III: League Divisions

§ 3.01     Divisions

·                  18U – League age 16–18-year-old

·                  15U – League age 13-15-year-old

·                  12U – League age 11-12-year-old

·                  10U – League age 9-10-year-old

·                  8U – League age 5-8-year-old (Coach Pitch)

§ 3.02     League Age is determined by the age of the player as of January 1st of the current season.

·                  Play Up / Play Down – Players may play up, but not down. 
(EXCEPTION:  
On a rare occasion, an organization may request that a player be permitted to play one division below their league age defined division; however, the player must not be more than one league age away from age eligibility for that division.  All Play Down requests must be submitted in writing to the Rules Committee to be voted on.  The Rules Committee will decide on whether to grant the request.)

·                  Dual Rostering – Any player who chooses to “play up” may also elect to play in their league age defined division.  No player may be listed on more than one team roster within the same division.

·                  Team Rosters may have a maximum of eighteen (18) players on their roster.  Each organization must submit an Official Team Roster list to the league prior to the season by the league agreed upon date.  All rosters will be closed once the regular season begins.  An organization may petition the Rules Committee to allow a player to be added to a team’s roster after the season begins.  User of players not listed on the Official Team Roster will result in forfeiture of all games played that include that player.

IV: General Rules

§ 4.01   Official Game - An official game is four (4) full innings or 3 1⁄2 if the Home team is already leading. (EXCEPTION:  If a game is called for darkness or weekday time restrictions, it is an official game even if less than four (4) full innings have been played. The final score of a shortened game reverts to the score after the last completed inning.)

§ 4.02   Lightning/Thunder Guidelines - Upon hearing thunder or seeing lightening, practices/games should suspend.  All players, umpires, coaches, and spectators should evacuate the field until thirty (30) minutes after the last heard thunder or seen lightning.  Evacuation plans should be communicated early and often of such events.  Inside a building or inside a vehicle are acceptable evacuation areas for safety.  Dugouts are not a safe evacuation area.  https://www.weather.gov/safety/lightning-sports 

§ 4.03   When a game is not completed before the starting time of the next scheduled game for the field, the current inning will be completed, and the game will be official.

§ 4.04   Tied Games:  Official Game(§ 4.01) ending in a tie will NOT be replayed and will count as a tie.

§ 4.05   Rain Out:  If a game is rained out before becoming an Official Game, the game is to be replayed from the beginning. Pitch counts will still be submitted, and the required days rest will be in effect.

§ 4.06   Weekday Time Restriction:  All games played during weekdays (Sunday through Thursday) prior to enforcement date shall not start a new inning after 8:00 pm.
(EXCEPTION:  Weekday Time Restriction is no longer enforced after June 8th or the official end of school date for both teams, whichever is the latter)

§ 4.07   Batting Lineup:  All uniformed players present for a game shall be included in the batting lineup unless injured. If a player arrives after the game has started, they are to be inserted at the end of the batting lineup. If a player is injured after the game begins their spot in the lineup is skipped over without loss of an out.

§ 4.08   Substitutions:  Unlimited field position substitution is permitted, however, players removed from the pitcher’s position may not return to that position for the remainder of the game.

§ 4.09   Playing Time:  All uniformed players present for a full-length game shall play a minimum number of defensive outs (9-defensive outs for Farm-Division, 6-defensive outs for all other divisions). In an official game of less than six (6) or seven (7) innings a player may play less than the minimum number of defensive outs, however they must then start the next scheduled game and play 6 consecutive defensive outs. The number of defensive outs played may be waived for injury or disciplinary reasons; however, the opposing coach must be informed.

§ 4.10   Protective Gear:  All male players in all divisions must wear a protective cup during league play and practices. Players may, at their option, wear a protective chest guard while batting during league play and practices.

§ 4.11   Catcher’s Gear:  All catchers in all divisions must wear a helmet, apple strap, chest protector, shin guards, and protective cup. The catcher’s helmet must provide full ear protection and protection to the base of the skull. If the catcher's equipment is not in order, the game cannot continue.

