could you please clarify what the ruling is if the pitcher drops the ball while in contact with the pitchers plate but not in the wind-up, say taking the sign for instance.just couldn't find that scenario in book

no pitch and live ball situation.If wind up has started and not stopped by ump, would be illegal pitch and live ball if dropped.
