UFL Rules

1. In the case that a rule is not covered by this rule book, we will refer to the common knowledge of NFL rules.

2. These rules and regulations are made for the safety of all players & participants. All rules must be followed accordingly so the job of referees can be performed adequately. Please cooperate with these rules & league officials.

3. Games will be on Saturdays. Times of the first game will be at 9am. The teams must be on the field 20 minutes prior to the start of the game for pregame prayer. If a game is extended because of overtime, the next game will begin immediately following the overtime game.

4. There must be at least one captain present.

5. THERE IS NO CALLING FOR GAME PROTESTS.

6. All games will be played on grass/turf.

7. Each game will consist of seven players on the field. However, a game can start with six players on the field. If the defensive team has 6 players, one must be used as hiker.

8. Teams must have a MINIMUM OF 6 PLAYERS IN ORDER TO BEGIN A GAME. If a team doesn't have 6 players on the field at the beginning of the game, they may choose to wait for other players using the 20min grace period and timeouts (1 min per timeout). Team also loses choice of ball in both first and second half after grace period ends. If at the end of all the grace period and use of all timeouts the team still have less than 6 players, team will be forced to forfeit game. If first game starts after grace period but before forfeit time it will go one half only{36mins}

9. All games will have at least two referees in uniform.

10. Each game must be played with either an NCAA OR NFL OFFICIAL SIZED FOOTBALL. THERE MUST NOT BE ANY FOREIGN SUBSTANCES ON ANY FOOTBALL DURING PLAY. IF SUCH A SUBSTANCE IS FOUND THE QB AND CAPTAIN OF THE TEAM WILL BE EJECTED FROM THE GAME AND TEAM GIVING 15 yd. penalty.

11. No metal cleats are allowed. Any player wearing metal cleats will be ejected from game after warning. League is not responsible for anyone's personal belongings.

12. Captains are responsible for each individual players and onteroge conduct both on the field and on the sidelines. Captains will be reprimanded for any hostile & disrespectful behavior of players. Let us remember that we represent Jesus Christ at all times.a. If a captain refuses or fails to control his players conduct, it will result in a 15 yd. penalty for his team and possble fine.It can also result in an expulsion from the game.

13. Games are to be played as two hand touch. IF THERE IS EXCESSIVE ROUGHNESS, THE PLAYER CAN GET EJECTED FROM THE GAME WITHOUT WARNING.

14. First down marker is at the middle of the field, which will be indicated by the cones in the middle of the field in a different size. Once a team gets passes the middle of the field, play will resume play with four new downs.

15. All players must represent their team by wearing their team’s colors. If a player is not in their team color that team loses one timeout per player week 1 and 2. From week 3 and on any player not in matching color on the field cannot play.

 

17. Unless stipulated by the league, teams will not line up on the same sideline. One team on one side and the other team at the opposite side of the playing field.

 

18. Team may only have 7 men in the huddle and when lining up. If a team has 8 men in the huddle or when lining up, the team will be penalized and suffer a 5 yd. penalty.

19. A game may be called automatically if a team is up by 30 or more points at the anytime in the 2nd half. If a team is up by 18 or more points at 2-minute mark of the second half the game may be called.

20. Touchdown will be worth 6 points. After scoring a TD, a team has the option to throw a 1 point or 2-point conversion. The 1-point conversion will be thrown from the 5-yard line; the 2-point conversion will be thrown from the 10-yard line. Only the team quarterback can tell the referee what the team will choose to do. Once the quarterback tells the referee which conversion his team will go for, he cannot change his mind. The team can change their initial decision to go for one or two points by calling a timeout. No matter what the team that scores goes for on the extra point if its intercepted and run back its worth 2 points.

Rules for Game Clock and Game Time

21.If a team forfeits a game, the team that forfeits is liable to pay $160 payment of referee fee. The team that wins because of the forfeit will have to pay $80 in order to receive a win. Fail to do so will result in both teams receiving a loss.

22. Halftime will be a 5min break. After the 5min break, the whistle will blow and the game will continue

23. Each game will be 36 min long. There will be two 18min halves. DURING THE FIRST 16 MINUTES, THE CLOCK WILL NOT STOP FOR ANYTHING OTHER THAN CHANGE OF POSSESSION, ref or team timeout and INJURIES.

