1. The league shall be comprised of separate boys and girls divisions.
2. Girls division will be comprised of 3 separate grade/age groups
Grades 3-4 (maximum age of 11 years old)
Grades 5-6 (maximum age of 13 years old)
Grades 7-8 (maximum age of 15 years old)
Boys division will be comprimised of 4 separate grade/age groups
- Grades 3-4 (max age of 11)
- Grade 5 (max age of 12)
- Grade 6 (max age of 13)
Grades 7-8 (max age of 15)
3. No player can exceed the maximum age of his/her age group before September 1 of the current season.
4. No player will be permitted to play in an grade/age group less than their grade during the current season unless permission is received by the league's executive committee. Each case will be reviewed individually.
5. Rosters:
a. Each team, in each association, will be allowed to carry no more than 15 players on the roster, for said team, at any time during the season (playoffs included).
b. A final roster, from each team in each association, must be submitted to the league before your second game of the current season. This final roster must contain the jersey number for each player named on the roster along with name, grade and date of birth.
c. No player will be permitted to be on a roster of two teams.
6. Each association/individual team, participating in league, play must provide proof of a minimum of $1,000,000 liability insurance prior to the start of the season. This proof of insurance shall be in the form of a certificate of insurance which names the "Camden County Basketball League" as a named insured. No team shall be permitted to start league play without the required proof of insurance. Certificates of insurance are due to the league by December 20 of the current season.
7. Each team in each division and grade/age group will play 10-12 games during the current season, in addition to playoffs. The top teams in each division will make the playoffs, number of teams will be determined after Dec 1st when we have total number of teams that are participating. Example: 12 teams in 5th grade boys, top 6 make playoffs, if teams 6-8 have same record, all 3 teams will qualify. The president will decide if there are more than 3 teams tied. You must be ready to play as soon as the playoff teams are determined.
7a. All regular season games that were postponed must be played prior to the last Friday in February.
8. Any league sponsored playoffs/postseason tournaments will be decided upon at a later time. Costs associated with any playoff/tournament games will be in addition to the normal costs provided for in these rules.
9. No new teams and/or associations will be allowed to join the league after December 10 of the current season.
10. Once payment is received for entry to the league, there will be NO REFUNDS!
GAMES:
1. All games will be comprised of 4 quarters of 8 minutes each. The clock will be stopped on all referee's whistles.
2. In the event of a tie game at the end of regulation time, a 3 minute overtime period will be played. In the event of a tie game at the end of the first overtime period, a second 3 minute overtime period will be played. In the event of a tie at the end of the second overtime period the game shall be over and will be entered as a tie for each team in the league standings. (Exception: playoff games—no ties). During the overtime period(s) the clock will be stopped on all referee's whistles. This rule is made for those gyms that have several games and are in jeopardy of being backed up. If there is time and the coaches agree, the tie can be settled.
3. Each team will be allotted a total of 4 timeouts per game during regulation time. One (1) timeout will be allotted per overtime period. Timeouts not used during regulation time can not be carried over to the overtime period(s). All timeouts will be 1 minute in duration.
4. League standings will be based on W\L\T, Failure of the winning team to report a game (in a timely manner) will result in loss for the games not reported.
5. A player will be disqualified from a game after he/she is assessed his/her 5th personal foul during a game (overtime(s) included).
6. A coach or player will be disqualified from a game and asked to leave the gymnasium after he/she receives his/her 2nd technical foul during a game (overtime(s) included).
7. Any situation involving disqualification, from a game, for other than exceeding the maximum number of allowable personal fouls, will result in the automatic suspension, from the next scheduled league game, of the player/coach involved. All such incidents will be subject to further review, for possible additional disciplinary action, by the league's President. Any player/coach involved in 2 such incidents, in a single season (playoffs included), will be suspended for the remainder of that season (including any payoffs/postseason tournaments).
8. Ten foot (regulation height) baskets will be used for all grade/age groups in both divisions.
9. In the 3-4 grade divisions, foul shots can be taken with the shooter starting with his/her heels on the foul line. In all other grade/age groups foul shots will be taken from the regulation distance of 15 ft.
10. All teams will use a 28.5 basketball, EXCEPT 7\8 graders.
11.. Home teams must supply a game ball in "good" condition.
12. All players, on the same team, must have game shirts which match in color and lettering. All game shirts must have a number on the front or back. Exceptions can be agreed upon, between the coaches along with the consent of the referee(s), prior to the start of the game.
13. Normal substitution rules will be employed for all games.
14. Teams may start a game with 4 players. Upon arrival, the 5th player may enter the game at the next whistle stopping play. The opposing team has the discretion of starting with 4 or 5 players in such a situation.
15. Home teams will be responsible for providing a properly functioning game clock and scoreboard for each game. "Flip" type scoreboards are permissible.
16. Home teams will provide a separate scorekeeper and timekeeper for each game.
17. Home teams will be responsible for providing a score book for each game.
18. Team rosters must be entered into the score book prior to the start of the game.
19. Pressing….. Half court defense is permitted in the 3-4 and 5-6 grade/age groups in both the boys and girls divisions. You DO have to let the dribbler cross half court. Pressing will be allowed in the last 30 seconds of the 4th quarter and last 30 seconds of Overtime.