§ 4.12   Umpires:  Regular licensed paid umpires shall be used for all league games. In the event an umpire fails to show up for a scheduled game, the game may be played with a volunteer umpire(s) provided both coaches mutually consent.  (EXCEPTION:  8U Division will not use Umpires.)

§ 4.13   Umpire Fees and Game Balls:  Umpire fees will be split between the two teams.  The home team is responsible for providing the game balls and reporting of score and pitch count for both teams.

§ 4.14   Minimum Players:  If a team has less than 8 players at the scheduled starting time, a 15-minute grace period will be permitted. If after the grace period, the team is unable to field a minimum of 8 players the team will forfeit the game.

§ 4.15   Protests:  Decisions may be overturned by an officially filed protest with the League President.  All protests must be made in writing by the head coach or League Representative of the protesting team and submitted to the League President within forty-eight (48) hours of the occurrence. The Rules Committee will act on all protests.

§ 4.16   Inclement Weather:  In the event of inclement weather the home team coach is responsible for notifying the scheduled umpire, visiting team coach, and the League scheduler of a cancellation.

§ 4.17   Rescheduling:  The home team coach is responsible for coordinating the rescheduling of all cancelled games.  They are to provide the opposing team with three possible makeup dates that do not conflict with current league schedules. If none are accepted by the visiting team then the home team must notify both team league representatives for resolution up to and including forfeiture of the game. The home team is responsible for scheduling of umpires (when applicable) and notifying the league scheduler of all make up games.

§ 4.18   Schedule Changes - On occasion, a team may be unavailable due to school functions, church, or other organized activities causing a need for a game to be rescheduled.  Games needing to be rescheduled should be done as early as possible.  A minimum of 48 hours must be provided to reschedule without forfeiture by the requesting team.  Section 4.17 for rescheduling still apply.

§ 4.19   Game Results - All scores and pitching stats for both teams must be entered on the website within 48 hours of the game completion by the Home team. 

V: Playoff & Championship Tournament

§5.01    A single elimination tournament (referred to as the “playoffs” herein) will be played by all divisions at the conclusion of the regular season. All teams qualify for the playoffs.
(EXCEPTION:  There will be no Playoffs for 8U Division)

§5.02    The regular season standings will be used for seeding purposes.  Seeding of teams tied in the standing will be determined as follows:

·                  First tie breaker- head-to-head game results

·                  Second tie breaker- Runs scored against in head-to-head games.

·                  Third tie breaker- Flip of a coin

The League President will determine the playoff schedule and format.

§5.03    The highest seed team in each playoff game will be the home team and, except for the Championship game, will be played at the home team’s field. The location of the Championship game will be determined annually by the Rules Committee.

§5.04    Weather permitting the playoffs shall be conducted in the span of one week.

§5.05    All playoff games shall be played for the full six (6) innings for 12U and 10U divisions, and a full seven (7) innings for 15U and 18U divisions, unless stopped due to the mercy rule.  Playoff and Championship games cannot end in a tie. If a game is stopped due to weather conditions, darkness, time restrictions or any other reason, the game will be suspended and will later be continued from the point where it was stopped. The rules of the game continue as if the game had never stopped.

§5.06    For a player to be eligible to play in playoff games they must have appeared in a minimum of 50% of their team’s regular season games.
(EXCEPTION:  Any player not meeting the minimum game requirement due to injury or other extenuating circumstances may petition the Rules Committee for special consideration.)

§5.07    All Playoff and Championship games should commence with the playing of the National Anthem.  Teams, coaches, umpires, and fans are all to stand at attention during the playing of the National Anthem.  Disruption during this time will be grounds for immediate removal of the field facilities.

§5.08    Pitch Count will reset at the commencement of Playoffs.  Pitch rules will apply for Playoffs and Championship games.

§5.09    The umpire fees for all playoff games will be split between the two playing teams and the home team will provide the game balls.

§5.10    Trophies, or equivalent, will be provided by the League and awarded to First and Second place teams in each division.