24. After the 2 min mark, the game clock (not the play clock) only stops for incomplete pass, out of bounds throws, when timeout is called, first downs, referee timeout/injury on field, following throw off play, touchdown scored, QB spikes ball, and change of possession (once the ball is spotted the play clock will begin)

*25. All games will consist of overtime play if necessary. Overtime begins with a coin toss. No blitz. The visiting team decides the call of the toss. The winner of the toss decides if they want to defend or receive. The other team then chooses which end zone to defend. Whichever team takes ball first starts on the 50-yard line. The team will keep the ball until it either scores a touchdown, or turns the ball over. Once the first team has scores they are only allowed to go for 1. If second team scores and the first team got the extra point the 2nd team must go for 2pt{the win}. It is possible for the game to end without the second team getting a possession. If the ball is intercepted and ran back for a score  by the 2nd team  the game is over. If not the second team gets the ball on the 50.

26. There is only one overtime after regulation ends with the game tied. In the play offs, overtime will repeat until there is a winner. The ball will be moved up 10yrds each overtime stopping at the 30yrd line. Each team will be giving one timeout per overtime.

27. DURING REGULATION TIME, EACH TEAM WILL HAVE THREE TIMEOUTS PER HALF. Four timeouts if its one half. Each time out will be 30 seconds long; once the referee blows the whistle after the timeout the play clock, which is 30 seconds long, will begin

28. Any player can call timeout.

29. Delay of game will be penalty of 5 yards.

30.If a team calls a timeout and they don't have any it will be a 10 second run off and 15-yard penalty. This is in effect at the 1min marker in the first and second half. If they call timeout outside the 1min marker, it’s just a 15yrd penalty.

31. CURSING IS NOT ALLOWED, THIS INCLUDES THE GAME AREAS SUCH AS THE FIELD AND THE SIDELINES. THE FIRST TIME A TEAM CURSES THEY WILL BE GIVEN A 15 YARD PENALTY AND A TEAM WARNING, THE NEXT PERSON WHO CURSES ON THAT TEAM WILL BE EJECTED FROM THE GAME. REFEREE is the ONLY ONE ALLOWED TO MAKE THE CALL IF THEY HEAR SOMEONE CURSING.

32. Brother’s keeper rule. Any player who starts a fight with another player will be suspended for the season. The league will also suspend his team’s top player for a minimum of 2 games. The 2nd player involved in the fight will be ejected from the game once he engages in the fight but will not be suspended any games for protecting himself. 

33. A player suspended for fighting in another league. Will be suspended in the UFL. The length will be decided by the league.

34. Any injuries will be treated after the ball is dead on that play.

35. If a player is injured during a play he will have to step out of the field for at least one play. The team may use a timeout in order to keep him in the game. This is for the safety of all players.

Rules Concerning Penalties

36. There will be a 15yd penalty for unsportsmanlike conduct and a replay of down. If a player is charged with two unsportsmanlike conduct, he will be ejected from the game and could be suspended.

37. If a referee needs to verify or ask for assistance from a commissioner for a call he may but, referee have final say on a call.

38. Captain or coach always have the right to discuss with a referee in private but, players are excluded from talk. Referee makes judgment on how long to discuss call.

39. Any harsh aggressive behavior, comments or physical contact by a player against a referee or commissioner, will be a 15yrd penalty and player can be suspended depending on the situation. 

40. Players must never tackle their opponents if they do they may be ejected from the game and possable suspended.

41. Referees will have their yellow flags to throw if there is a penalty involved in that play. In order for a penalty to be considered as a penalty, a flag or a hat must be thrown. Without a flag or hat it will not be a penalty.

Offensive Rules

42.The offensive team will huddle for 30 seconds (play clock) to call a play. When whistle blows after the previous play, play clock begins. If team desires more time they must call a time out. Delay of game is a 5 yd. penalty

       42a. In order to snap the ball quickly all six players must be completely out of the huddle. The QB just has to be within five yards.

43. Once the football is hiked the referee will count to 4 rush; once the referee is done counting the defense can rush the quarterback. The QB can run after the referee count to four. The QB can run without the referee counting to four if he's blitzed by the defense or on a running play. Before the ball is hiked, QB must be no more than 5 yards back from line of scrimmage at the time of the hike, thereafter the QB can drop back as far as he wants.

