CYBA League Rules 2022-23

Coaching

 

All individuals volunteering to coach a team with CYBA must register through the online registration system. Teams will be assigned on a first-come basis. Priority will be given to parents/guardians of children enrolled at Central ISD and returning CYBA coaches in the event that we have more coaches register than teams available. Assistant coach may not be declared until after draft.

 

Coaches should hold a one hour practice a minimum of once weekly throughout the season, but not more than twice weekly. Practices should focus on basketball fundamentals, rules of play, encouragement, and motivation.

 

Coaches must make their best effort to give each player a minimum of 50% playing time each game.  If lack of playing time becomes a repeat problem, a board member may be assigned to sit with the team and assist with time management.

 

Any coach receiving 2 technical fouls during a game will be removed from the game and may not sit with the team for the remainder of the game.  Any coach who is removed from more than one game during the season must meet with the Board before reinstatement with the team. Any coach who is not reinstated after meeting with the Board will be considered banned from coaching for the remainder of the season, and all following seasons, until the Board holds an official vote for reinstatement. This vote will only be carried out by written request of the banned individual.

 

Book Keeping

 

Home team will be responsible for keeping the official score book at the clock desk. Coaches or designated appointee will enter their players into the official score book before each game. If a player is not present, there is no penalty for having his name in the book.

 

Game Play

 

Each team will be allowed 2 timeouts per half lasting 60 seconds each.

 

In case of a tie, overtime will consist of 3 minutes, stopping the clock in the last one minute. Teams will receive one additional timeout.  Any timeouts remaining from the second half will carry over into overtime. If the game is still tied after overtime, there will be a 1 minute intermission followed by a sudden-death overtime.  First score will end the game

 

In the referee's judgment, if the offensive team tries to run out the clock without attempting to cross the half court or 3-point line in a timely manner, it is an automatic turnover. The defense will take over at the hash mark closest to the half court line.

 

Mercy rule will take effect in all age divisions when a 20 point lead is reached. The defense of the leading team must remain behind the 3-point line when a 20 point lead is achieved and must remain behind the 3-point line as long as a 15 point or greater lead is maintained. If a 20 point lead is held in the final 2 minutes, the clock will not stop except for timeouts or injury.

 

If poor sportsmanship is shown during or upon conclusion of a game, the referees and board members will have the option to remove any spectator, player, or coach for the remainder of the game or tournament. This will include, but is not limited to, foul language at any time, excessive arguing or yelling at referees, and playing in a manner that attempts to physically harm opponents.

 

 

Rules not discussed here shall be governed by the National Federation of High School Association Rule Book.

 

 

5-6 yr old League:

 

27.5 inch ball, 8’6 Goal height, 7’ Free throw line, boys and girls combined

 

6 minute quarters with running clock throughout the game until the last minute of the 4th quarter and/or overtime.

 

Games will begin with a jump ball and each quarter will begin with alternating possession. The teams will alternate possession on any tied ball situation.  In case of a tie game, the overtime will begin with a jump ball with alternating possession in any jump situation thereafter.

 

No guarding in back court. One violation warning PER HALF.  All violations after first warning will result in a technical foul.

 

The defense must remain behind the three point line until the ball crosses inside the three point line. One violation warning PER HALF.  All violations after first warning will result in a technical foul. Once inside the three point line, the defense may guard anywhere in the half court.  Defense may begin guarding at half court during the last 1 minute of the game.

 

One coach per team will be allowed on the court during play to instruct players.  To avoid confusion, coaches may not instruct players from opposing teams.

7-8 yr old League

 

28.5” ball for boys, 27.5" ball for girls, 8’6 Goal height, 12’6 Free throw line

 

8 minute quarters with running clock throughout the game until the last 2 minutes of the 4th quarter and the last two minutes of overtime.

 

No guarding in back court. One violation warning PER HALF.  All violations after first warning will result in a technical foul.

 

The defense must remain behind the three point line until the ball crosses half court. One violation warning PER HALF.  All violations after first warning will result in a technical foul. Defense may begin guarding at half court during the last 1 minute of the game.  

 

Maximum of 5 seconds in the lane.






9-10 yr old League

 

28.5” Ball, 10’ Goal height, 12’6 Free throw line

 

No guarding in the back court until 4th quarter. One violation warning PER HALF. All violations after first warning are technical fouls.

 

Maximum of 5 seconds in the lane.




11/12 yr old & 13/14 yr old Leagues

 

28.5” Ball for girls, 29.5” Ball for boys

 

This age will be played by the NFHS rules.

 

 

Draft Procedures

Draft Procedures

 

Head coaches will draw numbers to determine draft order.

 

The draft will begin from first to last, then reverse and go back from last to first until all players are chosen in that age group.

 

Assistant coach may not be declared until after draft

 

Players will be drafted in age groups, starting with the oldest ending with the youngest.

 

5\6 year old division will draft boys and girls separately to ensure even distribution.

 

Coach's son(s) daughter(s) will be automatic picks and be the last round pick in the age group. If the coach has two kids on the team, the older player will be the last pick and the younger player will be the first pick of their respective age groups.

 

Brothers & sisters may be drafted together upon parent request and will be considered the next 2 draft picks.

 

Teams will draft in order until all players have been drafted.  Teams will not exceed 10 players. Ideal team size will be 7 players. President and/or Vice President retain the right to set the limit of team members.

 

New players coming in after the draft will go to the team with the least amount of players. In the event that all teams are equal, then the new player will go to the team that was next in line to draft.

 

Trades will be permitted for a brief period after the draft, as long as all coaches and at least one board member are aware and agree of the trade or trades.

 

 

Guidelines for the use of CISD for practices

Central ISD Guidelines for facilities use:

1. Clean up (trash, balls, etc.)

2. Sweep gym floor (if you have the last scheduled practice)

3. Lights out at 9pm.

4. Keep children from playing in the restrooms, locker rooms & down the halls of all gyms.

5. Make sure goals are put back to 10ft. Even if you have a 6pm practice, if the team scheduled behind you is not on the court ready to practice as your team is leaving, reset the goals to 10ft.  

As a coach and parent it is our responsibility to go by these guidelines, so it will be possible to always use the gyms of CYBA.

Please pass these guidelines to the parents of all the players, due to these guidelines also apply to siblings that are not practicing.

*** If these guidelines are not met at anytime by a coach, that coach may lose all privileges to schedule practices at CISD for the remainder of the season.
