SECTION 1 TRYOUTS:
Players:
1. Tryoutswillbeheldforallplayers currently not on a major league roster.
2. Duringthetryouts,eachplayershallbegiventhe opportunity to

5. Field ground balls
6. Throw
7. Run the bases, as field conditions permit.
8. All players must attend at least one tryout session in order to be eligible for the Major or Minor division draft.
9. All players age 9, 10, 11, & 12 who try out will be available to be selected on a Major division team within the appropriate age division.
10. Any player who is unable to attend even one of the scheduled tryout sessions will only be able to have a “special tryout” with board approval, and such permission will only be given rarely, in cases where strong conflicts made attendance at all tryout sessions impossible.
11. NOTE: No players, under any circumstance, shall be involuntarily dropped or dismissed from the League as the result of any such tryout or evaluation.
Managers:
1. Eachmanagermustbepresentatthetryoutsessions, as well as any coaches that may assist with player evaluations.
SECTION 2:Intermediate/Junior/Senior Division Tryouts:
2. Tryouts will be held for these divisions only if there are enough registered players to cause the need for more than one teaminadivision.
3. Tryouts will be held by on a date and time to be determined by the sponsoring league. Intermediate tryouts will be held by Clear Spring Little League and Junior League, Senior League and softball tryouts held by Hancock little league per District I combined team assignments.
4. Ifatryoutis necessary, theformatwill bethesameasfortheMajor/Minordivisiontryouts.
4.1. All players of league age 12 &13 will be eligible for intermediate division
4.2. All players of league age 13 & 14 will be eligible for the Junior division
4.3. All players of league age 15 & 16 will be eligible for the Senior division.
SECTION 3: 11– 12 Year Old Major Division Draft:
1. Following the tryouts and on a date to be determined by Little League International, 1112 Majors division managers (each team will be represented by only the managers during the draft) will gather with the Player Agent and Vice- Presidentof the division to managethedraftforthepurposeofselectingplayers. (If the Vice president of that division, is also a manager in that division, a Vice president of another age division will attend in place of the drafting VP. That replacement VP shall be chosen by the Player Agent).
2. Each teamshallbecomprisedof atleast 12players and no more than 15 players. (If there are not enough players in the 11&12 age division, the roster may have only 11 players, but will need a Little League waiver.)
3. Anyplayer, once selected on a 1112 Major division team, will remain with that team for as long as the player plays continuously in Clear SpringLittleLeague11-12MajorDivision, with the exception that the number of teams in that division change from the previous year in which case a Division wide redraft will take place and all players will be redrafted.
4. Thenumberofdraft picks each team will receive in the draft will be the number of players needed to add to the number of returning players to fill a roster of at least 12 players.
5. The draft will be conducted in the following order:
5.1. 12 year old draft, followed by the regular draft in serpentine fashion until all open spots are filled.
6. Options:
6.1. Anoptionisanagreementbetweenamanagerand the Player Agent covering a special condition to protect a player.
6.2. Alloptionsmustbedeclaredso,inwriting,tothe Player Agent 48 hours prior to the draft or agreed by the Managers unanimously.

B. 12YearOldDraft:
1. Only includes players who are league age 12, not currently assigned to a team.
2. Order determined by the number of 12 year olds each team has returning. The team with the least number of 12 year olds drafts first until they have the same number of 12 year olds as the next team.
3. In the event there are teams with the same quantity of open slots, the teams will draft in reverse order based upon their overall wonloss record from the previous season.
4. Once the 12 year old draft is completed the “Regular” Draft will begin.
5. C. RegularDraft:
6. IneachroundTeamswilldraftinreverse order based upon their overall won/loss record from the previous season.
7. Iftherearetwoteamswiththesamerecord, headtohead record will be the first tie breaker. Ifthatis also even, then a coin toss will determine draft position for thosetwoteams.
8. Eachmanagerwillhavethreeminutestomakea selection when it is his/her turn to select a player.
D. Bonus Picks:
1. Any manager in any major league division requiring eight or more players prior to the draft to complete the rosterwill be allowed one bonus pick at the completion of round four.