VI: All-Stars Games

§6.1      The All-Stars games will be held each year for all divisions (EXCEPTION:  There will be no 8U division All-Stars Game). Players will be selected and divided into two teams for each division. These teams will play against each other in one All-Stars game by division.

§6.2      The league president will determine the number of players to be selected from each team based on the regular season standings. Teams finishing higher in the standings will be granted more selections than those finishing lower, however, every team must be represented.

§6.3      Based on the number of selections granted, each coach will choose the All-Stars selections from their team to represent them in the All-Star game.

§6.4      The players from the regular season First-place team will be assigned to one team while players from the Second-place team will be assigned to the other team. The remaining All-Star selections will be assigned to an All-Stars team by the league president in such a way as to balance the talent.

§6.5      The head coach of the team finishing in First place during the regular season will be the coach for one All-Stars team, while the coach of the team finishing in Second place during the regular season will be the coach the other team.

§6.6      The All-Stars coaches are responsible for providing the equipment for their team.

§6.7      The hosting organization shall supply the game balls as well as payment of the umpires.

§6.8      Trophies, or equivalent, will be provided by the League to all All-Stars players.

VII: 18U Division Specific Rules

§ 7.01   Game Time Restriction Games shall be seven (7) innings with no new inning after two and one-half (2 ½) hours with a drop-dead time of two and three-fourth (2 ¾) hours.  Official game time begins at the conclusion of the manager’s Home Plate meeting.  (EXCEPTION – Unless shortened by weather conditions, darkness, weekday time restrictions, or mercy rule.)

§ 7.02   Field Size – ninety (90) feet base paths and sixty (60) feet, six (6) inches pitching mound.

§ 7.03   Bats Size – Bats must be wood or BBCOR certified 2 5/8” in diameter and 3 oz. lighter than the bat length (aka -3).  Younger and smaller players may alternately use 2 ¼” bat.  No altering of bats is allowed.  Altered bats shall be removed from the game and the batter being called OUT.

§ 7.04   Metal spikes are permitted.

§ 7.05   Mercy Rule - If a team is ahead by ten (10) or more runs after five (5) completed innings (aka 10 after 5), the game is complete.  Home team does not bat if ahead by mercy. 

§ 7.06   Sliding - Head-first sliding is permitted. Players must avoid contact with a fielder who has the ball or is in the act of receiving the ball by sliding or sidestepping. Fielders may not block the base without the ball. If unnecessary contact occurs, the runner is out unless the umpire rules an illegal block. If the umpire deems the contact to be excessive the runner is to be ejected from the game.

§ 7.07   Stealing is allowed.

§ 7.08   Dropped third strike rule applies when first base is open, or if there are two outs. If the batter strikes out (swinging or looking) and the catcher does not catch the pitch before it hits the ground, the batter can run to first base.

§ 7.09   Infield Fly rule applies only when there are fewer than two outs, and there is a force play at third base (i.e., when there are runners at first and second base, or the bases are loaded). In these situations, if a fair fly ball is in play, and in the umpire's judgment is catchable by an infielder with ordinary effort, the umpire shall call "infield fly." 

§ 7.10   Pitching Rules

·                  A pitcher, once removed from the mound, may not return to the pitcher position for the remainder of that game, regardless of whether the game is suspended, for any reason, and is completed on another day.  

·                  Maximum pitches for league age 18U are unlimited.

·                  Pitcher Rest Requirements – Pitchers for 18U must adhere to the following rest requirements.

 

 

·                  Balks – if a pitcher balks, the play is considered dead.  All base runners advance one base.  A balk may also be called for the pitcher intentionally delaying the game.

·                  Curve balls are permitted.  

·                  Intentional walks are permitted.

§ 7.11   Other Rules

·                  Thrown bats are a safety issue and are not permitted at any time.  The umpire shall warn the player on the first offence.  For all subsequent occurrences by the same player during the game, including the same at bat, the batter shall be called out.

·                  Show bunt – a batter showing a bunt MUST bunt if attempting to contact the ball.  A batter that shows a bunt, pulls the bat back, and then attempts to swing at the ball shall be called out.

