 Rules & Standards

A. Offensive Rules

1. All players in attendance must have at least one at bat.

2. Teams must bat 10 players, which comprise of the nine (9) defensive players and one (1) Extra Hitter (EH).

3. Teams may also choose to bat their entire bench and substitute freely on defense. If choosing this option, the team must take an out if a player in the original batting order cannot take his at bat for any reason.

4. Any player arriving to the game late must be substituted into an existing spot in the lineup.

5. If a team plays with only nine players, the opposing team may elect to bat nine

(9) players to negate any offensive advantage.

6. In the event that a team bats eight players, that team must take an out each time

the ninth (9th) slot is up, and will then follow rule A-3.

7. Any player removed from a game may re-enter the game in ANY batting slot as

long as the returning players next at bat is more than 10 batting slots past the slot he vacated.

8. There is a seven run mercy rule in effect for runs scored during each inning- except the seventh inning(7th) or any inning of extra innings.

9. Double Header Games at Washuta Park (Lights) each have a two hour time limit used at the Umpires Discretion upon observance of typical inning time length.

10. All Bats must meet NFHS Standards (BBCOR).

11. Game play rules will adhere to 2012 Senior Little League Rules except where noted otherwise.

 B. Defensive / Pitching Rules

1. No Pitcher may throw more than seven (7) innings in one calendar week in BNBSL Scheduled Baseball Games.

2. A week is from Sunday to Saturday.

3. One Pitch constitutes One Inning.

4. After each game, each coach and the umpire must legibly sign the opposing teams scorebook with the final score and Innings Pitched by all pitchers listed. Teams must be able to produce these signatures in the event of a protest. Failure to produce these records will result in a loss of protest.

5. A pitcher who hits two batters in one inning must be removed from the pitchers mound.

6. A pitcher removed from the pitcher position for any reason cannot return to pitch in the same game.

7. METAL SPIKES are considered illegal equipment. This league is devised for the safety of the players involved. While a 15 year old may pose no danger to other 15 year old players of like ability, it is very likely that a House Level 13 year old player may not have the wherewithal to defend himself from Metal Spikes.

8. All equipment must meet NFHS Rules, unless noted otherwise.

9. The Extra Hitter (EH), may enter the game into any defensive position, except for Pitcher, without restriction.

C. Organizational Rules

1. Protests must be made at the time of the rule interpretation dispute by asking both the umpire and the opposing coach to mark a bold “P” in both scorebooks as the mark to which play is being protested.

2. Protests can only be made on Rule interpretations. Judgment calls cannot be protested.

3. All protests must be submitted in writing no more than 48 hours after the protest is made. Protests can be made via email to Mike Dashineau at dash3640@yahoo.com.

4. Protests will be discussed and / or voted on by one representative from each participating league.

5. Each League Representative will have one vote for each team represented. A league with two teams receives two votes, etc.

6. It is each leagues responsibility to provide two non-certified or one certified umpire for each game.

7. It is the individual League’s responsibility to ensure that the umpire is properly equipped, properly trained, and behaves in a manner appropriate to the goals and foundations of the Greater Niagara Baseball League.

8. It is the Individual League’s responsibility to provide a safe and orderly atmosphere, starting with umpires, for every game played at their sight.

9. Any league that fails to provide the appropriate atmosphere and level of professionalism to these games may face sanctions by the league upon a 2/3rds vote from participating leagues. These sanctions may include:

a. Loss of Home Games

b. Umpires Restrictions (Must use NFUA Umpires)

c. Game Forfeitures

d. Ejection from League

10. It is the winning teams responsibility to report the final score of each game to

11. Any organizational matters must be brought before all involved entities. If action needs to be taken, action must be made by organizational vote, majority rules.
