MAJOR LEAGUE (10U) RULES AND REGULATIONS
1. PLAYING DISTANCE
1.) BASE LENGTH SHALL BE 60 FEET.
2.) THE PITCHER’S RUBBER SHALL BE 46 FT FROM THE REAR OF HOME PLATE.
2. OFFICIAL GAME
1.) THE GAME SHALL BE 6 INNINGS. TIME LIMIT OF 1:45.
a.) The 1:45 timer will be started when the home team’s pitcher throws his first warmup pitch before the 1st inning.
b.) A new inning is determined to have started after the last out in the bottom of the previous inning is made.
c.) If the 1:45 time limit is reached, the inning will be played to its conclusion and the game will be over.
d.) LAST INNING:
i.) If a new inning is started at the 1:30 mark or later on the time limit, the umpire will call out that it is the final inning so that both teams know. When this inning is complete, the game will be over. There will be unlimited runs in this final inning.
NOTE: If the umpire calls the final inning and the home team is still winning once the top of the inning is completed, the game is over regardless of whether or not there is still time on the clock.
2.) In case of inclement weather, 4 completed innings will constitute a complete game. In the event the home team is winning after 3 1/2 innings, then 3 1/2 innings will constitute a complete game.
3.) There shall be a 2 minute time limit between half innings. Clock starts after the final out is made in the preceding half inning. Balls will be called every 20 seconds for defense and strikes for offense if a team exceeds this limit.
4.) Only 7 runs per inning will be allowed, except the last inning as noted above in which scoring will be unlimited.
5.) Mercy Rules:
a.) “10” RUN RULE IS IN EFFECT AFTER 4 INNINGS.
b.) “15” RUN RULE IS IN EFFECT AFTER 3 INNINGS.
6.) A legal lineup will consist of 10 players
7.) A team may start the game with 8 players. Failure to field 8 players is cause for forfeit.
a.) A team starting a game with only 8 players will take an automatic out at the end of the batting order. Only one out will be charged per team, regardless of the number of players missing. In a game in which a team is playing with 8 players, an inning cannot end with a walk or hit-by-pitch.
b.) A team may pull players from other teams in the Minor League division to make a legal lineup (10). That player will be placed at the bottom of the batting order and cannot pitch.
c.) In the event of a late arrival the late player will replace the player brought in from another team, and be placed at the bottom of the batting order
8.) A player must slide or make an attempt to slide to avoid aggressive contact when a play is being attempted at any base except first. (Umpire’s Judgement). A team warning will be issued for the first offense, then automatic outs will be called for future base runners if this recurs in the same game.
a.) No head first slides at any base, a team warning will be issued. Players may use a head first dive when returning to a base.
9.) Any coach or player that is ejected from a game will automatically miss the next full game. The player or coach will be allowed to attend the game and watch but not participate, unless he is ejected from the complex by the complex manager.
a.) If there is any fan/parent behavior concern, the umpire should discuss this with the coach and the coach should rectify the situation immediately.
b.) If a parent/guardian is subsequently ejected from the game due to behavior, the head coach and the child(ren) of the parent/guardian are ejected from the game as well. If another fan should be ejected, the same applies but the assistant coach will be ejected as well. If there are no more coaches to coach the game, the game shall be forfeited. If a parent/guardian has more than one child on the team, being ejected and having the child(ren) be ejected as well could cause your team to fall below the minimum number of players needed to play a game and will result in a forfeit.
i.) If the ejected fan is not the parent, guardian, or adult directly responsible for the supervision of any child in the game, then the above steps are still applicable EXCEPT that no child will be ejected.
c.) If a parent/fan is ejected from a game, depending on the severity of the incident, parent/fan will miss a minimum of 1 game with maximum penalty being banned from games or potentially the sports complex for the remainder of the season.
10.) Where it’s not defined in ENYBL rules we will follow the local BPA rules.
3. GENERAL RULES
1.) THE BATTING ORDER SHALL CONSIST OF ALL PLAYERS ON THE TEAM'S ROSTER AT THE BEGINNING OF THE GAME.
