One out, runners on 1st and 2nd. Pitcher pitches the ball, the runner from 2nd leads off to my position ( c ), and the runner from 1st is just about on second base. The catcher throws to the shortstop as the the r-2 goes back to 2nd safely . The shortstop throws to the first baseman who tried to tag r-1. I could not see if there was a tag and r-1 got back to 1st base. When I looked home my partner was half way to 3rd. Am I supposed to make the call at 1st or him?

I would say you have the call at first and second Plate has the lead runner to third.
So your call as base ump

Plate umpire has first to third in the infield, not second to third. In this case, base umpire has both calls, at second and on a throw to first. Plate umpire should go to the "holding area" and look to first for a swipe tag in this scenario, but also a "pulled foot" in force out situations.

base umpire's call. this was not a batted ball, it was a pickoff attempt at 2nd base with a following throw to 1B. plate umpire has no business being up toward 3B anyway! the batter didn't hit the ball and as greg stated, plate umpire doesn't take runners from 2nd to 3rd. this appears to be something the plate umpire has to "read and react". don't go up the 1B line too far in case of overthrow & potential play at home but need to give help at 1B possibly. not all disciplines have the plate umpire take the pickoff at 1B when base umpire is in C position but it's a good mechanic to use, at least to be able to help your partner

correct john, NFHS has plate umpire taking the pickoff at 1B but this is a pickoff at 2B initially not a direct pickoff from the catcher to 1B
