May 12, 2010 ? Clinton County League Softball Roster Rules
1. Rosters must be turned in with complete and accurate addresses to League secretary prior to week two of the season. Additions are allowed until week nine of the regular season, but addresses must be included with
additions. No exceptions. Any violation of any these rules will result in a forfeit in each game until the roster
is turned into the League secretary.
2. Each team is permitted only TWO out of Clinton County player with the exception of the grandfather rule which will be defined in rule 3.
3. Due to the lack of enforcement and the manipulation of the ?grandfather rule? in the past, all players who were grandfathered are no longer grandfathered into the League. There will be a two tier grandfather rule
beginning in week 3 of this season and will be in full force in 2011.
a.) Any player who has attended either Central, Mater Dei, Carlyle or Wesclin High School is permitted to play in the Clinton County League no matter the place of their current residency.
b.) The League secretary will keep active rosters from here on out. So if a player lives in Clinton
County in the year 2010 and is on a current CCL roster for the FULL season, but moves out of the County, the next year, they will be ?grandfathered? in. Even if the player did not attend High School in Clinton County.
c.) Residency in Clinton County does not constitute living in a friend?s basement or spare bedroom for
a couple weeks. Residency, if called upon in a protest by another team will be verified by a driver?s license or State ID ONLY with an accurate Clinton County address. No telephone or utility bills are acceptable.
d.) An out of county player who plays five CONSECUTIVE years from the meeting in 2010 will be grandfathered in. He does not have to play with the same team during the five year run and after he is grandfathered he may play on any team.
4. A player may only be on one current roster at any point during the season. If a player wishes to leave a team during the season, before week 9, his current team must release him and contact the current League secretary. After the season a player may move to any team he wishes after the season is completed.
5. Each team may have as many as 20 players on their current roster. In the situation of adding a player before week 9, you must contact the current League secretary prior to the player taking the field.
6. Any violation of any roster rules will be subject to forfeit all games up to the date of a infraction. All violations are to be reviewed by the president, vice president and secretary of the League.
7. Per league vote, only three players are Grandfathered in from May 10, 2010. Those included Alan Knackstadt, Bob Wessel and Bernie Schmidt.

May 12, 2010 Clinton County Men's Slow Pitch Softball League By-Laws
Article I: Membership
All teams in the league must be Clinton County based. Players in the league must have been residents for at least one full year while playing in the league to be eligible under the Grandfather Clause. Each team may have one player from outside the county. PROOF OF ADDRESS MUST BE PROVIED UPON REQUSET.
Article II: Rosters
All teams may consist of Twenty [20] players maximum. A roster with the names current addresses, and phone numbers of the players must be turned in by the roster meeting before the season starts. If this is not done, all games will be forfeited by the offending team until the roster is turned into the league secretary. Players may be added to and dropped from the roster until the night of the ninth week of the season. After that the roster is frozen. All changes in the roster must be received by a league official prior to 7:00 p.m on Friday if the new player is to play that game. If a player wishes to switch teams, he may do so before the night of the ninth week of the season by getting the approval of both managers involved.
Article III: Entry Fee
The entry fee for the league is $200.00. This makes a total of $200.00 for a team in good standing with the league. The entry fee must be paid by the first game of the season or the same rule applies in article II. If a team drops out after the fees are paid, they automatically lose it. Checks should be made payable to Clinton County Softball League.
Article IV: Umpires
No official umpires will be furnished by the league. The home team must furnish its own home plate umpire for all home games. The visiting team must furnish the base umpire. The minimum age for an umpire is 18, Unless otherwise agreed upon. Any player on a team?s roster may umpire and may play later in the game if both managers agree on this before the game. Softballs and umpires for the league tourney will be provided by the host team.
Article V: League Tournament or ?Playoffs?
The league tournament at the end of the season will be a 12 team double elimination tournament. The top 12 teams will make the tournament. For ties in the standings se article VII.
The tournament will be 5 day event on the date and place drawn at first meeting. Each year the teams that hosted the tournament in the previous 6 years will not be eligible and the site will drawn from the remaining teams. Teams not in good standing will not be eligible to host playoffs.
The tournament schedule for determining the home team in each game will be as follows:

Article VI: Ties in the standings
a. If 2 teams tie for 1st place in the league: The following tie breakers will be used to determine first place for the tournament: 1.} Head to Head 2.}runs scored 3.}runs scored head to head.
B. If 3 teams tie for 1st place in the league: Final place order for the tournament will be determined by a tie breaker. A. Head to Head record will consider all 3 teams together. No playoff game will be needed if that record is also good enough to qualify as a playoff team. If that record is not good enough to qualify as a playoff team, a one game playoff will be held. See tie breaker D below.
C,If 2 teams tie for 2nd place in the league: no playoff game will be needed if that record is also good enough to qualify as a playoff team. Place order for the tournament is determined by tie breaker a. If that record isn't good enough to qualify as a wild card team, a one game playoff will be held.
D. If 3 teams tie for 2nd place in the league, or if 2 or 3 teams tie for the playoffs: The team that is the best using the tie breaker a will sit out while the other teams play. The team sitting out is given the higher seed in the tournament. The other 2 teams will play for the playoff spot using tie breaker A to determine home team. No team that ties will be eliminated from the tournament without having a chance to play a tie breaking game.
