With two outs and R1 on 1B, B4 hits a double. As R1 goes into 3B, F5 is guilty of obstruction. B4 attempts to stretch the double into a triple and is thrown out at 3B. Because of the delay of R1, the out is made before R1 reaches home plate. Does the run score?
RULING: R1 is awarded home since R1 would have reached it, had there been no obstruction, and the run scores. (8-5B)

How can you say that r-1 would have made 3rd ? If she slows down that is her responsibility to go full speed unless the umpire changes the call.
Obstruction was not for her.

Obviously you don't understand obstruction. It is the umpire responsibility to advance runners to where they would have been had the obstruction not occurred. The trail runner (the one who hit the double), almost got into to third. Therefore, it is not unreasonable to think that the obstucted runner could have scored.

Hi Gimpy,
Let me see if I can help you understand this. If the runner is interfered with by a non play of defense, and it is observed by the umpire, then the umpire must show the delayed dead ball signal at the time of the obstruction to acknowledge that a Penalty has occured, correct!
So what does a delayed dead ball mean? it means that the play must be allowed to continue until, the initial play stops or there is an act by the runner that would negate the obstruction. Since there was no mention of runner interference, we have to award the runner for the defensive penalty. This was the the slow down of the runner while rounding 3rd base, the umpire must award the runner home as the Obstruction would have prevented the runner from scoring if their stride had not been interfered with. Rule Penalty Award states that they should be awarded the base they would have touched or MADE, had there been no Obstruction in first place.
Or as our Fearless Leader tells us, cut and paste the difference that the Obstruction made to the runner, had there been no Obstruction take place. The only thing left is the play at 3 rd base on the batter/runner.
