B1 tops a ball in front of the plate.F2 fields the ball and starts to throw to first base. However, because of B1'S position to the left of the foul line in fair territory, F2 withholds her throw in fear of striking B1. Should the umpire call three-foot interference?

only if a play is attempted and the ball hits the runner on the fair side of the foul line

catcher has to attempt a play by throwing the ball. i'm guessing since it happens so quickly the runner has not reached the 3' running lane in which case if the ball hit the runner you'd have nothing play on

ASA 8 -2E For thee-foot-lane interference to be called on that play ,there must be a throw. Without a throw, the batter did not interefere with fielder's opportunity to make a play.Even though B1 was not running within the prescribed lane, she did not commit interference.
