BASE BORDEN NPP VOLLEYBALL LEAGUE BY-LAW

OBJECTIVES
1. The Base Borden NPP Volleyball League (BBNPPVL) is established to:
a. to develop, encourage, and promote hockey at CFB Borden;
b. to initiate and regulate competitions, games, and playoffs within its jurisdiction; and
c. through its agencies and by appointments, publish and distribute information pertinent to the game of volleyball.
TERMS OF REFERENCE
2. League Convenor:
a. this will be the base Sports Coordinator;
b. they will manage the leagues financials & statistics; and
c. chair the discipline committee (DisCo);
3. The Team Representatives shall:
a. represent their team at all BBNPPVL meetings;
b. be the only communication link between the BBNPPVL Executive and their team;
c. ensure all members, listed on their team roster, has paid all associated costs prior to participation. Participating members must have paid their fee and completed all the required registration documents with the Community Recreation kiosk prior to participating in any NPP Sports League. Current serving military do not have to complete the waiver form. Non-compliance with this requirement will lead to suspension;
d. ensure that all player prior to playing any games have paid and have been added to the team’s roster. Failure to do so will result in suspension of the player and forfeit of any games played;
f. ensure that all players are eligible for the playoffs;
e. be responsible to ensure the games sheets are completed and legible; and
g. read the BBNPPVL By-laws and clearly know and understand each by-law.
4. Definitions:
a. League. Designated as the BBNPPVL;
b. Team Representatives. Shall be volunteers from each team and will represent their team at all meetings of the BBNPPVL;
c. Discipline Committee (DisCo). A body of interested parties that decides on suspensions based on the suspension grid outlined at para 33. The core of the DisCo consists of the BBNPPHL League Convenor, Mgr F&S, Facilties Coordinator, chief official;
d. "In writing". Shall be deemed to be any manner of correspondence, such as email, that provides expedience in the management of the League; and
e. Round robin. If required, that portion at the beginning of the season that determines which division a team will be placed in. It is usually scheduled to allow for the playing of one game against each of the other teams in the League;
5. Fees. A membership fee shall be set at each first annual meeting and charged to all teams comprising the BBNPPVL. Teams will pay the membership fee by the end of the first month of the season or they shall not be considered to be eligible to play for the remainder of the season. Once paid, the membership fee is non-refundable.
6. Financial Control. In accordance with CFAO 50-20 and A-FN-105-001-NPF, Accounting Manual, all money received as fees or other revenues will be placed in a liability account with CFB Borden NPF Accounts.

7. As per the CFB Borden NPP Sports League Constitution.
TEAMS AND PLAYERS
8. Creation of Teams and Number of Players Allowed Per Team At A Time. The following applies in regards to teams and the number of players allowed per team at a time:
a. all Schools/Branches/Units/Sections wishing to enter a team in the BBNPPVL shall submit their team list consisting of a minimum of 10 players to the League Convenor prior to the start of the regular season and no later than the second annual meeting. Any School/Branch/Unit/Section that does not meet these criteria will be combined to form additional team(s) within the League;
b. at all times throughout the regular season and playoffs, the team list shall consist of a minimum of 10 players;
c. all players must be from within the unit unless otherwise approved;
d. changes to the team lists must be done in writing to the League Convenor and must be in accordance with the other by-laws contained in this document. Should a team wish to add players to their team list this will be done prior to them playing a match; and
e. should a team play with players not on their approved team list, that team shall forfeit all games played with the ineligible player(s).
9. All members of the Borden Base Volleyball Teams are eligible to play with their unit. A maximum of two (2) extra Base Team players may be recruited outside of a unit, with permission by the league.
10. A player shall not be permitted to play for or be on the list of two (2) teams at the same time within the BBNPPVL. A player may request a release only once during a season.
11. Players must have participated in at least 25% of the regular season games to be eligible for the playoffs. Players who are unable to participate in at least 25% of the regular season games due to injury or military commitment may be authorized to participate in the playoffs if and when their teams provide the League with a written statement explaining the circumstances complete with the supporting documentation (ie: injury report, attached posting message, etc).
12. If a player is posted into the Base after commencement of the regular season play, he/she still must participate in a minimum of 25% of the regular season games to be eligible for the playoffs.
21. Any player after playing three (3) regular season games in the League (BBNPPVL) will be deemed to have made a contractual obligation to a team.
22. Once team registrations have been submitted to the League Convener they will be distributed to each team representative. It will be the responsibility of Team Reps to check the eligibility of players if they wish to use this as the subject for protest. All pertinent information must be obtained prior to the protest hearing. It will be the responsibility of the Team Reps to check the eligibility of their own players.
23. Protests shall be submitted to the Chairperson and Vice-chairperson via email.
24. All games shall be played in accordance with the rules detailed in Annex A of these By-Laws.
Annex A - Rules
Administrative rules
1. If a team cannot make its scheduled match, the rep from that team must confirm this with the opposing team by 10:00 on the day of the game and inform the Statistician so that the match may be rescheduled.
2. Forfeiting 3 games without calling the League Convener and the other team will result in a review of the team’s status in the league. The reasons for the no shows will be reviewed and the executive committee will decide whether the team will be permitted to remain in the league.
3. Starting. Matches are to start at 1200. If a team is not ready to play by 1210 (using a common clock) then the late team will be considered to have lost the first game. If a team is not ready to play by 1215, then the team is considered to have forfeited the match.
4. Finishing. Team reps may set a finishing time limit for a match starting at 1245. Teams may agree to play on past 1300 if both are in agreement. Team reps should indicate that a particular serve is the last of the match when the time limit is reached.
Playing rules
1. The playing rules for the League are those in common use in Canada at the time plus those listed below. Any variations (such at international rules) will be discussed at the first rep meeting prior to the start of the season.
2a: A team may play with as little as three players if that team so decides. A team with four players must play.
2b: If a team falls below four players during a game, they may play on or forfeit the game.
2c: A team using only three players may only have two players in front of the attack line. For the purpose of this rule the server or the last player to serve will be considered the back player. The back player may only attack hit behind the attack line.
3. Net height will be half way between the men's and women's lines on the poles. The measuring rope (in the equipment boxes with the poles) should just touch the floor once net is level.
5. Contentious points will be replayed if the game is not officiated.
6. Net serves. A ball contacting the net on a serve but making it over the net on its own power will still be considered playable.
7. Winning a match will consist of winning two out of three games. The winner of the match is responsible for confirming this by ensuring the game sheet is completed and submitted to the League Convener as soon as can be done after the match. Game sheets are to be picked up at Sports stores and returned there after each match.
Scoring rules
1. Rally point scoring will be used. Each time the ball is served, a point will be scored by one of the two teams. The team that does not commit the foul will be awarded the point.
2. The winning team will have to win by two points and games will go to 25 points. If a third game is required then the points will be to 15 or 25 as mutually agreed upon before starting the third set. Teams mat switch sides after one team reaches the 13 point mark in the match.
3. In officiated games, the referee will be responsible for keeping score. Members of the teams playing will score other games by calling out the score prior to each serve.
4. One player can only serve up to 5 times in a row then there must be a team rotation.
Playoffs
1. Playoff format will be reviewed at the first meeting of each year.
