CENTRAL JERSEY YOUTH GIRLS BASKETBALL 
LEAGUE RULES
 
(For all grade divisions, 28.5 basketballs are used and all baskets are set at a height of 10 foot.) 
 
Regulation high school rules are followed with the exception of the following:
 
1)  Games consist of four seven-minute quarters.  The clock stops on ALL whistles.  Each team receives two 60-second timeouts (at 45 seconds there is a warning horn and the teams must be on the court and ready to play at the end of the 60 seconds) each half with no carrying over.  After the first and third quarters, there is a one-minute break before the start of the next quarter.  After the second quarter, there is a two-minute break for half-time.
 
2)  When the fourth quarter ends in a tie, there are successive three-minute overtime periods until a winning team is determined.  During the overtime periods, the clock stops at ALL whistles and one additional 60 second timeout is granted to each team.  Timeouts not used during regulation time and previous overtime periods do not carry over.
 
3)  In the 4th & 5th grade divisions, pressing is allowed only during the last minute of the third quarter and the last two minutes of the fourth quarter.   For all other divisions, pressing is permitted throughout the game, except when a team accumulates a twenty point or greater lead. 
 
4)  Players must wear uniforms with numbered shirts.  Each team must have five players present to begin a game.  There is a ten-minute grace period given from the scheduled start of the game.  If a team does not have five players at the end of the grace period, the team without the required five players forfeits the game.  A team must have a minimum of one player to finish a game.  The facility must be vacated at the conclusion of the day’s games.
 
5)  The team standings are determined by the teams win-loss records.  In the event of a tie between two teams which have played each other, the team with the most wins in the head-to-head matchups is ranked higher.  If the two teams have the same number of wins against each other, the team that allowed the lowest number of points during the head-to-head match-ups is ranked higher.  If the two teams have not played each other or the above rules do not resolve a teams’ standing, the team that has allowed the fewest number of points against all opponents is ranked higher.  A team’s playoff seed is determined by their end-of-season standing.
 
6)  The head coach is responsible for the behavior of all players, assistant coaches and spectators from their team.  This includes behavior before, during and after the game. 
 
7)  The on-site supervisor has the authority to expel from the facility any person/persons exhibiting unsporting or inappropriate behavior.  This includes coaches, players and spectators.  Extreme cases of misconduct may result in coaches, players and/or spectators being barred from attending future competitions.  Failure to leave the site after requested by the onsite supervisor will be reported to the local police.  Any person caught vandalizing the site will be reported to the local police and barred from the remaining games.  All sanctions for unsporting or inappropriate behavior will be reviewed by town based organization that sponsors the division.  Their decision is final.  
 
8)  The town hosting a grade division will identify one individual to serve as the director of that grade division.  The directors of the grade divisions will identify a girls division coordinator to facilitate communication among the directors of the grade divisions and assists each of the grade division coordinators as needed.  This person does not need to be a director of one of the girls divisions.  The Board consists of the director of each grade division and the girls division coordinator. 
 
9)  The decision of which town hosts a grade division for the upcoming season is made by the Board members from the previous season.  
 
10)  The intent of the CJ Youth Basketball League is to provide an opportunity for the stronger and more talented players in towns to compete against each other.   All players representing a town must reside within the geographic boundaries of the school district within which the town is located.  As a general rule, exceptions to the town residency will not be granted.  However, a coach with a non-resident player may request an exemption.  The Board will consider the request and advise the director of the grade division in which the non-resident player would participate.  The final decision of whether to grant an exception to a non-resident players lies with the director of that grade division except when the director’s town/team is requesting the exception in which case the Boards recommendation is final.  
 
11)  All players playing on a team  in a given grade division must be in that grade  or lower. An exception to the grade level age can be granted if a player is in that grade but does not meet the age requirement. A player in a higher grade may also play on that team if payer meets the age requirement.  
 
8th grade – 13 years old on or after July 1
7th grade - 12 years old on or after July 1
6th grade – 11 years old on or after July 1
5th grade – 10 years old on or after July 1
4th grade - 9 years old on or after July 1
 
No player that plays on a high school team may participate in the CJ Youth Basketball League.  A coach with a player in a grade above the grade level in which their team is participating MUST notify the Board and request an exemption.  The Board will consider the request and advise the director of the grade division in which the player would be participating.  The final decision of whether to grant an exception to a player enrolled in a grade above the grade level of the division lies with the director of that grade division.
  
12)  Players can play on only one team in a given grade division.  Roster changes are permitted until the fifth (5th) game of the season.  The director of the grade division must be notified and approve all roster changes before any game in which a revised roster is used.  In order to be eligible for the playoffs, a player must have played in at least one-half (1/2) of his team’s regular season games.  There are no limits on the size of a roster.  
 
13)  If a player is found ineligible after the competition has started, the team will forfeit all games and the ineligible player will be expelled from the competition.
 
14)   In consultation with the Board, each grade level director makes the decision of which teams to admit to a particular grade division with the goal to maintain parity with the town teams in Mercer County and those towns which have high schools that participate in the Colonial Valley Conference. 
 
15)  Before the beginning of the season, each team must provide an insurance certificate meeting the hosting teams insurance requirement limits and naming the appropriate parties as additional insured.
 
16)  Once the season begins, all decisions regarding the operation of a grade division are made by the director of that grade division.  
 
16)  Revisions to these rules must be approved by a majority of the Board.