VIII: 15U Division Specific Rules

§ 8.01   Game Time Restriction – Games shall bseven (7) innings with no new inning after two and one-half (2 ½) hours with a drop-dead time of two and three-fourth (2 ¾) hours.  Official game time begins at the conclusion of the manager’s Home Plate meeting.  (EXCEPTION – Unless shortened by weather conditions, darkness, weekday time restrictions, or mercy rule.)

§ 8.02   Field Size – ninety (90) feet base paths and sixty (60) feet, six (6) inches pitching mound.

·                  Maximum pitches for league age 15U are 95 pitches per day.

·                  Pitcher Rest Requirements – Pitchers for 15U must adhere to the following rest requirements.

 

 

·                  Balks – if a pitcher balks, the play is considered dead.  All base runners advance one base.  A balk may also be called for the pitcher intentionally delaying the game.

·                  Curve balls are permitted.  

·                  Intentional walks are permitted.

IX: 12U Division Specific Rules

§ 9.01   Game Time Restriction – Games shall be six (6) innings with no new inning after two (2) hours with a drop-dead time of two and one-fourth (2 ¼) hours.  (EXCEPTION – Unless shortened by weather conditions, darkness, weekday time restrictions, or mercy rule.)

§ 9.02   Field Size – Seventy (70) feet base paths and Fifty (50) feet pitching mound.

§ 9.03   Bats Size - A maximum of 32” in length and both youth (2 1⁄4” barrel) and Youth Big Barrel (2 5/8” barrels) bats are allowed as long as it bears the new USABat stamp.  

 

Use of an illegal bat results in the bat being removed from the game and the batter being called OUT.

§ 9.04   Metal spikes are prohibited.

§ 9.05   Mercy Rule - If a team is ahead by fifteen (15) or more runs after four (4) completed innings (aka 15 after 4), the game is complete.  Home team does not bat if ahead by mercy.  While a team is ahead by fifteen (15) or more runs, they are no longer permitted to steal or advance on pass balls.

§ 9.06   Sliding - No head-first sliding is permitted. If a player slides head-first into a base, the team is given a warning and the result of the play stands.  A team gets one warning per game; all team occurrences after the team warning result in the runner being called out. Players must avoid contact with a fielder who has the ball or is in the act of receiving the ball by sliding or sidestepping. Fielders may not block the base without the ball. If unnecessary contact occurs, the runner is out unless the umpire rules an illegal block. If the umpire deems the contact to be excessive the runner is to be ejected from the game.

§ 9.07   Stealing - A twelve (12) foot lead-line from the trailing edge of each base shall be marked prior to the start of the game. While the pitcher has possession of the ball, base runners are at their own risk but may not advance beyond the lead-line unless the pitcher makes a play on a base runner. Once the pitched ball crosses the plate base runners can steal all bases including home. If a player goes beyond the lead line prior to the ball crossing the plate the play is considered dead (i.e., no pitch) and the team batting is issued a warning. For all future offenses in the game (by the same team) the play is considered dead (i.e., no pitch) and the runner is called out.

§ 9.08   Dropped third strike rule applies when first base is open, or if there are two outs. If the batter strikes out (swinging or looking) and the catcher does not catch the pitch before it hits the ground, the batter can run to first base.

§ 9.09   Infield Fly rule applies.

§ 9.10   Pitching Rules

·                  Maximum Pitches for league age 10U are 75 pitches.  Maximum pitches for league age 12U are 85 pitches per day.

·                  Pitcher Rest Requirements – Pitchers for 12U must adhere to the following rest requirements.

 

·                  Balks – if a pitcher balks, the play is considered dead.  The umpire may explain the reason for the balk to the pitcher.  No penalties are issued as a result of a balk (i.e., runner do not advance).

·                  Curve balls are not permitted.  A warning is issued to the pitcher on the initial occurrence.  All subsequent occurrences will result in the pitch being called a ball.

·                  No intentional walks are permitted.

§ 9.11   Other Rules

·                  Thrown bats are a safety issue and are not permitted at any time.  The umpire shall warn the player on the first offence.  For all subsequent occurrences by the same player during the game, including the same at bat, the batter shall be called out.

