                                  ASSBL 2018 Babe Ruth Official Rules

 

 All teams are subject to play on any day of the week.  THE LEAGUE WILL RETAIN THE RIGHT TO RESCHEDULE ANY GAME AS NEEDED - DUE TO CONFLICTS IN THE SCHEDULE.

Games are due to start on 6/26/18 and End on Aug. 5, 2018

We will set up all schedules for all divisions on the website. Hope to have that by 6/23/2018.

Any game missed will be consider a postponed game, which will need to be made-up.  All cancelled game must be made on the following Sunday.

 

The only exception to move a scheduled game for tournament play will be for Babe Ruth and Little League District (tournament) games.

 

If you schedule a game you cannot cancel on the day of the game unless it is weather related.

 

Due to the current low numbers in most cities/towns for baseball, 2018 ASSBL will be allowing teams to double roster 13 year old and 14 year old players so they can play up with the 15 year old division.

We will try to set up the schedules so the 15 year old schedules will not conflict with the 14 year old schedules.  The 15's will play on Monday, Wednesday and Fridays. 14's will be scheduled on Tuesday, Thursday and Saturdays.

 

You may roster up to 16 players. All rosters will need to be emailed to Paul Simpson by July 1, 2018. I will keep each roster on file so if there are any questions on players eligibility, we can review the roster. We will need name, age and shirt (Please No More info needed) number of each player.

 

BAT REQUIREMENTS: Babe Ruth Rule

 

13-15 – All non-wood bats may must have the USABat Marking or marked BBCOR .50. Bat Barrel – 2-5/8”.

 

ALL DIVISIONS – If any bat in Cal Ripken Baseball or Babe Ruth Baseball cannot be clearly identified for its make and model to determine the barrel composition, then the bat must be removed from the game. Any cracked or flat bats must be removed from the game.

 

PENALTY:

• If the illegal bat is discovered prior to a batter completing his “at bat”, the bat is simply removed from play and the “at bat” continues.

 

• A player who uses an illegal bat or non-conforming barrel dimension and hits a fair ball will be ruled out. No advancement on the bases will be allowed, and any outs during the play shall stand. This is an appeal play. The “at bat” will be considered legal once a pitch is thrown to the next batter.

 

• Any bat discovered prior to the game that does not conform to the above rule shall be directed to be removed immediately and not be allowed for use during the game.

 

 

RULES:

 

1. Games will be played according to Babe Ruth Rules.

 

2. All teams are responsible for their own insurance and covered at all fields that we play on. (All coaches MUST carry a copy of your leagues/teams insurance)

 

3. Playing time is up to each manager. The league feels everyone should play at least half a game.

 

4. Speed Up Rule - Every team must insert a pinch runner for the catcher that is on a base with 2 outs (it will be the PLAYER that MADE the LAST out).

 

5. Each team will pay one umpire fee for all Summer League games. For the 2018 regular season we will use one umpire per game - $80 for one umpire per game (each team will pay $40.00).  For the 2018 playoff games we will use two umpires - Fees are $65 per umpire (for 2 umpires). For any game that was scheduled and an umpire has been assigned, and the team cannot field 9 players, that team will have to pay the umpire $40.  For A 5 inning double header the fee will be $50 for each team.

 

6. Each team will supply 2 game balls.  Home team will supply extra as needed.

 

7. Teams must use an extra hitter as a 10th man.  When a team shows up with 10 or more players, they must bat at least 10 batters. The EH can be at any spot in the order.

 

8. Any team may elect to use a continuous batting order with free substitution (with the exception of the pitcher). Teams must announce this intention before the game and may not deviate from it. In the case of using a continuous order, a player leaving the game because of an injury, there will be no penalty. But if a player leaves because of being ejected by an umpire, that space in the order will incur an out the next time at bat. The following at bat in the order that space will be skipped with no further penalty.

 

9. The slide rule (slide OR avoid a tag) will be strictly enforced.

 

10. Adult coaches may coach the bases. If a player coaches the bases, that player MUST wear a helmet. All players must wear a helmet when batting, running bases, or standing in the on deck circle.

 

11. Games with a 10 run differential will be stopped after five (5) innings. (There is no option here) Each team must have equal at bats if game goes beyond the fifth.

