2021 Boyle County Youth Football League Rules
1. Members: Woodlawn, Junction City, and Perryville Elementary Schools
2. Tackle Football Age Divisions/Restrictions:
A. Junior Varsity: 3rd and 4th grade tackle football
B. Varsity: 5th and 6th grade tackle football
C. 7th grade students are prohibited from participation. These students must participate at the middle school level. No exceptions.
3. Team Selection: When more than one team exists within a league, the teams must be chosen by draft to prevent loading talent on specific teams. Late registrations must be placed fairly by league administrators.
4. Weight Restrictions on Ball Carriers:
A. 1st and 2nd grade: Ball carriers not to exceed 80 pounds without equipment.
B. 3rd and 4th grade: ball carrier not to exceed 110 pounds without equipment.
C. 5th and 6th grade: Ball Carriers not to exceed 150 pounds without equipment.
D. Weigh-In: weigh-ins will be handled at the league level. Each player will be weighed once preseason to verify eligible ball carriers. Players will be weighed without equipment.
E. Ineligible ball carriers may not line up in the backfield.
F. Ineligible ball carriers may not receive a handoff, pass, or receive the ball in any other intentional manner.
G. Fumbles and interceptions can be returned by any member of the defensive team. Incidental kickoff returns may be advanced by any member of the return team; however ineligible ball carriers may only be positioned on the front line of the return team.
5. Game Rules:
A. KHSAA rules prevail in all situations not covered by the below Conference rules.
B. Field Dimensions: 100 yards in length. Chains- 10 yards.
C. Game Length
a. 1st and 2nd grade: 12 minutes running quarters. The clock will be stopped only for injury, timeouts, extra points and kickoffs.
b. 3rd/4th grade and 5th/6th grade: 8 minute quarters.
D. Halftime: halftime will be the length of one quarter. Mighty Might halftime will be 6 minutes.
E. Mercy Rule: The clock will run continuously in the second half when a 32 point lead has been established. The leading team cannot call a timeout during a continuous clock.
F. Overtime: Overtime will be conducted according to KHSAA rules. A touchdown will be followed by an extra point attempt per conference rules.
G. Timeouts: 2 timeouts per half.
H. Play Clock: A 30 second play clock will be used in 3rd and 4th grade and 5th and 6th grade divisions. A 40 second play clock will be used in the 1st and 2nd grade division.
I. Coaches on the Field: One coach is allowed on the field with the team in 3rd and 4th grade and 5th and 6th grade divisions.
Two coaches are allowed on the field in the 1st and 2nd grade divisions. Coaches must keep a safe distance from play.
Instructions cannot be given until the play is dead. Officials can remove any and all coaches from the field for the betterment of the game.
J. Sidelines: Only official coaches, players and managers are allowed in the team area during the course of the game. This includes pre-game and halftime. If a game must be stopped to remove someone from the team’s area or sideline, a delay of game penalty will be assessed. Six total coaches permitted per team. Team coaches should be identifiable by common coaches’ shirts.
K. Footballs: the 5th and 6th grade division will use a Youth sized football. The 3rd and 4th grade division will use a Junior sized football. The 1st and 2nd grade division will use a Pee Wee sized football.
L. Cleats: Only molded rubber cleats may be used. NO metal, nylon, or screw-in cleats allowed.
M. Officials:
a. Every attempt will be made for all officiating crews to include at least one certified official. When only one certified official is used, he will serve as head referee. League or KHSAA official certification accepted.
b. A minimum of three officials must be used in the 3rd and 4th grade and 5th and 6th grade division. Two officials may be used in the 1st and 2nd grade division.
N. Kicking Game:
a. 1st and 2nd grade:
i. Live kickoff from 35 yard line. The ball must travel 10 yards.
ii. No Punt: the Offence may elect to change possession on the fourth down at which time the ball will be spotted 20 yards down field from the line of scrimmage, however the ball will not be spotted beyond the receiving team’s own 16 yard line.
iii. No Field Goals
b. 3rd and 4th/5th and 6th grade:
i. Live kickoff from 35 yard line. The ball must travel 10 yards.
ii. No Rush Punt- Live after ball is kicked. If the clock is stopped it will be started when the ball is kicked, not when the ball is snapped.
iii. No field goals
iv. No Punt: the Offence may elect to change possession on the fourth down at which time the ball will be spotted 20 yards down field from the line of scrimmage, however the ball will not be spotted beyond the receiving team’s own 16 yard line.
O. Extra Points: The ball will be spotted on the 3 yard line. One (1) point will be awarded for successfully running or passing the ball over the goal line. Two (2) points will be awarded for a successful no-rush place kick. The ball must be held on a place kick tee. A kick off tee may not be used. If the ball touches the ground prior to the kick it is considered a dead ball. The ball is to be placed no closer than 8 yards and no farther away than 10 yards.
P. Offensive Rules:
a. First Downs: 10 yards for first down
b. No unbalanced line in the 6-7 year old division.
Q. Defensive Rules:
a. 1st and 2nd grade teams must run a base 4-3 defense with man-on alignment with defensive linemen covering guards and ends and linebackers covering the center and tackles. Interior players cannot align in the gaps. The offensive center cannot ever be covered.
b. Blitzing: No Blitzing/stunting in the 1st and 2nd grade division. All defenders must read and react. In 3rd /4th and 5th/6th grade divisions there will be no stunting until after the snap of the ball except on goal-line defense. First offence: warning. Second offence: 5 yard penalty.
c. Inside Linebackers No Closer than 3 Yards to LOS: All inside linebackers aligned from the outside shoulder of the offensive tackle inward must line up at least 3 yards off of the line of scrimmage. First offense: warning. Second offense: 5 yard penalty.