Article VII: Rainouts and Cancellations
Rained out or cancelled games should be reported and played within 1 month of the scheduled date. If this is not done or a date can't be agreed upon, The league officers will set a date. Rained out games during the last 2 weeks of the season which have no bearing on the standings will not have to be played. 2 days notice should be given for a cancellation and 2 hours notice for rained out games unless rain occurs after that time. All rainouts and cancellations should be called in to the league to keep records straight. Officers will determine final decisions regarding disputes.
Article VIII: Forfeits
15 minutes grace period must be given to another team before a forfeit may be called. Forfeits must be called into the league. The team will pay $20.00 for each forfeit. After 2 forfeits, A team will have lost its bond and be considered a new team if they wish to enter the league following year. They will not be in good standing with the league and will not have voting rights. Forfeits will also count in the playoffs. If a team forfeit's a game in the playoffs, they will become a team not in good standing the following year.
Article IX: Protests
Teams may protest games, but they must notify the home plate umpire and the opposing manager before the next pitch. All protests must be called into the league president within 48 hours of the protested game. A sum of $20.00 is charged for each protest and must be paid before a hearing can take place. The money is not reimbursed if the protest is lost, but is refunded if the protest is won. A hearing will be held with a protest committee of the league president {or a different officer if the president's team is involved } and representatives of all the leagues teams except the 2 teams involved. They may state their case, but may not vote. The officers will cast the deciding vote if necessary.
Article X: Results of the games
Both teams are responsible for reporting the games results. The results should be phoned in to Chris Pollmann and Jeremy Chawgo by 4:00 before the Saturday following the game. If no results are received, both teams will be given a loss in the standings and given a $20.00 fine. This will be strictly enforced from now on. Chris Pollmann 581-1175. Jeremy Chawgo 977-3289.
Amendment to Article X:
All game results must be text to Chawgo 977-3289 by BOTH TEAMS on Friday evening and will be entered on to the website that night. Both teams must check result on www.leaguelineup.com/ccl over the weekend. If a score is inaccurate or you are questioning the result on the website, you must contact Chawgo on Sunday. If there is not a question on the score it is official on Monday morning and will not be changed.
Also, if a game is canceled or postponed, both teams must contact Chawgo and must be rescheduled to be played within one month. After one month, both teams will receive a forfeit per county rulebook Article XII.
Article XI: Rules of the game
The official rulebook will be the ASA slow-pitch softball book. The rulebook will apply in all situations not covered by the following amended rules: A.} The game will consist of 9 innings B.} A base runner is not allowed to leave the base until the ball is touched by the bat. If the runner leaves the base and the batter misses, the runner is out and a no pitch is called on the batter. This isn't an appeal call; If the umpire sees it he calls it. Must be on a swing C.} The bases are 70 feet apart. D.}The arch of a legal pitch shall be between 6 and 12 feet from the ground. A rubber mat which was provided by the league will used to call balls and strikes for legal pitches. E.} Re-entry is allowed for ONLY starters. F.} 3rd strike foul is an out. G.} A team can bat 11 players ( Extra hitter). Any 10 of the 11 players in the game can play the field. If a team starts with 11 players it must finish with 11 players. An empty space in the batting order is an out. H.} Each team will only be allowed 1 homerun over the fence an inning. Any additional homeruns over the fence are outs. I.} Steel spikes aren?t allowed. J.} The current ASA Illegal bat list will be used to resolve any protests regarding illegal bats. K.}All games that are delayed due to rain or other unforeseen circumstances after 7 innings is a complete game.
Article XII: Special Rules
League games start at 8:00p.m, unless otherwise noted on current season?s schedule. The home team must be finished with batting practice by 7:30 and the visiting team by 7:50. Both teams will then have 5 minutes of infield practice. The official ball is SB-12L RF. The home team must furnish two new balls for a game unless a good ball is agreed upon as the back up ball. A league game may begin with 9 players from one team on the field.
Run Rule
A 20 Run rule is in effect after 6 innings and a 15 run rule after 7 innings. All run rules are mandatory in regular season and playoff games.
Article XII: Amending rules and meeting rules
Rules of the official rulebook or of our own by-laws may be amended at any league meeting by a majority vote of the teams in good standing from the previous year, or by a majority of teams in good standing from the present year if one meeting has already been held. Each team casts one vote. League officers break all ties. A $20.00 fine shall be imposed on any team that isn't represented at any league meeting without reasonable cause determined by league officers.
Article XIII: Disbandment
If the league disbands, the treasurer will divide the money in the treasury evenly between teams that played the previous year and were in good standing. If additional money is needed during the year, each team will be assessed evenly.
2015 Amendments:
Officers: President - Jeremy Chawgo. Vice President - Luke Winkeler. Secretary/Treasurer - Brandon Holtmann
New Rule: Each team is allowed one courtesy runner per inning. The runner must be the player who made the last out.
New Rule: There is no need to run out home runs that go over the fence in fair territory.
Ammended Rule: Teams are allowed one cancelled game per season that is not related to the weather.
