League Rules
1.00 Coaches/Directors
1.01 The designated head coach or, in his/her absence, assistant coach shall be the teams representative.
1.02 Each head coach shall be responsible for the following:
a. Attending all league meetings.
b. Informing team members of all the outcome of League meetings and protest reviews.
c. Knowing the league regulations and playing rules, and being able to advise team members and parents as to their interpretation and application.
d. Controlling the language and conduct of his/her players, bench personnel, and spectators during games.
e. Acting as liaison to the League office.
g. Timely submission of protests and other paperwork required by the League office or these rules.
f. Obtaining proof of the grade and school a player is currently attending, when requested, for review by the League office. (See rule 3.01 below)
1.03 All teams will be limited to a total of 3 non-player personnel (i.e., head coach and 2 assistants) to be listed on the team roster.
1.04 If a coach or assistant is disqualified (ejected) from the game, that person is automatically from further participation for a minimum of 1 game commencing with the next game. The commissioner may waive or increase the suspension base on the specific circumstances. However, a coach so disqualified shall not be eligible to resume coaching activities until he/she has been formally reinstated by the League office. A 2nd offense of this nature by the same person will result in addition disciplinary action as determined by commissioner. Actions taken pursuant to this regulation are not subject to protest or review.
2.00 Game Officials
2.01 Game officials shall be assigned to games by the director of League.
2.02 Any player, coach, or parent hitting, shoving or otherwise abusing a Gym Supervisor or game official shall be immediately barred from further participation in Athletic Youth Academy activities until formally reinstated by the Athletic Youth Academy Board. All incidents of this nature will be documented.
3.00 Player Eligibility
League eligibility is determined by the grade of the player. Upon request it is the player's responsibility to provide proof of the grade and school currently attending, when requested, for review by the League office. (see Rule 1.02)
4.00 Team Roster
4.01 Each team is limited to a maximum of 10 players on the team roster. This does not include bench personnel (coaching staff)
5.00 Uniforms & Equipment
5.01 All players on a team must wear identical team uniforms.
5.02 Players and coaches must wear customary basketball or non-marking gym shoes for games. Other types of shoes shall not be permitted on the playing court at any time.
5.03 Each team shall furnish it's own uniforms.
5.04 BALL SIZE:
a. ALL BOYS shall use a 29.5 inch ball
b. ALL GIRLS shall use a 28.5 inch ball
5.05 The following items are prohibited or may not be worn by players:
a. Homemade "shooting sleeves" or those manufacturer's design (shooting sleeve must fit properly)
b. Earrings and all other jewelry, metal or plastic hair clips/ponytail holders.
NOTE: Concussion preventing headwear may be worn
c. Hard cast
d. Other items prohibited in the NFHS rules.
e. Exception based on medical need will be evaluated on a case by case basis.
6.00 Game Rules
Nation High School Federation rules will be followed with the exceptions listed below.
6.01 Each player will be allowed a total of (6) six fouls before being disqualified.
6.02 All games will be played in two (2) twenty (20) minute halves. Overtime is in a two (2) minute period.
6.03 Clock stops only on timeouts, and the last 2 minutes of regulation if a team is losing by 10 points or more.
6.04 There will be a two (2) minute break between halves.
6.05 There will be allowed two (2)timeouts during each half of the game. One additional timeout is added for each overtime session.
6.06 There will be a minimum of a three (3) minute warm-up period between games.
6.07 No game will begin before the time listed on official game schedule.
6.08 The team listed first is the home team and will wear light colored jerseys.
6.09 It is a forfeit if a team does not have (5) players present within five (5) minutes after the scheduled start time of any game.
7.00 Forfeiture
7.01 If, by the end of a 5-minute grace period, one of the teams does not have the required number of players to start the game, the team having the required number of players shall win by forfeit. If neither team has the required number of players, both will be charged with a loss and the game will be canceled for the season. The grace period shall commence with the scheduled starting time of the game in question.
7.02 A team forfeiting two (2) League games because of failure to have the required number of players to start the game may be dropped from further League play until the matter is reviewed and a decision rendered by the League office. All games will stand and no part of any registration fees will be returned.
7.03 Entry of an ineligible player into the game shall result in the forfeiture of that game by the offending team.
8.00 Standings/Tie Breakers
8.01 For seeding into the post-season, tie-breakers will be determined by the following criteria:
a. Head to head competition
b. Best record against common opponents, beginning with highest seeded opponent(s).
c. Fewest points allowed among tied teams.
d. Fewest points allowed in all games.
e. Coin Flip
9.00 Protests
9.01 Protest on game situations involving an official's judgement will not be recognized. If a ruling by an official is believed to conflict with National Federation of League rules or if a question of a player eligibility is involved,a coach may initiate a protest by notifying the Gym Supervisor, game officials and/or official scorekeeper that he/she is protesting the game and state of the essence of the cause for the protest. This notification is expected to be made immediately following the occurrence or situation being questioned but must be accomplished prior to the end of the game. Upon notification the official scorekeeper will enter the protest in the scorebook for the game. A confirming written protest must be submitted by the initiating coach to the Commissioner by the email or hand-delivery within one business day.
9.02 Each written protest must contain the following information:
a. Date, time, and place the game was questioned.
b. Identification of the team involved in the game.
c. Names of the officials and scorekeeper of the game.
d. Name(s) of player(s) whose eligibility is being questioned.
e. Statement of of the ruling and situation/condition giving rise to the protest.
f. Summary of all essential facts involved in the matter being protested, including reference to any specific rules believed applicable.
9.03 Each formal protest will be evaluated as soon as possible after its receipt in the League office, by the Commissioner, who may seek input from other additional staff not to exceed a panel of three. The Commissioner will act on each protest in a timely manner and announce its decision as to the denial or granting of the protest along with its determination of any corrective actions(s) are final and binding on all parties involved.
9.04 If any of the procedures specified in these League regulations for the timely and proper initiation and submission of a protest are not followed, the protest will not be accepted.
10.00 Administrative Matters
10.01 Any situation or questions not covered by these League rules, or official interpretation thereof, shall be referred to the Commissioner for a final decision. These decisions are not subject to appeal or review.
10.02 Any player, bench personnel, coach or team assistant who has been determined by the Commissioner to be guilty of gross or repeated misconduct shall be suspended from further League activities.
10.03 No food or beverage of any kind are allowed in the gym, except water in a poper NON-SPILL plastic or metal container.
10.04 The use of tobacco products, alcoholic beverages, or narcotic and other illegal substances is prohibited in all facilities used by the League for either practice or competitive games.
10.05 Teams will not be allowed in gym locker room for any reason.
10.06 No scheduled game may be moved to another site or postponed to a later date without the prior approval of the Commissioner.
10.07 School closing does not automatically cancel League games schedules on the weekend. Please contact your coach for further notice.
