Local Rules
Subscribe to our NewsletterThe Orwigsburg Little League Board of Directors shall have the authority to change or modify the approved local rules with only Board consent. The local rules expire annually at the end of the fiscal year and must be renewed annually.
Section 1 – Draft Procedures
The draft for all divisions will be the same as Plan A in the current Official Little League Baseball Operating Manual. Order of selection is determined by the previous season’s standings. All ties will be broken according to Little League Operating Manual (the Manual). The last team to draft is the team that won the previous year’s championship regardless of overall record. The order of draft selection of the first round will be followed throughout the remaining selection rounds. If the league votes to add or delete a team at any level, the league shall vote on the method used for the re-draft from the available options presented in the Manual.
Section 2 – Tournament Teams (All-Stars)
Tournament teams will be selected by the team Managers. Each Manger will submit their list of players to be tallied by the league President and Player Agent. The players will become eligible for the tournament team based on the order of total votes received. The tournament team Manager will decide on the number of players selected for that tournament team. Where more than one player has an equal number of votes to qualify for the last position or positions, final selection will be made by the tournament team Manager. Minor League selection will follow the same procedure.
Section 3 – General League Rules
All Managers and Coaches are required to attend an umpire clinic and coach’s clinic.
All players and parents are required to sign the Orwigsburg Little League Code of Conduct form prior to the start of the season.
The Home team is responsible for the following game activities:
Ø Lining the field.
Ø Raising the American Flag.
Ø Supplying at least 2 game balls for use during the game.
Ø Collection of trash from cans
The Away team is responsible for the following game activities:
Ø Opening the press box and supplying a person to announce and operate the scoreboard.
Ø Grooming the field after the game.
Ø Securing all opened areas.
Ø Taking down the American Flag
The home team shall have the field for the first 30 minutes beginning 70 minutes before the scheduled game time.
The away team shall have the field for 30 minutes immediately after the home team before the scheduled game time.
The final 10 minutes before game time will be used to prepare the field for the game.
Section 3 – Major Division Rules
In the Major division, the season will be split into two halves. The first half champion will play the second half champion at the end of the season if necessary. If the individual records of two or more teams are still tied for first place after all tie breaking procedures at the end of either half, the winner will be determined by a one game playoff following the end of that half on the first available date.
The 10 run rule will be in effect.
The major league division shall consist of players at league age 10 – 12.
“Call-Up” list
Ø Players must be assigned by the Player Agent.
Ø A pool shall be established and used to assign players to teams that are short of players on a rotating basis.
Ø Managers and/or coaches will not have the right to randomly pick players from the pool.
Ø When a player participates in a game on a team other than his/her own, the player is not permitted to pitch in that game.
Ø Pool players that are called and show up at the game site must play at least nine consecutive defensive outs and bat once.
The Home team must provide 2 parents 1 hour prior to the scheduled game time to open and prepare the concession stand.
The Home and Visiting team must provide 2 parents to work the concession stand during the game.
The Visiting team must provide 2 parents to stay after the end of the game to close the concession stand or to operate the stand before the next scheduled game time.
Section 4 – Minor Division Rules
The 10 run rule will be in effect.
A continuous batting order shall be used.
Coaches shall pitch for the first three innings of each game. Players shall pitch the last three innings of the game, unless a change is agreed upon by both managers.
Stealing is not permitted during coach pitch.
Stealing is permitted during player pitch after the ball reaches the catcher’s glove. Only one base advance per steal/catcher’s throw
A total of five runs may be scored in an inning.
Stealing home is not permitted.
The ‘infield fly rule’ is not in effect for minor league play.
7-8 year old pitchers may elect to pitch from a distance of 42.5 feet.
Runners may advance at their own risk on over-throws.
Once the ball is controlled by an infielder that is physically standing in the infield, all runners must stop. Runners more than half way to the next base shall be awarded that base.
Players that are less than seven years of age and have participated in tee-ball for one year may participate in coach pitch. Those players are not permitted to play during player pitch unless written permission is given by the league President, Player Agent and the player’s parent(s).
The maximum length of a minor league game shall not exceed two hours.
The Home team must provide 2 parents 1 hour prior to the scheduled game time to open and prepare the concession stand.
The Visiting team must provide 2 parents to stay after the end of the game to close the concession stand or to operate the stand before the next scheduled game time.