7-8 B Division, Pressing allowed last 2 minutes of each HALF.
7-8 A Division only, PRESSING IS ALLOWED ENTIRE GAME.
20. In the boys and girls 7-8 grade/age group, “A” division, full court defense is permitted the entire game.
20b. A player can be called for a foul in the back court. If a player tries to steal the ball in the back court and commits a foul, a foul will be called.
20c. ***NEW*** 2019 5th through 8th grade only, 2 warnings will be issued for playing defense in the back court or impeding the offense from moving the ball up court, Referees discretion. Once the 3rd infraction is called, this will result in a 2 Shot Technical foul and offense keeps the ball for delaying the game.
21. 3-point shots are permitted at every level with the exception of 3-4 grade level.
22. Lane violations. 3rd-4th grade division will have 5 seconds. 5th -8th grade divisions will use regular 3 seconds.
SCHEDULING:
1. All regular season games will be scheduled, by the league scheduler, by the December 15th prior to the start of the season.
2. The league scheduler will be responsible for arranging to have the appropriate number of referees scheduled for each regular season game.
3. Changes to the date, time or location of a regular season game can be agreed upon by the coaches of the two teams involved. Any changes to the league regular season schedule must be communicated to the league scheduler at least 72 hours prior to the requested change. The league scheduler will then be responsible for notifying the referee's scheduler and making arrangements to have the appropriate number of referees available for the rescheduled game.
4. In the event of an emergency cancellation (less than 24 hours prior to game time), of a regular season game, it will be the responsibility of the team requesting the cancellation to notify the referee's scheduler, the league scheduler, and the opposing team's coach of the cancellation. It will also be the responsibility of the team requesting the cancellation to make all of the necessary arrangements for a makeup game.
5. Any team failing to show for a scheduled regular season game and failing to properly notify its players, the opponent, and the league and/or referees in a timely manner will be assessed a forfeit loss in the league standings. If the referees show up for a cancelled game, the team that initiated the postponement will pay the ref(s). The first occurrence of a forfeit will result in the opposing team being assessed a forfeit win.
6. Two forfeits of regular season games during the same season will result in the offending team being removed from the league. The results of all prior games involving the expelled team will be removed from the league standings.
7. Any game stopped by the referee for unsportsmanlike conduct by players and/or adults after half time will count as an official game. The team leading will be credited with the win. Any game stopped prior to half time will count as a tie for each team. The game will not be replayed.

9. ALL teams must be ready to play their playoff games once the Regular season has concluded. The higher seed will be the HOME team. If both Teams cannot agree on date\time to play the playoff game the Commissioner will the set the dates and if one team cannot make it they will forfeit. We cannot let the season drag out into the Middle of March. Teams must play 80% of their schedule to qualify for the playoffs, any remaining games not played will result in a double forfeit be each team.
REFEREES:
1. Two referees will be assigned for games in all divisions. The referee fee is $50 per team.(2023), ***55.00 for all games in Philly***
2. Two referees will be assigned for ALL games in both the girls and boys divisions. The fee for two referees is split by both teams ($50 per team).
3. Teams can agree to play without paid referees in the event the scheduled referee(s) does/do not arrive by game time. Selection of the "volunteer" referees will be at the discretion of the opposing teams' coaches.
3. Each team will be responsible for paying, in cash, one half of the referee's fee for each game prior to the start of the game. In the event one of the two teams scheduled to participate in the game fails to show, at the scheduled time and location, the team which is present will pay the entire referee's fee. This team will then notify the league and will be reimbursed for one half of the amount of the referee's fee. The team failing to show for the scheduled game will be assessed a forfeit loss in the league standings.
4. Any team failing to show up for a scheduled game will pay the ref(s) fee for the game which was missed, if the ref(s) are not notified properly and show up at the scheduled game.
5. Each of the rules in this section applies to regular season and playoff/postseason tournament games.
Code of Conduct
Any FAN ejected from a game will be banned from CCBL for rest of year and team will be fined $100.00 due immediately. If the fine is not paid, you cannot continue your schedule. Please control your crowd the best you can. Have pre season parent meetings, have your parents share this with other family members and friends. Appoint another parent or coach to take control of this if you are too busy coaching.
Ejection Reports: Refs and Home teams must submit ejection reports within 24 hours of any Coach\player who was ejected from their game. This comes with automatic 1 game suspension. A second ejection will result in suspension for rest of season. If this occurs in playoffs or end of regular season, you will server a Suspension the following season. (Fans will not be allowed back into ANY CCBL game for rest of season). Reports will be emailed out soon and posted on website. Any FAN ejected will not be allowed back into any CCBL game for remainder of the season.
Pre Game Message: HOME team must read pre game Code of Conduct Message Failure to read before games will come with warnings and eventual forfeit of your game. I will also post this on Website. It is now posted under “Bulletin” board.
