Is it illegal for two base runners to occupy the same base.

Two runners may occupy the same base,but one of them is in jeopardy of being put out.If a runner is forced to advance to the next base...the lead runner would be out if tagged.
.If the lead runner is not forced...she "owns" the base and the trail runner would be out if tagged.
For coaches.Tell your defensive players to tag both runners in this situation.

If R1 is on first B2 hits ground ball to F3 who steps on first then tags the runner who still occupies the base is R1 safe. does f3 stepping on the bag take off the force? And if F3 tagged R1 first then touched the base would it be a double play?

Al- the answer is yes to both questions. The base is not a haven if you are the runner being forced by a preceeding runner to the next base.