·                  Show bunt – a batter showing a bunt MUST bunt if attempting to contact the ball.  A batter that shows a bunt, pulls the bat back, and then attempts to swing at the ball shall be called out.

X: 10U Division Specific Rules

§ 10.01    Game Time Restriction – Games shall be six (6) innings with no new inning after two (2) hours with a drop-dead time of two and one-fourth (2 ¼) hours (EXCEPTION – Unless shortened by weather conditions, darkness, weekday time restrictions, or mercy rule.)

§ 10.02    Field Size - Sixty (60) feet base paths and forty-six (46) feet pitching mound.

§ 10.03    Bats Size - A maximum of 32” in length and both youth (2 1⁄4” barrel) and Youth Big Barrel (2 5/8” barrels) bats are allowed as long as it bears the new USABat stamp.  

 

Use of an illegal bat results in the bat being removed from the game and the batter being called OUT.

§ 10.04   Metal spikes are prohibited.

§ 10.05    Mercy Rule - Six (6) runs, or three (3) outs, constitute a half-inning, except the last inning where there is no run restriction.  If a team is ahead by fifteen (15) or more runs after four (4) completed innings (aka 15 after 4), the game is complete.  Home team does not bat if ahead by mercy.

§ 10.06    Sliding - No head-first sliding is permitted. If a player slides head-first into a base, the team is given a warning and the result of the play stands.  A team gets one warning per game; all team occurrences after the team warning result in the runner being called out. Players must avoid contact with a fielder who has the ball or is in the act of receiving the ball by sliding or sidestepping. Fielders may not block the base without the ball. If unnecessary contact occurs, the runner is out unless the umpire rules an illegal block. If the umpire deems the contact to be excessive the runner is to be ejected from the game.

§ 10.07   Stealing - Runners are not allowed to lead off the bag until the pitch crosses the plate. If a player leaves the bag prior to the ball crossing the plate, the team may (at the umpire’s discretion) be given a warning.  If a warning is given, the runner must return to the original bag.   A team receiving a warning will only receive a maximum of one warning per game; all team occurrences after the team warning will result in the runner being called out.  If, in the discretion of the umpire, a warning is given to one team, the other team must also be given that same warning if an infraction occurs for their team.

§ 10.08   Runner Advancement – Runners may not advance beyond the base they are traveling to once the ball is in possession by an infield player in the infield.  (EXCEPTION – If the infielder makes a play on any base runner, then all base runners can advance to the next base at their own risk.)

§ 10.09   Infield Fly does not apply.

§ 10.10   Pitching Rules

·                  A pitcher, once removed from the mound, may not return to the pitcher position for the remainder of that game, regardless of whether the game is suspended, for any reason, and is completed on another day.  The pitcher must be removed when the pitch-count limit is reached.  If the maximum pitch-count is reached while facing a batter, the pitcher may continue to pitch until any one of the following conditions occur:  1. The batter reaches base; 2.  The batter is struck out; or 3.  The third out is made to complete the half-inning.  Removed pitcher may remain in the game in any other position.

·                  Maximum Pitches for league age 8U are 50 pitches.  Maximum pitches for league age 10U are 75 pitches per day.

·                  Pitcher Rest Requirements – Pitchers for 10U must adhere to the following rest requirements.


·                  Balks – if a pitcher balks, the play is considered dead.  The umpire may explain the reason for the balk to the pitcher.  No penalties are issued as a result of a balk (i.e., runner do not advance).

·                  Curve balls are not permitted.  A warning is issued to the pitcher on the initial occurrence.  All subsequent occurrences will result in the pitch being called a ball.

·                  If a pitcher hits three (3) batters in an inning or five (5) batters in a game, then the pitcher must be removed from the pitcher’s position.

·                  No intentional walks are permitted.

§ 10.11   Other Rules

·                  Thrown bats are a safety issue and are not permitted at any time.  The umpire shall warn the player on the first offence.  For all subsequent occurrences by the same player during the game, including the same at bat, the batter shall be called out.

