| Top of the fourth inning, play is about to begin when the defensive team notifies the plate umpire that ther is not a player in the on-deck-circle.
What is the ASA ruling?

| in ASA the next batter must occupy the on-deck circle (if there is one).The umpire will direct the next scheduled batter to occupy the on deck circle. Rule 7-1A
