheduled match, then the referee will be paid one/half of the regular fee. The team that fails to show up is responsible for remitting this fee either directly to the referee or through the Commissioner.

    8. Other Tournaments:

    ? PAUL VI VARSITY TOURNAMENT is scheduled for September 30 at PVI High School from Noon -9:00 pm. Tournament fees will be determined by PVI’s Tournament Director. Contact Commissioner for details.

    ? ST. JOAN of ARC JV and VARSITY TOURNAMENT is scheduled for October 13-15 at SJA School. Tournament fees will be determined by SJA’s Tournament Director. Contact Coach or AD of SJA for details.

    9. GCCAL LEAGUE DUES:

    ? $350 per school each year.

    ? $150 per year if school only plays Volleyball.

    ? All Forms (Registration, Coaches, Players, & CCD Players) are located in the Handout section in the website (www.leaguelineup.com/girlsvball) for the official GCCAL ATHLETIC HANDBOOK. All forms must be filled out before 1st game of season and sent to GCCAL and Commissioner!!

    10. Sportsmanship Guidelines:

    ? The GCCAL league supports a “Zero Tolerance” policy against any displays. Of unsportsmanlike conduct by players, coaches, or spectators. Any unsportsmanlike behavior should be reported by referees or coaches to the Commissioner. The Commissioner will review the reported facts of the incident and take appropriate action, which may include match suspensions and/or a report of the incident sent to the offending school’s Priest, Athletic Director, or Principal. *Review under the handout section in the website (www.leaguelineup.com/girlsvball) the official GCCAL ATHLETIC HANDBOOK for further rules and forms.

    ? It goes without saying: Parents and especially coaches should be models of good sportsmanship to our young athletes, providing a Christian example of how to treat one another - fellow athletes, coaches, parents, and referees! Hold yourselves accountable and lead by Example.

    11. Officiating Team:

    ? Each team must provide an official scorekeeper (Scorebook) to sit at the scoring table. The scorekeeper should be properly trained in keeping the scorebook per NFHS rules. Varsity players are permitted to keep score for JV matches, but not vice versa. League approves Home Team Only - Official Book.

    ? Each team electing to use a Libero must provide a Libero tracker to sit at the scoring table.

    ? The Home Team must provide a Scoreboard Operator or Flipper.

    ? Each team must provide a Line Judge. Line Judges should be adults or responsible high school age students who are capable of focusing on the duties of a line judge. Varsity players are permitted to line judge for JV matches, but not vice versa. Please take proper care in selecting a line judge, as it is a high visibility position. It is recommended that adults be used as line judges if at all possible. For Varsity matches only, the league is recommending that high school volleyball players be line judges.

    12. Coaching Certification

    ? All coaches must be properly certified per Diocese regulations. Certification. Requirements apply to any adult sitting on the team bench, participating in pregame warm-ups, or otherwise interacting with athletes beyond the role of spectator.

    ? Each team must provide the Commissioner with a letter from the school’s Principal or Athletic Director which lists all individuals that have passed required certification requirements and are authorized to function as coaches.     ? If the Commissioner has a certification letter on file for a particular coach from the previous year, then a certification letter is not required to be re-submitted until the following year.

    8. SJA JV/Varsity Middle School Tournament. Friday, October 13, 2017 - Sunday, October 15, 2017. Varsity 13th & 14th. JV 14th &15th.

    9. High School Freshman Tournament. Saturday, October 14th @ PVI. Freshman girls at PVI invite you to come out and watch some great volleyball and meet the team.

    10. Home Matches @ PVI. PVI Girls Varsity/JV Volleyball Teams invite you to come out and cheer them on. 9/7/17, 9/11/17, 9/13/17, 9/15/17, 9/27/17, 10/2/17, 10/10/17, 10/12/17, 10/13/17, 10/18/17, 10/23/17. Games are 4&5pm.
