2024 Pioneer League Rules and Regulations

Copies of Pioneer League Rules should be available  at each field in writing

A-Ball Rules (Majors)

Ø  Rules as per LL Rulebook except as follows:

Ø  Scores and Pitch Counts must be reported by text to 570-397-0829 within 24 hrs

Ø  Game disputes will be reported to Home Team League President

Ø  15 run rule after 4 innings/10 after 5 innings completes game, But a full 6 inning game may be played based on coaches mutual agreement.

Ø  A continuous batting order may be used in A Ball

Ø  A Ball and B Ball will be allowed to start with 8 players. If starting with 8 players the 9th spot in the batting order will count as an out.   

Ø  A Ball and B Ball will be allowed to use courtesy runners. A courtesy runner is a player not currently in the batting order who may become a base runner for the pitcher and/or catcher provided there are two (2) outs in the half inning. If the continuous batting order is used, the “courtesy runner” may be in the team’s batting order and must be the player in the batting order who made the last out.

Ø  There is no time limit in the Major League division per Little League Rules

Ø  Per Little League Rules, catcher's must have protective cup, throat guard and use a catchers glove in game play.

**A 4 Team Championship Series will be played to conclude the Majors Division Season. Champions from each participating league will be determined by head to head games within league. Pioneer League standings will determine seeding.  The semifinal games are scheduled for 6/10 weather permitting at fields to be determined by seeding. Playoff information will be posted on the website when available**

B-Ball  Rules (Minors)

  1. 9 players play the field (3 outfielders). 
  2. 3 strikes and 4 balls per player.
  3. 6 innings per game (extra if needed).
  4. Umpires needed (must be 18 or older).
  5. Steals can be made when ball is past home plate from pitcher.
  6. 1 base on overthrow.
  7. Stealing home is allowed
  8. Baserunners are limited to one additional base on an overthrow from the catcher on a stolen base. Ball is considered dead at the completion of the advancement.
    (example: Baserunner steals second and throw to 2nd from catcher is overthrown, the runner can advance to 3rd only) This rule applies to all baserunners and double steals
  9. Double Steals are allowed (1st to 2nd at the same time as 2nd to 3rd or 3rd to home).
  10. Bat the entire line up (team).
  11. Total of 4 runs per inning for each team except for last inning, the last inning will be 10 batters or three outs.
  12. No mercy rule.
  13. No league age 11 or 12-year-old pitchers.
  14. No intentional walks
  15. Per Little League Rules, catcher's must have protective cup, throat guard and use a catchers glove in game play.
  16. Little League pitching and catching count rules and required rest periods will apply. 
  17. All players must play a minimum of 2 consecutive defensive innings.
  18. No leading off any base as per LIttle League Rule.
  19. Bunting is allowed, a maximum of 2 per inning.
  20. When the pitcher gets the ball on the pitching rubber, play is dead.
  21. If there is an injured player, ball is dead runner cannot advance.
  22. Score and pitch count must be reported by text to 570-397-0829 within 24 hours.
  23. Courtesy runners are allowed
  24. Allowed to start with 8 players. If starting with 8 players the 9th spot in the batting order will count as an out.
  25. Time Limit:  No new inning should start after 2 hours. Umpire will announce final inning if completing before 6 innings. 
  26. Infield Fly Rule will not apply in the Minors Division

Pony Rules (Coach Pitch) 

  1. 10 players play the field (4 outfielders including a catcher and a ‘pitcher’)
  2. 3 swinging strikes to batter/10 total pitches maximum-special situations may apply. All games with be played with a coach pitching to his/her own team (2019)
  3. play 6 innings per game if possible
  4. No base on overthrow (An overthrown ball is a dead ball)
  5. No stealing
  6. No leading off any base
  7. Total of 4 runs per inning for each team except for last inning, the last inning will be 10 batters or three outs.
  8. A batter/runner can advance 2 bases on a hit to the outfield (Must reach the outfield in the air). The runner will advance at his own risk. All infield hits are limited to one base only.
  9. Infielders must play a maximum of one step in on the infield grass
  10. Outfielders must play a minimum of 10 feet back on the outfield grass.
  11. Defensive pitcher MUST be no closer than the pitching rubber and one foot on the pitching mound dirt.
  12. Maximum of 2 innings per position for any player (except catcher, who can play more than 2)
  13. No tagging up by base runners
  14. The pitching coach will umpire game
  15. No new inning should start after 90 minutes of play unless mutually agreed upon by team managers

T-Ball Rules 

  1. All players bat each inning           
  2. Defensive players should be in “positions” on the infield and all the rest in the outfield.
  3. Play a minimum of 3 innings (extra innings time permitting).
  4. To put a ball into play it must go at least 15 feet.
  5. Coaches may decide to pitch to players.  A maximum of 3 pitches will be allowed
    per batter.  Coach pitch will only be allowed in the second half of the season and will be noted on the schedule.

 

Majors and Minors Games should be rescheduled in agreement with the coaches. If a game reschedule cannot be agreed upon within 7 days, It should be rescheduled by league presidents.
