this play happened Friday night....the three foot running lane extends to first base in foul territory...first base is in fair territory....the batter/runner's final stride to first base is clearly in fair territory when she is struck by a throw from the catcher....do we have interference? the rule book states if the runner runs outside the 3' lane and interferes with the first baseman taking a throw she is guilty of interference...our call was no interference...the defensive team's coach is still screaming...

The coach has good and a valid reason reason to be screaming. As from your description the batter/runner did interfere with the play.

Nothing more than the lower left leg is allowed into fair territory to touch first base, since first base is in fair territory. If the throw hit any other part of the batter-runner's body in or over fair ground, she should be declared out. It's Interference. The ball is dead, you have at least one (1) out, and in some circumstances, two outs. The "fair line" itself, is in/over fair ground.

Where did the ball hit her? And was that portion of her body actually over fair ground?

if this was an ASA game she would be out as she needs to be in the running lane and going to the safty bag. NFHS the runner would also be out if any part of the foot was down totally in fair territory. The 3' running lane rule does not come in effect here, the runner must be in the 3' lane at the 30' mark all the way to the bag. When there is a throw comming up the line from any fielder. The runner does not have to be hit to be interferance, if in the Umpires judgement a good play was made. However if the runner was not hit and there was a bad throw, the runner could be called safe. The main thing would be in this case if the foot was all the way in fair before the bag when the runner was hit, and it does not matter where she was hit on the body.
