Runner on first nobody out. Sharp ground ball hit to first baseman. Runner on first stays at first. First basman tags the runner who is standing on first. Then tags the base. Firstbase says she has a double play. Is she correct even though the runner was still on the base when tagged.

Yes. Double play. The first runner was forced to move to second when the batter put the ball in play. The base is not a haven when runner is forced to move. The first baseman tagged the runner first for a force out then the base to get the second runner out.If the first baseman had tagged the base first the runner from home plate would have been out.The first runner would now be safe on the tag because the force would have been off allowing the runner to stay on the base making it a safe haven.
