2024 Jack's Mtn Fall Classic

September 21 - 22, 2024

8620 E Back Mountain Rd

Milroy, PA 17063

Divisions: 14u, 12u, 10u

10u - 46/60  w/o drop 3rd strike

12u - 50/70 w/ drop 3rd strike

14u - 60/90

10u & 12u Mercy Rule:  All games will be 6 innings except if a team is ahead by 12 or more runs after 3 complete innings, or 10 or more runs after 4 complete innings, 8 or more runs after 5 complete innings, then the game is over.

14u Mercy Rule: All games will be 7 innings except if a team is ahead by 12 or more runs after 3 complete innings, 10 or more runs after 4 complete innings, 8 or more runs after 5 complete innings, then the game is over.

Time Limit: 1 hour 45 minutes time limit for each game except the Championship Game

Team Roster: 15 max player roster.  You must have eight players to start a game. The ninth batting spot will be an out when up. If starting with 9 and a player is injured, you may finish with 8.

Pitchers: There are no pitching limits. Use your best judgment. Once a pitcher is relieved, he may not return to the mound during that game.  There is a no balk rule for 10u. The balk rule for 12u is one warning per team. There are no balk warnings for 14u.

 Line-up/Continuous Batting Order/Substitution Rule:

Offensive - Team may bat 9 players, the entire lineup, or in-between. Once the number of batters is determined, it must remain for the entire game. One player cannot occupy more than one position in the batting order. A substitute is anyone not placed in the batting order. Once a substitution bats or runs for a player, the sub and the original starter are locked into that batting position and either one may bat or run in that position ONLY. Player Injury is not considered an out. If a second player is removed from the game due to an injury, when their position in the batting order is up, this will be considered an out if no sub is available. All ejected players will be considered an out if there are no subs available (**see ZeroTolerance Policy for ejected players/coaches).

Defensive - Any player on the roster may play in any defensive position at any time, regardless of being in the batting order. For example - A team may have 18 players: Bat 9 of them and play the other 9 in the field. No one player in a game can assume more than one offensive position.

Courtesy Runner:  A courtesy runner is allowed for the catcher or pitcher at any time. • Runner must be the player who recorded the last out when entire roster is in the batting order. If there are substitutes (someone who has NOT been in the batting order) available to courtesy run they must be used first.

Seeding:  Pool play record will determine seeding for single elimination bracket play. Bracket seeding will be determined as follows:

Pool Play Events: 1) Pool Place, 2) Record, 3) *Head to Head, 3) Total runs allowed, 4) Total runs scored, 5) Run differential (max run differential = 5 per game)

Random Draw Events: 1) Record, 2) *Head to Head, 3) Total runs allowed, 4) Total runs scored, 5) Run differential (max run differential = 5 per game)

*If 3 or more teams are tied with the same record, head to head criteria only applies if all tied teams played each other.

In all events if a tie still remains after the run differential is applied, higher seed will be determined by a coin flip. The coin flip will be performed by the umpire.

Zero-Tolerance Policy: Unsportsmanlike conduct will not be tolerated. Profanity or misconduct by a player, coach/manager, or fan will not be tolerated and may result in his/her ejection from the game and dismissal from the tournament. Any player, coach, or fan ejected from the game will NOT be permitted at the team’s next game. This is non-negotiable. If a player, coach, or fan is found on premise after being ejected, that team will be forced to forfeit that game.

Batting: 9 or 10 (w/ EP) or entire lineup.  Batting orders cannot change during the game.  If using a continuous batting order, any player not able to bat, that started the game, is considered an automatic out.

Bat Restrictions:

10 & 12u Division: Bats must be stamped USA Bats, USSSA, or wood. No length/wt drop restriction.

14u Division:  BBCOR or Wood

Weather/Lightning Delay: Games shortened due to weather are deemed official after 3 innings (2.5 innings of play if home team is winning). For games under a weather delay, the game clock will not stop. If the game is not official before the delay and the game clock expires while in weather delay, when/if play is able to resume the teams will play until the game is official. Games halted due to lightning. The game clock will stop for the first lightning delay for 30 minutes. If a second lightning delay occurs the game clock will NOT stop. If the game clock expires during a lightning delay, the game will be considered official if 3 innings are completed (2.5 if home team is winning). In both the weather and lightning delay scenarios during single elimination bracket play, the games will be played until it is official when play resumes. See tie break rules if game is tied. If lightning is observed during a weather delay, the lightning delay will go into effect (game clock stops for 30 minutes). If the umpire does not observe lightning during the weather delay the game clock will continue to run.

Lightning Delay Scenario 1: Game is stopped due to lightning with 2 outs in the bottom of the 2nd inning, home team is losing 3-2, there is 48 minutes left on the game clock. The game clock will stop for 30 minutes and the lightning clock will start for the mandatory 30 minute wait. 10 minutes into the lightning delay a second strike is observed by the umpire. This restarts the lightning delay clock for the mandatory 30 minutes wait. 30 minutes after the original game clock stoppage, the game clock will restart. 30 minutes after the 2nd lightning strike was observed, since there was no other lightning strikes observed, the game can resume from the point of interruption with 38 minutes left on the game clock.

Lightning Delay Scenario 2: Game is stopped due to rain (weather delay) right after the 3rd out is made in. the bottom of the 3rd with 33 minutes left on the game clock. The game is tied during a pool play game. 5 minutes after the game is halted due to rain (weather delay), a lightning strike occurs (lightning delay), the game clock is stopped with 28 minutes left and the 30 minute lightning clock starts. No lightning occurs in the next 30 minutes, the game clock restarts, but the game cannot be resumed due to the rain. 20 minutes into the continued weather delay, a lightning strike occurs. Since this is the 2nd lightning strike, the game clock does not stop. Additionally, since there were only 8 minutes left on the game clock at the time of the lightning strike and the 30 minute lightning clock has started, the game clock will expire during a lightning delay, the game would not resume and be declared a tie because the game would be official during pool play (if it were single elimination bracket play, when the game could resume, the game would immediately go to tie breaker format).
