What rule covers the situation of a batter contacting a pitched ball and foot contacting the plate at the same time

Rule 1, Definitions: Illegally Batted Ball, reference B. At the time the bat makes contact with the ball, any part of the foot is touching home plate.
Penalty: Tule 7 section 6E, the Batter is Out.

Debbie- ASA rule 7-6 (d-f).If the batter contacts the ball (either fair or foul) while one foot is wholly outside the lines of the batters box,is in contact with home plate or leaves the batters box and returns to the batters box and makes contact with the ball. I hope this clarifys any future questions on this topic.
