I was umpiring a game on Sunday which was actually a very good game which finished with a score of 1-0. But as usual, that pleasant, fun game turned a bit ugly at the end because of the coaches and fans lack of knowledge of the rules.

Here is what happened. A player on the team that won hit a very good ball that ended up being a triple. A pitch or two later, with the runner still at third, the pitcher went into her windup and seeing the catcher not looking at her, stopped her pitching motion just before releasing the ball. I immediately called Ball, Illegal pitch. A ball was called on the batter and the runner at third was awarded home.

For those who I took grief from, and for all of those who this may happen to in the future. Here is the rule.

Rule 7 section 4a page 40 of the girls rule book

The pitcher may use any windup desired, providing she does not make any motion to pitch without immediately delivering the ball to the batter. In this case the pitcher went through the windup and actually stopped at the delivery point.

Rule 7 EFFECT: section 1-7 page 41 of the girls rule book

Any infraction of section 1-7 is an illegal pitch, with the exception of section 3e, which is covered seperately. The ball is a delayed dead ball, a ball is called on the batter and all runners advance one base.

Anyone who is not sure of an illegal pitch can read the girls rule book Rule 7 Sections 1-7 for the proper pitching rules. Any violation of these rules is an illegal pitch and covered as I explained earlier, a ball is called on the batter and all base runners advance one base.

The ironic point of this whole thing is that this play never should have happened in the first place. If the coaches were watching the runner they would have seen that she stepped over second base on her way to third. Had they been watching this, they could have appealled the runner missing second base and she would have been called out. She never would have been at third and the Illegal pitch never would have happened.

But then I guess I would have gotten the grief from the other team. It's funny how the umpire is always wrong in someones eyes.

A FEW YEARS BACK WHEN I BECAME A REGISTERED UMPIRE I WAS TAUGHT TO WATCH THE RUNNERS TOUCH EACH BASE. AND IF A RUNNER MISSED A BASE I WAS TO GIVE A DELAYED DEAD BALL SIGNAL AND CALL THE RUNNER OUT AT THE END OF THE PLAY WITHOUT AN APPEAL FROM THE OPPOSING TEAM.HAS THIS RULE CHANGED?

The runner can only be called out on an appeal. The umpire cannot just automatically call a runner out for missing a base.

In high school ball, the "delayed dead ball/ no appeal" rule was there for one year, and then it went back to the "appeal rule". There were probably a lot of complaints about the "no appeal rule" that season. It may have been 2002?
