MULTI COUNTY GIRLS SOFTBALL LEAGUE
2021 BY LAWS
Objective: To provide softball to the widest amount of players in a multi-county area and educate all players in strong competition and provide leadership on and off the field. Additionally, to ensure fair and safe play under the rules of USA softball without prejudice or discrimination, and to facilitate a strong emphasis on excellent coaching and playing.
Introduction: This is a rec league built to provide more games at a higher level of play than the typical rec league offers. Teams will be comprised of players from one school district, or may be a team from within one organization. The league will make every effort to maintain fair and equal competition by disallowing higher level teams.
1. Charter organizations, teams and fees: A. There is a charter fee of $100 per organization. Any amount of teams under the banner of one organization may play in this league and only one charter fee will be charged to any organization provided they have a minimum of one team in this league every season. Charter fees are waived for all participating teams and organizations the first year of play. B. Should an organization fail to enter the minimum of one team per season, and wish to participate in a following season, a new charter fee will be imposed in addition to the yearly entry fee.
2. Entry fees: Any team wishing to play in this league is charged an entry fee of $200 payable prior to scheduling any games. Dates to be determined. There will be a season ending single elimination tournament with the league paying umpires and buying awards for champion and runner up teams in each division. Dates, times, and location to be determined.
3. Rosters: This is a rec league as regards to rostering players. All teams in this league must roster players from within their school district. Any exception will be addressed and voted on by the board.. No player may legally be rostered on more than one team in an age division. If a player is listed on two or more rosters in the same age division, the roster that was turned in earliest with accompanying payment will stand as official. Other rosters with this player listed will be negated and that team will be required to file a new roster.
4. Schedule: Regular season and tournament games will be played throughout the week and, as necessary, on weekends as well.. Doubleheaders will be scheduled whenever possible for all teams and sites. Each team entering is asked to provide a home field to play games. If this is not possible, other arrangements will be made.
5. Teams requirements: All teams must provide a completed USA waiver roster, a copy of insurance coverage, and a current USA Softball team card. All head coaches must provide a copy of a USA background check prior to receiving a game schedule. Other documents may be required and teams will be notified in a timely manner.
6. Board officers: There will be a president, vice president, umpire in chief, secretary and a treasurer on the executive board. The final decision for all rules and by laws is made by majority vote of the board officers. Any participant in the league may petition, (in writing,) the board at any time for a rule or by law change. Any change to rules or by laws will be publicly discussed and voted on at the next board meeting. An open league meeting of all coaches will discuss and vote on the duties and compensation for all board members.. This is a USA softball league, and all USA codes, rules and regulations are in full effect unless superseded in these by laws. All umpires will be USA licensed.

MCGSL 10u Rules
1. 80 minute finish the inning in all regular season and tournament games. No new inning starts at or after 70 minutes. Championship game is a full game. Ties allowed in regular season; tournament games play until there is a winner. Tie breaker used as required, High seed has choice in tournament games. USA mercy rule applies in all games. All available players bat and teams will have open substitution. If at any point in the game a player cannot bat for any reason, she is skipped, and is removed from that game with no out taken unless the lineup falls below nine. She may return to play the next game. Courtesy runner for both pitcher and catcher will be the last player in the lineup to come to bat at that time.
2. All regular season games will be scheduled with home teams playing at their site. If the scheduled home team cannot provide a field for their home games, the games will be played at Mineral City fields.
3. 4 outfielders allowed. 2 on each side of second base. 7 runs maximum per inning. Dropped third strike and open base running in effect.
4. Any protest arising during a game will be adjudicated within a three day period. A fee of $100 must be paid to the plate umpire at the time of the protest. There will be no protests after a game is complete. The UIC will make all decisions regarding protested games. If the protest is upheld, all money is returned and game will resume at the point of the protest. If protest is not upheld, all money is forfeited. The offending team will pay the umpire a full fee for the the conclusion of the protested game, or forfeit the game. A protest may be withdrawn within a twenty four hour period of when made, but the coach protesting will receive only $50 of the original protest fee. This is a USA softball league, and all USA codes, rules and regulations are in full effect unless superseded herein.
5. Rules not covered herein, and rules enhancements and additions will be the domain of the executive board. Their decision is final in all rules instances.