44. The ball can be punted (throw off) at any time. The offense must announce their decision to punt to the referees. There are no fakes if a team fakes a punt the result of a fake will be a 15 yd. penalty and loss of possession. Punting team must wait for other team to get in punt formation{refs will let them know}Once the offense call hike the ball must be thrown off before 4 rush or the ball will be dead on spot of the punt. Two gunners(ends) may run on the punt. Both must be at the end of opposite sides once the punter calls hike. Any player running from any other spot will be given a flag of 5 yds. added to the end of the punt.

45. During punts, the punting team cannot recover the ball. (a la NFL punt). If the receiving team drops the ball or it touches the ground, it will be marked at the spot. THERE ARE NO FUMBLES.

46. Throw offs are from the 20-yard line

47. On offensive plays, teams cannot run inside the opponents 5-yard line (QB also can’t run). If a team runs inside the 5-yard line it will be a 5yd penalty and loss of down. Any pass, pitch or hand-off behind the QB will be considered a run.

48. If a player on the offensive team steps out of bounds while trying to make a catch, he cannot come back into the field of play and be the first player to touch the football. Players can come into play if blocked out of bounds only on throw offs to make a tag.

49. Offense is allowed to cross middle at any time. The hiker can only rush the QB if he is hit by the crosser or on four rush.

50. If during a play where the receiver makes a catch but bobbles the ball and the referee sees that he did not have control (possession) of the ball; the referee’s call is the last call on that play. Possession is assumed once you have control of the ball and make a football move.

51. The ball has to cross the goal line to be considered a TD. A receiver must have both feet in bounds on a passing play for it to be considered a touchdown. The player must have full possession of the ball and the ball has to pass the end zone for the play to be considered a TD.

52. During the time the quarterback calls hike, each player must be behind the line of scrimmage (Feet ) or they will be penalized 5 yards and the down will be replayed. The defense can choose to decline or accept the penalty after the result of the play.

53. If the quarterback drops the ball before or after the count is over it is dead on the spot.

54. Any holding violations on the offense at the line of scrimmage will be 5-yard penalty & replay of down. Any holding violation by the offense downfield will be 5-yard penalty from the spot and next down.

55. If a player throws a stiff arm at another player, the team will be charged with a 15 yd. penalty from the spot of the foul. The 2nd time it is an ejection.

56. The offense is allowed to have a blocker in order to pick up the blitz by the defense even if the blocker crosses the middle. While blocking the blitz, the hiker can’t rush the QB. That can only happen once the referee counts to 4 rush.

57. The hiker can move 5 yards from the line of scrimmage. If he moves beyond that 5 he will be given a 5 yd. penalty. After the 4 rush count the giver may go anywhere on the field. Team must hit the hiker or attempt to hit the hiker in order to run before 4 rush. If the hiker avoids the contact the count will stop and the run is allowed.

58. If QB grounds the ball in order to stop a sack, it's a 5-yard penalty or spot of the sack and loss of down. The ref will decide if it was an intentional grounding

59. If the offense subs a player during a drive the team must huddle with all 7 players. If they do not or if all the player were not in the huddle a five-yard penalty will be given (play must stop) and replay of the down

60. An offensive player is allowed to engage with a block at the line of scrimmage and still be an eligible receiver. In order for the receiver to block the giver after passing the line of scrimmage he must reestablish himself behind the line of scrimmage (be in front of the giver) failure to do so with contact will be considered a crack back (giver is defenseless) 15-yard penalty will be called and a possible ejection.

61. If any player hits a defenseless player (a player not involved with the current play) he will be given a 15yd penalty, possible ejection, and a possible suspension.

62. If the quarterback steps pass the line of scrimmage and still has the ball in his hand and throws the ball it will be a 5yd penalty and loss of down.

63. Any defensive penalty that happens during a blitz, will cause the defense to lose its blitz if the down is repeated.

Defense rules

64. Defensive holding is a 5-yard penalty and replay of down

65. The defense is allowed to blitz any "one" player other than the hiker at any time during the 4 rush. Blitz does not need to be from line of scrimmage.

