ARTICLE XI SELECTIONS OF ALLSTARS
Section 11.1 Within each district all star teams will be chosen for each age division, including traveling and non-traveling teams, with the following exceptions:
11.1a EXCEPTION: All-Stars will not be selected in the T-Ball Division. T-Ball will conclude with the completion of regular season.
11.1b All-Star teams will represent their district at the County Tournament.
11.1c A participant must participate during regular season games in the proper age division to be eligible for all-star competition.
11.1d Individuals who are simultaneously participating in other school recreational baseball or softball programs are eligible for all-star play.
11.1e If approval is granted to play down (lower age division), then that player will not be eligible for all-star play.
Section 11.2 Each head coach will submit a roster of 11 nominated all-stars to the District President or District Coordinator. Any coach failing to do so may be suspended for one season. A coach cannot vote for members of his own team. The nomination form should be submitted in a sealed envelope and include player’s position, By Laws Governing Youth Baseball/Softball number, and name. Envelopes will be opened in the presence of the District Coordinator, District President, and all-star head coach. Districts that have only 1 team participating in an age division during the regular season will be required to bring all players from that team to the County Tournament. All players that attend the County Tournament must play according to county policy.
11.2a The 11 players receiving the top eleven number of nomination votes will automatically qualify. If there is a tie in the number of nomination votes, then the tie will be broken by all-star head coach with the request that as many districts/teams as possible be represented.
11.2b Due to the fact that baseball and softball require individuals to play specialized positions and nominations may not include enough players to fill all positions (i.e. pitcher, catcher, etc.), the all-star head coach MUST choose, at his discretion, two additional players. These players must have been nominated in order to be chosen, but may not necessarily be the top remaining vote getters.
11.2c Any player who cannot participate during the County Tournament may be replaced provided the replaced player’s parent/guardian signs the appropriate form, as provided by the department, giving their approval for the replacement. Replacement players will be selected by the all-star head coach, and must come from the original list of all-star nominations, if such players remain. Otherwise, any eligible player may be selected.
Section 11.3 For non-traveling teams, regular season first place HEAD COACH will be the all-star head coach. For traveling teams, HEAD COACH with best overall regular season win/loss record will be the all-star head coach. If, for any reason, the first place head coach cannot coach the all-star team, then the position of head coach will be offered to the 1st Assistant Coach, provided that person is currently NYSCA certified. If not, the 2nd place Head Coach will be given the position. In case of first place tie, headto-head results will be the deciding factor. Assistant coaches will be chosen by the Head Coach, and they must have coached in the district during the season.