2.) ALL PLAYERS IN LINEUP SHALL BAT BEFORE RETURNING TO THE TOP OF THE ORDER.
a.) FREE SUBSTITUTION: However, no player shall sit a second time until all other players have each sat out once per game. The batting order remains the same.
3.) In the event of disciplinary action, a coach may sit a player out more than one inning. If this should occur, the coach must notify an ENYBL board member, the player’s parents, and the opposing coach.
4.) A BASE RUNNER MAY NOT LEAVE THE BASE UNTIL THE BALL CROSSES THE PLATE. If a runner leaves a base too soon, in the umpire’s judgment, there will be one team warning. Subsequent offenses will result in an out being called on the baserunner. This becomes a “Dead Ball” situation.
5.) IF A BATTER THROWS A BAT A TEAM WARNING WILL BE ISSUED. IN THE EVENT IT OCCURS AGAIN, THE BATTER WILL BE CALLED OUT. This becomes “Dead Ball” situation.
6.) NO “SLASH” BUNTING ALLOWED. IF ATTEMPTED, THE BATTER WILL BE CALLED OUT WITH NO WARNING GIVEN.
7.) THE BATTER IS OUT ON A THIRD STRIKE. THE DROPPED THIRD STRIKE DOES NOT APPLY.
8.) A player may use any type of baseball bat in this division.
a.) EXCEPTION to 3.8: Easton Ghost bats and YBB18GX 10 bats are illegal
9.) ALL CATCHERS MUST WEAR A PROTECTIVE CUP. ALL PLAYERS ARE RECOMMENDED TO WEAR A CUP.
10.) NO METAL CLEATS ARE ALLOWED.
11.) HELMETS: PLAYERS MUST KEEP THEIR HELMETS ON WHILE IN THE FIELD OF PLAY (THIS IS FOR THE SAFETY OF THE PLAYERS). FIRST OFFENSE WILL BE A TEAM WARNING, ON THE SECOND OFFENSE THE PLAYER WILL TAKE AN OUT.
4. PITCHING REGULATIONS
1.) PITCHERS ARE ALLOWED A MAXIMUM OF 3 INNINGS PER GAME AND 6 INNINGS PER WEEK. EACH MONDAY STARTS A NEW WEEK.
a.) ONE PITCH TO A BATTER CONSTITUTES AN INNING PITCHED
b.) Each team will keep track of innings pitched in the scorekeeping book, and the umpire will also keep track of innings pitched and report to the league. If there are any discrepancies between the two reports, the umpire’s report will take priority.
i.) Umpires will have a card to record each team’s pitching progression including the child’s name and number of innings pitched. At the end of the game, a coach from both teams will meet with the umpire to verify the information on the card. This information will be recorded in a timely manner in an online document that will be shared with each head coach.
2.) ONCE A PITCHER IS REMOVED FROM THE PITCHING POSITION, HE/SHE MAY NOT RETURN TO PITCH IN THAT GAME.
3.) INTENTIONAL WALKS MAY NOT BE ISSUED.
4.) THE PITCHER MUST BE REMOVED ON THE COACH'S 3RD TRIP TO THE MOUND IN THE SAME INNING OR THE 4TH TRIP FOR THE SAME PITCHER IN THE SAME GAME.
5.) THE PITCHER MUST BE REMOVED FROM THE PITCHER POSITION AFTER THE 3RD HIT BATTER IN A GAME.
5. DEFENSE
1.) TEN (10) PLAYERS SHALL PLAY THE FIELD.
2.) FOUR (4) PLAYERS SHALL BE PLAYED AS OUTFIELDERS. THEY MUST BE IN THE GRASSY AREA.
6. TOURNAMENT RULES
1.) INTERNATIONAL RULES WILL BE USED FOR ANY EXTRA INNINGS. For each team, the player who batted last the prior inning will be placed at 2nd base and begin the inning with 1 out.