66. Pass interference on a play outside of the end zone, the ball will be placed on the spot of the foul and replay of that down. If pass interference is in the end zone, the ball is moved to the 1yd line. If pass interference on 4th down, last play of half or game, it will be replay of down

67. If there is offensive pass interference, there will be a 10 yd. penalty and repeat of the down.

68.  A safety will be worth 2 points. There will be no onside throws at any time after a safety.

69. The hiker is allowed to go back 3 steps or 5 yards after the ball is hiked to the QB. The QB must hike the ball to himself when referee gives the whistle to do so

70. Any defensive player other than the hiker can blitz the QB. The hiker must line up with the QB. Any other player can line up anywhere on the field of play. Only one player is allowed to blitz the QB and he must be behind the line of scrimmage before he blitzes. If at any time the defensive player passes the line of scrimmage other than on the blitz, running play or 4 rush, it’s a 5 yd. penalty (free play for the offense).

*71. If a defensive team forces a penalty and causes the offense to pass the 50 yd. line (first down), 5 yds. will be added to whatever the penalty is. 10 yds if it happens under 2 mins in any half.

72. Defensive holding will be a 5yd penalty & replay of the down. But the offense has the option to reject the penalty

73. On change of possession holding violations on the defense will be a 5 yd. penalty at the end of the tag.

Special Teams Rules

74. If on kick off ball is out of bounds or doesn't pass the 50, The receiving team can take spot of ball plus 5 yards or ball at their own 40-yard line

75. If a penalty that is charged to the defense occurs during a touchdown or extra point, the penalty will be enforced on the ensuing throw off. Penalties can be carried into the next half. If a penalty occurs at the end of a half during a touchdown, the penalty will be enforced in the 2nd half.

76. If the defensive player makes contact before the offensive player touches the ball pass interference can be called. Defense can't carry player out of bounds. open hands must be used.

77. There is no flag for staring.

78. Defense is allowed to jam(bump) the receiver more than once as long as it's before 5yd line. If contact is given after that, illegal contact and a 5yd penalty will be given.

79. On fourth down punts, a team can choose to throw the ball out of bounds, the ball will then be marked where it was last in-bounds (as per punting in the NFL)

80. All Fumbles are allowed on the kick off only within 4 mins left in the first or second half.

71. Fair catch call can be made by waiving one arm (no fakes). If a player calls for a fair catch and drops the ball before the 4 min mark, it is dead at the spot. If he drops the ball under 4 min in any half, ball is live. If a fair catch is called and the throwing team hits the receiver who made the fair catch call, there will be a 15yd penalty. During a kick off if more than 1 receiver calls fair catch, a 15yrd penalty will be given and a re-throw. Punting will take place during fourth downs or after a Safety. If a receiving team call fair catch but still attempt to run the ball it will be marked at the spot and a 15yard penalty will be added. If a fair catch is called and ball hits the throwing team’s player, it’s a dead ball. If fair catch isn't called and ball hits receiving team and passes the first down ball can be returned for TD. If it doesn't hit the receiving team but it passes the 50 it can be recovered but not advanced (Fumbles only occur under 4 min on throw off)

72. There is no penalty for face guarding as long as their is no contact. A defender is allowed to block a receiver’s view of the ball as long as he does make contact with him. If he makes, contact with the receiver and does not look to locate the ball, a pass interference call will be made.

73. Pass interference on the defense is a spot foul and a replay of the down. If it’s on the offense its 10yrd penalty and replay.

74. Players must play at least 6 out of 10 games in order to play in the play offs. At week 2 players are not allowed to leave or be cut. Following week 2 players can only be traded by the team. After week 4 trades can no longer be done{last game of that day} The roster spot can’t be replaced if the player isn't traded even if the player plays or not by week 4. 

75. The roster limit is 20 players only.

76 Players must make at least half the games minimal  depending on the number of games in the season. 10 game season 5 games. 9 game season 5 games. 8 games must make 4 games. Exempt players only have to make 3 games to qualify for the playoff. Only 2 players per team.

77.League commish is allowed to changes rules during the season to better run the league. He/she must contact teams owners to make them awear of the change.

78. Any juster by words or actions to the privates by any player or coach will result in 15yrd penalty. Their can also be a fine by the league. Player cant play untill fine is paided. Also teams drafted player cant play until fine is paided. League will decied the player.