·                  Show bunt – a batter showing a bunt MUST bunt if attempting to contact the ball.  A batter that shows a bunt, pulls the bat back, and then attempts to swing at the ball shall be called out.

XI: 8U Division Specific Rules

§ 11.01 Game Time Restriction – Games shall be six (6) innings in length, not to exceed two (2) hours.  (EXCEPTION – Unless shortened by weather conditions, darkness, weekday time restrictions, or mercy rule.)

§ 11.02 Field Size - Sixty (60) feet base paths (C) and forty-six (46) feet pitching mound (B).  The coach/assistant coach is to pitch from the approximate area of the pitching rubber.

 

§ 11.03 Bats Size - A maximum of 32” in length and both youth (2 1⁄4” barrel) and Youth Big Barrel (2 5/8” barrels) bats are allowed as long as it bears the new USABat stamp.  

 

Use of an illegal bat results in the bat being removed from the game.

§ 11.04 Metal spikes are prohibited.

§ 11.05 Mercy Rule - Five (5) runs, or 3-outs, constitute a half-inning. Other than for the purpose of determining the length of an inning half, score is not to be kept.

§ 11.06 Sliding - No head-first sliding is permitted. If a player slides head-first into a base, the team is given a warning and the result of the play stands.  A team gets one warning per game; all team occurrences after the team warning result in the runner being called out. Players must avoid contact with a fielder who has the ball or is in the act of receiving the ball by sliding or sidestepping. Fielders may not block the base without the ball. If unnecessary contact occurs, the runner is out.

§ 11.07 Stealing is not permitted.  No bases are to be awarded on a wild pitch or passed balls.

§ 11.08 Infield Fly does not apply.

§ 11.09   Other Rules

·                  The player in the pitching position must be to the left or right of the pitching rubber and may not be closer than 5’ feet in front of the rubber.

·                  Balls and strikes are not to be called; therefore, there are no walks.

·                  A batter is allowed six (6) swinging strikes to hit the ball in play. If after six (6) attempts the batter does not successful put the ball in play the coach at their discretion may elect to call the batter out on strikes or have the batter hit off a tee. No side tosses. No under-hand throws.

·                  Defensively four (4) outfielders are to be used.

·                  Up to Two instructional coaches may be used in the field to instruct the players.  Coaches may provide verbal instruction only.

·                  Aggressive base running is discouraged. For example, runners should not advance more than one base on balls not hit beyond the infield; runners should not advance more than one base due to a fielding error(s); runners should not advance on throwing errors. (EXCEPTION:  Runners may advance 2 bases on an in-the-air hit to the outfield.)

·                  Thrown Bat: Thrown bats are a safety issue. Anytime a bat is thrown, intentional or not, the player’s coach shall warn the player. If the player continues to throw the bat they may be called out (coach’s discretion).

XII: Sportsmanship

§12.1    Players, coaches, or parents may be ejected from the game (and the field complex) at the discretion of the umpire for unsportsmanlike conduct. Foul language, gestures, harassment, derogatory name calling and fighting shall constitute unsportsmanlike conduct.

§12.2    The first time a player, coach or parent is ejected from a game they will be subject to disciplinary action by their organization. All ejections shall be reported to the League President immediately. Any player, coach or parent ejected from two (2) games shall be suspended from the league for the remainder of the season. The Rules Committee will determine if the offender should be permitted to participate in the league the following year.

§12.3    No tobacco/vaping products, alcohol or drug use by the players or coaches will be tolerated in the field complex or anywhere else on the field property.

§12.4    Tobacco/Vaping Violation: 1st offense-warning; 2nd offense- one game suspension; 3rd offense- suspension for the remainder of the season.

§12.5    Alcohol Violation: 1st offense-one game suspension; 2nd offense-suspension for the remainder of the season.

§12.6    Drugs Violation:  1st offense- suspension for the remainder of the season.

§12.7    All coaches shall be responsible for the actions of their players and their coaches of their respective team.

§12.8    Any coach intentionally violating the rules of the Southern Berks Baseball League will be subject to disciplinary action by the Rules Committee.