2. If more than one manager is allowed bonus picks under this section, the order of rotation will be the same as the order being followed in the draft.
3. SECTION 5: Minor 7&8/9&10DivisionDrafts:
4. Once the Major division rosters have been filled, and on a date to be announced by the President, Minor managers (each team will be represented by only the managers during the draft) will gather with the Player Agent and Vice-President to manage the draft for the purpose of selecting players.
5. Eachteamshallbecomprisedofaminimumof12players or what the player census dictates.
6. The roster sizes will be dependent on the number of players to be drafted, with all players who try out for Minors being drafted.
7. Minor division teams do not carry over year to year, and each team will be redrafted each year.
8. Managers’ draft position will be determined by a random drawing ofnumbers.
9. Teamswillselectinorderstartingwithnumber1 in the first round, and then that order will be reversed for roundtwo.
9.1.1. Thedraftwillcontinueinaserpentinefashion untilallrostershavebeenfilled.
Explanation:IftherearesixMinor teams, they would draft 1 through 6 in the first round, then number 6 would take the first pick in the second round, with the draftcontinuinginreverseorderbackthroughnumber1. Number 1 would then start the third round, number 6 the fourth, etc.)
10. Each manager will have three minutes to make a selection when it is his/her turn to select a player.
11. Managers will be allowed to protect their own child/children in thedraft.
11.1.1. Thatplayerwillbeautomaticallyslottedastheir final selection unless an alternate round is agreed upon by all managers.
11.1.2. Ifthemanagerhastwochildren,thesecondwillbe automatically slotted in the next previous round unless an alternate round is agreed upon by all managers.
12. Unless unanimously agreed by all managers, managers are not allowed to protect players for coaches to assist them, but all managers are encouraged, where practical, to work with the Player Agent and the other managers prior to the beginning of the draft to make necessary arrangements to allow managers to team up with an assistant coach of their choosing.
SECTION 6 – Additional Draft Procedures:
1. Per Little League rules, no manager may select more than eight players in any one age group.
2. Secrecy:Managers are never to disclose the position in which a player was drafted.
3. There will be no draft for the Rookie division or the Tee Ball division, and all efforts should be made to balance teams in those divisions.
4. Any Player wishing to be released from a previously drafted team and re-entered in to the draft must provide written request to the player agent prior 2 weeks prior to the draft so it can be evaluated by the Board of Directors for Approval / Denial. There is no guarantee by doing so that a player will be released. If a player is released, and goes back into the draft pool, they can still be redrafted by the team they were released from.The Competition Committee must decide if the release is for justifiable reasons.
4.1. Just exactly what is “justifiable” is up to the Clear Spring Little Leagues Competition committee member’s discretion.
4.2. Competitioncommittee members who may be impacted (Coach/Manager/Parent of player in question) by such a decision will be excused from the vote.
5. The Competition Committee will forward their recommendation to the Steering committee, who will vote on the release. The majority vote of the Steering committee will be the final say in such matters.
Trading Players:
1. Trades can only be conducted AFTER the draft, and before the 14th day of the regular season.
2. If all of the following parties do not agree to the trade, then there cannot be a trade (Operating Manual - Draft):
a. The managers of both teams
b. The player agent
c. The Competition Committee (by majority vote)
d. Player Parent
SECTION7: EXPANSION
1. Total division redraft will only take place in the event of dropped or added team to the division, district boundary line change, or division reclassification.
2. If all the managers agree that a redraft should take place the Coaching Coordinator of that division can request in writing with signatures of all division managers to the board for a redraft.
3. The board of directors will have the final decision.
4. A redraft will be conducted using Option 3 of the Little League Operating Manual.
SECTION 8: Manager / Coach Appointments
1. 1st Step: Clear Spring Little League is to seek and screen those willing to serve.
2. 2nd Step: The Vice President of each divisionwill present the letters of intent for each potential manager in their division to the Competition Committee. Upon Competition Committee approval, these names will be presented to the Steering Committee for final approval.
