The COBA Executive have adopted the following rules regarding releases:
A player shall not attend the tryouts of any Association to which the player is
not carded unless the player has a letter of release from the Association in
whose territory the player lives. Failure to abide by this rule shall result in the
player being called to a disciplinary hearing. Managers/Coaches shall take all
reasonable measures to ensure that any player attending tryouts is eligible to
attend the tryouts. Failure to abide by this rule shall result in the
Manager/Coach being called to a disciplinary hearing.
Any player or Manager/Coach violating this rule shall be liable to suspension.
(a) At 8U, 9U, 10U, 11U, 12U and 13U, COBA will deny any release denied
by the relevant local association.
(b) At 14U, 15U, 16U and 18U, COBA will grant any release requested which
has been denied by the relevant local association.
NOTE: a local association has authority to grant or deny any requested release
in its discretion.
Any release requests must be granted or denied by local association within 14
days of request sent by player/parent. Failure by the local association to grant
or respond to request within the 14-day timeframe will be deemed as denial of
release.
Based upon these rules, the following procedures shall apply:
Following a denial or a deemed denial of a release by a local association, a
player may appeal to COBA for a release. The COBA Release Chair, without
the requirement of a hearing, shall:
(a) if the player is at 8U, 9U, 10U, 11U, 12U or 13U, deny the
release and advise the player of how to appeal to Baseball Ontario; or
(b) if the player is at 14U, 15U, 16U or 18U, grant the release.
NOTE: releases are not required at Senior or 22U nor for Select teams.
