Hawaii STATE REFEREE ASSOCIATION (hsra)
HSRA is one of 55 State Referee Associations that support the U.S. Soccer Federation Referee Program at the local level. Each association is responsible for promoting and implementing U.S. Soccer's initiatives and programs in support of all affiliated members and competitions within their jurisdiction. The HSRA is a volunteer organization that covers the entire State of Hawaii for promoting and implementing U.S. Soccer's initiatives/program to include training, mentoring, certification, and assessment.

Futsal Referee Training

For those who want to become Futsal referees, there are four steps that must be accomplished, in order:
- Sign up, register and pay
- Take the online course
- Take the classroom course
- Take and pass the test

Sign up, register and pay:
Open https://hawaii.gameofficials.net/public/default.cfm
If you have an account because you are already a US Soccer Referee in Hawaii, log in using your existing Username and Password
If you do not have an account, create one using the “New User?” button, then log in
Once logged in, click on “Courses” in the menu box in the upper left portion of the screen
Click on “Futsal Courses”
Click on “2020 FUTSAL - Grade 8 ENTRY LEVEL Registration & Test”
Fill out “Futsal Ref Registration” form and pay fee via credit card
Print out the receipt form and bring to class
Take the online futsal course, available at ussoccer.com:
Open https://www.ussoccer.com/
In the menu at the bottom of the page, under “FEDERATION PROGRAMS,” click on “REFEREE PROGRAM”
In the Downloads section on the right, click on “Instruction Resources” then “Courses,” then “Futsal”
Click on “Grade 8 Futsal Referee Course,” then “Futsal PDFs”
Review all of the modules
If you want a copy of the course slides:
From the “Futsal PDFs” page, click on the “Download” box in the upper right corner
Save the zip file to your computer
Or, to save/print out selected modules, click on the box with three dots next to module slides you desire and download as described above
Additionally, download the FIFA Futsal Laws of the Game:
From the Referee Program page, click on “LAWS OF THE GAME” then “FUTSAL LAWS OF THE GAME”
Click on “2014-15 Futsal Laws of the Game.pdf”
Click on “Download” to save to your computer and/or phone; print if desired (160 pages)
Attend class on 30 May, 5-9 PM
Bring something to write with, and something to write on
Those who do not bring the registration/payment receipt WILL NOT be allowed to take the course
Those who do not attend the full classroom session WILL NOT be allowed to complete the course
Once the class is complete, return to the registration website to take the test:

Log in using your existing Username and Password
Once logged in, click on “Courses” in the menu box in the upper left portion of the screen
Click on “Futsal Courses”
Click on “2020 FUTSAL - Grade 8 ENTRY LEVEL Registration & Test”
Click on “Load Session Tracker”
Click on “Futsal – Grade 8 Test”
Take and pass (80% or higher) the test
2020 Recertification Updated - Grassroots
GRASSROOTS REFEREE RECERTIFICATION REQUIREMENTS
Details on the new U.S. Soccer Referee Pathway can be read here. Please review the Grassroots Referee Profile for general information and expectations of a Grassroots Referee.
The 2019-2020 changes to the Laws of the Game are much more extensive than in most years. If you will be refereeing in the Fall of 2019, it is of utmost importance to complete the Grassroots Online Course and recertify. The 2019-2020 Laws of the Game became effective June 1st, 2019; you have likely seen them live in action during the Women's World Cup, Gold Cup and other competitions this summer.
Instructions to Recertify
The cost to recertify as a Grassroots Referee through December 31st, 2020 is $45 (State & National fees).
- · Create a profile in the US Soccer Referee Learning Center
- · Register for the Grassroots Recertification Online Course
- · Complete all online assignments
If you are 18 years or older, also completing these two mandatory items:
- · US Soccer NCSI Background Check ($30) – valid for two years (available inside the Learning Center within your respective profile)
- · SafeSport Training (Federal Law) – valid for two years
The Hawaii State Referee Committee will also be hosting at no additional cost to referees the following training and development opportunities:
- · field training sessions
- · expanded mentoring (formerly referred to as assessments)
- · webinars led by current FIFA Referees and National Referee Coaches
- · traditional in-service classroom sessions
These programs and initiatives align with the U.S. Soccer Referee Program's goal of providing more practical training on the field as opposed to the previous mandatory classroom sessions. U.S. Soccer and the SRC believe these programs and opportunities will better train and develop Grassroots Referees for the modern game. Free registration for these events will be in the Learning Center and also posted here on the website.
Detailed Instructions
1. Create a Profile at: U.S. Soccer Referee Learning Center (LC).
· The unique account identifier is an email address. Parents may not use their lone email address to register multiple referees. Each referee needs their own email address. Parents may add a secondary email address to each account in order to receive any emails their referee is receiving from either U.S. Soccer or the Hawaii State Referee Committee.
· The Learning Center will attempt to migrate your old registration data (lifetime). Accept when prompted.
· If your full license history does not migrate in to your new Learning Center profile, email referee@ussoccer.org the following details:
- o Full Name (include any old names if a name change occurred)
- o Date of Birth
- o 16 Digit USSF ID
- o Any old email addresses
· A known issue while creating an account in the LC is a browser timeout. If this occurs for you, the U.S. Soccer recommended steps are to clear your browser history, cache, and cookies. Close your browser, and try again. Alternatively, try a different browser or device to create your account.
· While new referees must be 13 years of age or older to register, any current referees that are younger than 13 are grandfathered in. If the Learning Center prevents registration due to Date of Birth, email referee@ussoccer.org for assistance in creating your profile.
2. Complete the U.S. Soccer NCSI Background Check (mandatory if 18 years or older)
- · Available inside the Learning Center within your respective profile page
- · Valid for two years per check
- · Mandatory for all referees 18 years or older
3. Register for the Grassroots Recertification Online Course at: U.S. Soccer Referee Learning Center (LC).
· After creating an account, you must register for the Grassroots Recertification Online Course.
· In the LC, click "Courses," then "Available Courses," then "Grassroots Courses" and finally "Recertification."
o Use the Location drop down and select Hawaii.
4. Safe Sport Certification (mandatory if 18 years or older)
· Access Code: Available via the Course
- · Download your certificate and upload into the Learning Center through the "Assignments" tab once you have registered for a course.
- · Add U.S. Soccer to your "Memberships" in your Profile
- · Safe Sport is Federal Law passed by the United States Congress and is mandatory for anyone 18 years or older.
5. Download the IFAB Laws of the Game (LOTG).
- · The LOTG are also available as an app on both Android and iOS.
hawaii.Gameofficials.net is no longer in use for outdoor referee certification courses or registration. The State Referee Committee will continue to use this platform for some administrative functions, documenting attendance of training sessions, including sending blast emails to referees and other groups.