3. 3rd and finalStep: in the appointment process is for the Steering Committee to approve or disapprove that appointment via majority vote.
4. In the event there is not a majority, the tie breaker reverts to the league hierarchy, President, Vice President of the league in question, Secretary, Treasurer, then Player Agent to avoid a conflict of interests, any one on the ballot for manager must recuse their self from the voting.
5. Manager selection by Division should be based on experience in baseball, goals of improving player ability not team wins, teaching and displaying good sportsmanship, dedication to the league and helping with other league needs (such as field work, umpiring, concession stand help, etc.)
6. Coaches cannot be named until after the draft has been conducted to ensure competitive balance throughout the process.
7. No person can manage or coach without the board approving that position.
If Not Selected
1. A president and/or board of directors SHOULD NOT give a reason to a person if he or she is not re-appointed or reapproved as a manager, coach or umpire for the coming season. No manager, coach or umpire has tenure, regardless of the years of service.
2. Leagues should send managers, coaches and umpires to Regional Headquarters for clinics, to an Emergency Management Training Course, First-Aid classes, etc., and take advantage of the Little League Education Program for Managers
ARTICLE XI: GAMES
1. Game Length:
2. Little League and Minor League games will consist of 6 Inning contest.
3. Agameinterruptedbylightfailureshallbegoverned by the Little League Official Playing Rules, Section 4.10.
4. Time Limit: No inning shall be started after 7:15p.m., if there is a game scheduled to follow on the same field.
Playing Time:
1. Each player must play 6 consecutive outs in the field and bat once.
2. The only exceptions are player sickness, absenteeism and necessary disciplinary measures by the manager.
3. Failure to comply withmandatory play rule will result in probation for first offense and second offense means suspension from manager position by the board of directors.
Game Cancellation:
1. The Field Maintenance officer or board designee shall make the decision to cancel the games due to inclement weather.
2. Any cancellation after a game has begun rests with the umpire in charge.
3. In the event of a rained out game, that game shall be played the first available field opening in coordination with the Scheduling Coordinator and Umpire-in-Chief. This is enforced by the Vice President
Interleague Games:
1. Interleague Game wins / losses will not count towards Clear Spring Little League regular season record.
Protest Committee
1. The protest committee is composed of the president, player agent, and the three Vice Presidents whose division is NOT under protestand who are not managers or coaches in the division being protested.
2. This committee is totally responsible for solving protests of regular season games at Clear Spring Little League.
3. The president of Clear Spring Little League may call the District Administrator or Regional Headquarters for help with an interpretation of a Rule or Regulation as it applies to the protest, but not for a ruling on a protest.
ARTICLE XII CODE OF CONDUCT
In order to ensure that the principles of sportsmanship, fair play, skill development, and mutual respect among players, managers, coaches, umpires and spectators are the primary considerations governing competition in the Clear Spring Little League, the following Codes of Conduct have been established, adopted, and will be enforced throughout every season.
Players Code of Conduct
Each player will ensure that his playing conduct is that of a young gentleman/lady, competing fairly to the limit of his/her ability. Failure to do so will result in removal from the game and or release from the team.
To satisfactorily meet these responsibilities, the player is expected to:
1. Know the rules and abide by them.
2. Respect the umpires and refrain from addressing them or commenting on their decisions during the play of the game. The team's manager may address the umpires during the game but only within the provisions of the rules and in a courteous, respectful manner.
3. Maintain control of his emotions, avoiding the use of abusive language or profanity, humiliating remarks, and/or gestures of ill temper, and physical assault upon another player, coach, manager, umpire or league official at any time.
4. Respect the manager, coaches and players of the opposing team and demonstrate appropriate gestures of sportsmanship at the conclusion of every game - be humble and generous in victory and proud and courteous in defeat.
5. Follow all practice or game facility rules and regulations, respecting at all times the property of others.
6. Realize, accept, and practice the principle that a team’s reputation is built not only on its playing ability but also on the sportsmanship, courtesy and manners of each individual player.
7. Refrain from the use of alcoholic beverages or other illegal substances both on and off the playing field.
8. Must conduct himselfor herself in a manner befitting the founding principles of CSLL when traveling to "away" games or tournaments.
