| Situation: There is a runner on 3rd (nobody on 1st or 2nd) and the batter draws a walk. Catcher throws the ball to the pitcher who catches it and holds it while standing in the circle. Batter has not reached first base yet.
Question: At this moment, does the runner on 3rd have to make a decision to go back to third or home (ala the lookback rule) or does that only go into effect after the batter reaches first base?

| The "look back rule" shall be in effect for all runners when the ball is live, the batter-runner has touched first base OR HAS BEEN DECLARED OUT,and the pitcher has possesion and control of the ball within the pitcher's circle. The pitcher is considered to be in the pitcher's circle when both feet are within the lines.