 

12. A team will receive 2 points for a win, 1 point for a tie and 1 point for a completed game. THERE WILL BE NO FORFEITS.  Game for record sake may last no longer than 7 innings. Any games tied after 7 innings will be declared a tie. (Exception - playoff games)

 

13. Curfew: Umpires must call the game when the conditions become potentially dangerous to the players. The safety of the players must be the first consideration of game officials. Note: Each home team will assume the responsibility for maintaining safe conditions at its field at all times. All games have a 2-hour curfew from the start of the game. (NO inning will start after the 2-hr curfew) In a game shortened by curfew or weather and has become a legal game, if home team has not the opportunity to get final “at bat” then game shall revert back to previous inning score and game declared final.

 

14. Protest: If a situation should arise where the umpire has made and incorrect call on a rules interpretation, the manager must prove that the umpire has made an incorrect call by pointing out the written rule in black and white (he has five minutes to point the rule out in the book) If the umpire is proven incorrect, he or she must reverse the call. If the rule cannot be found or is not specific enough, the umpire must defer to his/her own judgment. Umpires have right to rule on anything not specifically covered in the rule book. Any team that cannot show an umpire a rule because a rule book is not available - NO PROTEST CAN BE FILED. You must bring up the protest at the time of the question play, once a pitch is thrown, no further protest can be filed.  There may be no protest on judgment calls, whatsoever! 15. Forfeited Games: Teams must absolutely not forfeit games. Each team has a certain number of games to complete and 7 weeks to complete them. NO FORFEITS ARE ALLOWED.  Each team that enters and pays the entry fee has the right to expect to play a reasonable number of games. Any team that cannot field a team will be responsible for all umpire fees for that game ($40). The season may be shortened due to the weather.

 

16. Any team found in direct violation of the rules and regulations will be subject to a one-year suspension. Adults responsible for any such violation will be banned from future participation in the league.

 

17. If a town has more than one team in an age division, and is unable to field a team they must pick up player(s) from a lower age division, please roster those double roster those players. Absolutely, no player(s) of Little League age (under 13 years of age) or from outside their regular season roster are not to be allowed to play in any games in this league. This would be a direct violation of All Star Summer Baseball League Rules. Any Manager/Coach (and Team) that is caught abusing this rule will be suspended immediately and possibly banned from this league.

 

18. Season will end on August 5, 2018

 

19. To be eligible for playoffs you must complete the 12 game regular season.*

 

20. Playoffs for the B Division will start on Aug. 7th and Final game will be on Aug. 11, 2018

 

21. Playoffs for the A Division will start on Aug. 8th and the final game on Aug. 12, 2018

 

22. Tie Breaker rules will be for the 2018 ASSBL season - Points will be first tiebreaker - next will be head to head play, if still tied, we will use which team allowed the least defensive runs.

 

23. Teams can play with 8 player for a full game.

 

24. You may use a 5 inning double header to get your games in.

 

*League Official retains the right to change the playoff game completed rule due to weather or other situations.

 

PITCHING RULES:

 

1. No pitcher can pitch more than seven innings in a calendar week (the Babe Ruth rule is: Monday thru Sunday).  

 

2. If a pitcher is removed on the first trip, but stays in game at another position, he can return to the game as a pitcher.

 

3. Book rule will apply regarding the second trip to the pitcher in the same inning.

 

4. If a pitcher delivers one (1) pitch in an inning, that pitcher will be charged for one (1) inning pitched.

 

5. Ball goes directly back to the pitcher after an out. (NO AROUND THE HORN)

 

6. Hidden ball will be used, pitcher cannot be on the rubber or this is considered a hidden ball balk.

 

7. Playoff pitching rules are: (this is different from what we used for the regular season) 7 innings per pitcher per consecutive two games. (I.e. if a pitcher pitches 3 innings in game one, he will be eligible to pitch 4 innings in second game, if he pitches 7 in game one, he will not be eligible to pitch again until the 3rd game.)

 

 

UNIFORMS:

 

1. All players must wear full uniforms, including socks.

2. Continued violation of this rule will cause the guilty ball player to be suspended for that game.

3. Opposing manager can and should enforce these rules.

4. Due to insurance requirements absolutely no jewelry can be worn. (IE. pierced earrings/or any   other piercing, chains, etc.)