9. There will be a ZERO TOLERANCE policy at Clear Spring Little League for any Manager, Coach, player, parent,Board member, or spectator for ANY type of Social Media (Facebook, Twitter, Etc) comments that are deemed derogatory to the league OR any other Manager, coach, player, parent, board member or spectator. Any such Social Media comments will be put in front of the Discipline committee, and if determined that it is detrimental to the league or a member of the league, the manager, coach, board member or player will face consequences up to and including suspension and removal from their position by a majority vote of the Steering committee. Any Steering committee member (or spouse of member/manager/coach) that is a part of the comments in questions shall recuse themself from the vote.
Managers & Coaches Code of Conduct
Each manager and coach will ensure that his coaching conduct is that of an adult, with the best interests of every ball player and the Clear Spring Little League, continually expressed.Failure to do so will result in release from the position held.
To satisfactorily meet these responsibilities, each manager and coach is expected to:
1. Know the rules and abide by them.
2. Instruct team members in the rules and coach his/her team in such a way as to motivate each player to compete according to the rules at all times.
3. Respect the umpires and refrain from questioning their decisions in a disrespectful or abusive manner.
4. Ensure that the players and spectators follow game and practice facility rules and regulations.
5. Ensure that fans of his team conduct themselves with sportsmanship and maturity at all times while in attendance at game/practice sites; assist the umpires in maintaining control of spectators during the games.
6. Respect the manager, coaches and players of the opposing team both during the play of the game and at its conclusion, win or lose.
7. Teach each player, especially through personal example, to be humble and generous in victory and proud and courteous in defeat.
8. Maintain control of his/her emotions and avoid actions, language, and/or gestures that may be interpreted as hostile or humiliating.
9. Refrain from the use of alcoholic beverages or other illegal substances at games, practices and all other CSLL team events. This will include smoking, vaping and any other forms of tobacco.
10. Instruct team support personnel (e.g., assistant coaches, scorekeepers, team parents) in their responsibilities in accordance with established rules and procedures.
11. Realize, accept, and practice the principle that a team’s reputation is built not only on its playing ability, but also on its sportsmanship, courtesy, and manner.
12. There will be a ZERO TOLERANCE policy at Clear Spring Little Leagueforany Manager, Coach, Board member, or their spouse for ANY type of Social Media (Facebook, Twitter, Etc) comments that are deemed derogatory to the league OR any other Manager, coach, player, parent, spectator, or board member. Any such Social Media comments will be put in front of the Discipline committee, and if determined that it is detrimental to the league or a member of the league, the manager, coach, board member will face consequences up to and including suspension and removal from their position by a majority vote of the Steering committee. Any Steering committee member (or spouse of member/manager/coach) that is a part of the comments in questions shall recuse themself from the vote.
Spectators Code of Conduct
Each spectator will ensure that his/her conduct at all games and practices are that of a mature adult with the best interests of every ball player and the Clear Spring Little League, continually expressed. Failure to do so will result in removal from Premises.
To satisfactorily meet these responsibilities, every spectator is expected to:
1. Respect the rules of the game.
2. Respect the umpires, managers, coaches and players and refrain from questioning their decisions or from addressing them in a loud, disrespectful or abusive manner
3. Cheer for their team in a positive, supportive manner, refraining at all times from making hostile, negative, or abusive remarks about the opposing team.
4. Adhere to all practice/game facility rules and regulations.
5. Demonstrate appropriate gestures of sportsmanship at the conclusion of a game, win or lose.
6. Realize, accept, and practice the principal that a team’s reputation is built not only on its playing ability, but also on the sportsmanship, courtesy, and citizenship of its fans.
7. Refrain from the use of alcoholic beverages or other illegal substances at games, practices and all other CSLL team events.
