Batter has on foot in box one foot out . What is correct ruling in men's slowpitch. Can he bat with one foot in and one foot out !

The rule states that the batter is out if they strike the ball outside of the box, see page 88 of the Asa manual.

In my experience in very few times do you have a batters box in slow pitch. If no batters box don't even try to enforce. If their is a box make them get in before the pitch which they will comply with. Biggest infraction is touching home plate when they strike the ball, in that case the batter is out

To call a batter out for batting out of the batter's box one foot or both feet must be on the ground completely outside the lines of the batter's box when contact is made with the ball. The lines of the batter's box are considered inside the batter's box.
A batter should be called out immediately for hitting a pitched ball while out of the batter's box, or for re-entering the batter's box and making contact with the ball. When no batter's box lines, use good judgment and the benefit of doubt should go to the batter
