| batter asks for time out..NO time is granted. batter thinks she has time and steps out of the box. the pitcher delivers and it hits the batter while her foot is out of the batters box. what's the call?

| The call is a hit batter, dead ball batter gets first base and other runners on base advance only if forced

| federation 7-3-2 if batter steps out of the box or holds up her hand to request time and the pitcher legally delivers the ball, it shall be called a strike and the ball remains live.

| Unless something has changed in the NFHS rule book for 2016, the 2015 book says 7-3-2 is a pitched ball entirely in the batters box hitting a batter. I have seen some baseball posts referencing the rule you talk about, but not softball.

| You also have a pitched ball that has contacted the batter. By rule the ball is dead, it cannot remain live.

| Neal already answered. You have a batter hit by pitch. Being in or out of box makes no difference as long as they did not prevent the pitch from entering the strike zone.