8. There will be a ZERO TOLERANCE policy at Clear Spring Little League for any Manager, Coach, Board member, player, parent, or spectator for ANY type of Social Media (Facebook, Twitter, Etc) comments that are deemed derogatory to the league OR any other Manager, coach, player, parent, spectator or board member. Any such Social Media comments will be put in front of the Discipline committee, and if determined that it is detrimental to the league or a member of the league, the manager, coach, board member will face consequences up to and including suspension and removal from their position by a majority vote of the Steering committee. Any Steering committee member (or spouse of member/manager/coach) that is a part of the comments in questions shall recuse them self from the vote.
Competition specific topics
1. Clear Spring Little League will not allow fake bunting (squaring to bunt then pulling the bat back to swing).
1.1. Batter will be called out.
1.2. This can lead to disciplinary actions against a manager or coach at the Board of Directors discretion.
ARTICLE XIII ALLSTARS
Coaching Selection:
1. Any manager or coach wishing to be considered for an All-star team shall submit their name and team they would like to coach to the President of the league by the 2nd Monday in May.
2. The President shall collect and review each application, and forward the list of applicants to the Competition Committee for their recommendation of mangers for each team, with final approval to be voted on by Steering committee members only.
3. All-star managers shall be recommended by the Competition Committee from the list of applicants, and then selected by formal vote by the Steering Committee members.
4. The President shall call a special Board Meeting to consider Competition Committee All-Star Manager Recommendations.
4.1. Each candidate will have five (5) minutes to address the Board on why they would like to coach the team.
4.2. The Board may ask questions of each candidate.
4.3. The Board will then conduct a vote to select the candidate.
4.3.1. The vote will be conducted by paper ballot, and no member may submit a vote for another committee member.
Player Selection/Process:
1. All-star ballots will consist of all players eligible.
2. Eligibility will be verified by the player agent.
3. Any player deemed ineligible will not be placed on the ballot.
3.1. There shall be no discussion or debate on the matter.
3.2. The player agent alone has the authority to add or remove a name to the ballot.
4. A manager and two coaches from each team in a division will get to vote for all-star players in that division.
5. Order of Selection:
Round #1:
7/8 All-Star Team:
-1 Manager and 2 coaches from eachregular season 7/8 team votes
11/12 & 9/10 All-Star Teams:
-1 Manager and 2 Coaches from each major league team votes for 9/10 & 11/12 teams
Round #2:
10/11 All-Star Team
-1 Manager, 2 Coaches from each major & minor league team vote for 10/11
6. The player agent will give the manager 3 ballots they must be signed and returned to the player agent prior to theAll-star draft day.
7. Once the player agent verifies he/she has the ballots he/she will remove the names off the ballots before counting them. If your ballot is not received by the pre-established date the vote will not be counted.
8. The player agent and another board member will count the votes. Managers or coaches who are not able to cast physical ballots may send a digital ballot.
8.1. That manager or coach shall make an arrangement with the player agent prior to doing so.
Tournament Selection/Process:
1. All tournaments are to be approved by the board of directors.
2. As a charted organization of Little League, Inc., Clear Spring Little League is entitled to form teams to participate in LittleLeague sanctioned tournaments.
3. Clear Spring Little League endeavors to fairly put together the best team possible to win their respective tournaments.
4. Players will be selected based only on their playing ability, availability, and eligibility.
5. The following tournament teams will represent and be paid for by Clear Spring Little League in the postseason.(Must win each tournament to advance.)
5.1. The little league board of directors with direction of a selected competition committee may opt to not participate in any of the Little League District 1 tournaments if it is deemed not in the best interests of our players and community.

6. All-star uniforms shall be provided by the league.
7. Provided uniforms shall be worn by the all-star team while representing CSLL.
8. The allotted amount for uniforms will be voted on by the board annually.
9. Clear Spring Little League will allow tournament teams to use Clear Spring Little League fields and equipment (catcher’s gear, batting helmets, first aid kit).
10. All other expenses related to tournament teams including, but not limited to transportation, lodging, and meals shall be the responsibility of the individual team members and/or coaching staff.
11. All trophies won by Clear Spring Little League tournament teams at official Little League tournaments are property of ClearSpring Little League and shall be given to Clear Spring Little League within one (1) year of the championship game.
